The Fire Mechanic is a journey level classification. Incumbents assigned to this class are expected to perform skilled vehicle system repair and maintenance activities of the City’s fire apparatus and related equipment. Positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks within established guidelines.

• Processes and tracks repair orders with outside vendors.
• Monitors communications to respond to off-site requests for assistance; makes road calls and emergency repairs in the field as needed.

• Conducts inspections, diagnoses, repairs, and performs routine and preventative maintenance on all fire vehicles and equipment; uses a variety of computer and electronic equipment; conducts research or analyzes data to diagnose fire apparatus problems.
• Performs journey-level repair work up to and including major overhauls and repairs of fire apparatus including engines, drive trains, chassis, fire pumps, and hydraulics to ensure they will perform under emergency conditions.
• Inspects fire apparatus to meet acceptable state requirements.
• Installs or replaces filters, belts, or other objects to repair equipment.
• Uses common hand tools and operates standard office equipment.
• Prepares and maintains a preventative maintenance schedule for fire apparatus vehicles.
• Enters and retrieves maintenance and repair records on a personal computer.
• Performs road tests on vehicles in order to assure proper operating levels.
• Performs mathematical calculations and statistical computations for annual service pump testing.
• Requisitions or orders replacement parts as necessary.
• Develops and reviews specifications for the purchase of new equipment; evaluates all bids from vendors for vehicle and equipment purchases; develops and reviews specifications for outsourcing of maintenance and repair.
• Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.

The City of Marysville is hiring for a total of 3 Engineer positions - if you have applied for the SAFER Engineer position (previously flown) you do NOT need to reapply for this position.  

Performs advanced firefighting and rescue activities; operates and maintains the entire range of Fire Department vehicles, apparatus, equipment, and facilities; drives large fire apparatus in various traffic conditions; provides emergency medical and rescue services to the community; and performs related duties and responsibilities as required. The Fire Engineer receives direct supervision from the Fire Captain. WORK ENVIRONMENT

Work is conducted both in a fire station and in the field in various settings. Some of these include exposure to smoke, odors, heat, steam, fumes, and dust, as well as periodic exposure to dangerous or life-threatening situations. Work involves irregular hours during days and evenings, on weekdays, weekends, and holidays.

Summary:

Under general supervision, assists in organizing, leading, and conducting recreational programs and provides highly responsible and technical professional staff assistance in the development and conduct of specialized recreational programs, in accordance with District policies and procedures.

• Assists in the supervision, planning, organizing and conducting of specialized recreation programs in the area of fine and performing arts, sports, outdoor activities, therapeutics, inclusion or other areas.
• Prepares written public correspondence, speaks to school and community groups and promotes participation in scheduled activities through marketing plans and outreach efforts.
• Schedules and assigns subordinates to supervise specific activities and evaluates progress.
• Instructs participants in various athletic and recreational activities.

• Coordinates and participates in equipment selection, physical set-up for special activities and the issuing and collecting of materials.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty* satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required:

Education/Experience: Bachelor’s Degree with emphasis in Recreation or a closely related field; two years (2) in public group recreational activity leadership experience including supervisory, public relations, marketing skills. Knowledge of principles and techniques pertaining to the specialized program activities and, program marketing and evaluation methods; or an equivalent combination of education and experience. For Therapeutics Unit (n/a for this posting), preferred degree in Therapeutic Recreation and/or two years (2) experience working with individuals with developmental disabilities, preferably with ABA (Applied Behavior Analysis); and the ability to learn/implement applicable laws and inclusion methods and practices.

Language Ability: Ability to read, analyze, and interpret documents in area of expertise, technical procedures, or government regulations. The Fire Department

The Suisun City Fire Department was established in 1861. The Position

Under the general direction of the Fire Chief, the Fire Marshal should have a background in Fire Prevention and Fire Code Enforcement. The Fire Marshal shall participate in leading fire investigations and serve as the fire department representative in economic development and building plan review meetings for Suisun City. The Fire Marshal must also be operationally capable and will serve in a fire suppression capacity based on the level of training and experience held by the selected candidate.

• Assumes management responsibility for the activities and operations of the Fire Prevention Program, disaster preparedness, and related programs and services. Develops and maintains the City Emergency Operations Plan

• Participates in the development and implementation of goals, objectives, policies, and procedures related to fire prevention and life safety codes and ordinances; develops programs related to local, state and federal mandates.

• Reviews and examines building construction plans and drawings and inspects residential, commercial and industrial buildings during construction and after occupancy to ensure compliance with all fire, life safety and health codes; maintains records of inspections for all buildings and assures inspection schedules are carried out.

• Issues violation notices and follow-ups as required to sections which relate to fire prevention, detection, and suppression; reports to building owners or tenants regarding violations and required corrective actions.

• Interprets and enforces policies, procedures, regulations, ordinances, and resolutions adopted by the City; provides technical assistance to contractors, architects, engineers, developers and the public.

• Promotes public relations through public education programs; furnishes fire safety information to the public; develops and presents fire safety education programs to community groups of all ages.

• Investigates potential fire and safety hazards; conducts field inspections; evaluates existing fire safety conditions, and enforces federal, state and local codes, ordinances and regulations applicable to fire safety; investigates fires for cause and origin; prepares necessary documents and reports; works with law enforcement for the prosecution of fire related crimes.

The City of San Rafael Fire Department and Office of Emergency Services (OES) is seeking to fill the position of Community Disaster Preparedness Coordinator.  This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  The Coordinator will occasionally be required to work nights and/or weekends for scheduled community engagement events or unplanned emergencies.

Under the supervision of the Emergency Manager, the Community Disaster Preparedness Coordinator will coordinate activities associated with disaster preparedness and emergency management, with a focus on community preparedness and wildfire prevention and response.  The Coordinator will work to improve community disaster preparedness and resiliency through outreach, education, engagement, and empowerment; support the San Rafael Community Emergency Response Team (CERT) program; support Firewise communities and Neighborhood Response Groups (NRG’s); support Emergency Operation Center (EOC) functions; and augment designated fire-prevention and emergency management staff on strategic projects and programs.  This position is a highly public facing position and the successful candidate will demonstrate emotional intelligence, ability to engage and influence others an interest in training and educating others, and professionalism.  The Community Disaster Preparedness Coordinator is expected to be a strategic problem-solver with the ability to nimbly jump in and participate in any variety of tasks or duties that help enhance preparedness, prevention, and safety.

Essential Duties and Responsibilities:

• Assist in the development and implementation of public awareness programs regarding disaster preparedness and wildfire safety.

• Address the needs and inquiries of residents in a compassionate, articulate, and reasonable manner.
• Represent the department through collaboration with multiple community-based organizations, partner agencies and varied stakeholders involving emergency and non-emergency settings.
• Seek and participate in the development of various community preparedness and emergency management grants and supplemental resources opportunities.
• Assist in the development and maintenance of the City’s Emergency Operations Center (EOC) and alternate EOC staff during exercises and emergency response activations.
• Support the development, execution, and after-action evaluations of City and community-based drills and exercises, including but not limited to evacuation drills and EOC exercises.

• Two (2) years of experience in emergency management, community preparedness, or wildfire prevention, preferably in a government setting, or closely related field.  Additional related specialized training or certification may, at the sole discretion of the City, be substituted for required work experience.
• Must possess and maintain a valid California driver’s license, with a satisfactory driving record.
• Bilingual English/Spanish is desired.

THE JOB

The Defensible Space Program Manager is an exempt position that will lead the Defensible Space Program with approximately five full time staff and as many as 15 seasonal staff, and a budget of approximately $1 million. While not a first responder, this position will regularly coordinate, oversee and conduct defensible space inspections and interface with the public. They will address the needs and inquiries of residents in a compassionate, articulate, and reasonable manner, while enforcing the City’s wildfire risk reduction ordinances. The Defensible Space Program Manager plays a significant role in the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals through managing the daily operations of the program and providing training and subject matter expertise on adapting landscape to wildfire.

IDEAL CANDIDATE PROFILE

As an important liaison between residents and SRFD, successful candidates will be highly knowledgeable about wildfire prevention and mitigation strategies, wildfire behavior, and emergency management, while bringing a skillset of effective communication, leadership, and community engagement. The ideal candidate will have an ability to be influential and persuasive based on the best interest of the residents and can have difficult conversations with professionalism, tact, and compassion while still enforcing the City’s ordinances. The Defensible Space Program Manager will have leadership experience to oversee, guide and motivate staff and volunteers, manage a budget and successfully coordinate the operations of the program to have the greatest positive impact on the community.

In addition to the above competencies, our candidate should have:

• Bachelor’s degree from an accredited college or university with relevant course work (relevant experience may be substituted for formal education).
• Ideal, two or more years of management experience.
• Physical fitness to carry out the duties of the job.
• Certified Wildfire Mitigation Specialist Certificate (or ability to obtain within 6 months of hire date).
• Must possess and maintain a valid California driver’s license, with a satisfactory driving record.
• The ability to successfully complete a background and reference check.

COMPENSATION AND BENEFITS

The City of San Rafael offers an attractive compensation and benefits program. The salary range for this position is $82,680 - $100,500 annually DOQ/DOE.

THE POSITION:

The City of San Rafael Fire Department is seeking to fill the position of Vegetation Management Specialist, with a focus on space and public land management aimed to reduce wildfire risk. 

Fixed-term appointments may be made for up to a three-year period with the potential to extend. Continued appointment in this position is contingent upon funding and job performance.  This is an “at will” position and has limited benefits available.

This position is fully funded through the Marin Wildfire Prevention Authority (MPWA). 

Under supervision from the Emergency Manager, the Vegetation Management Specialist will help lead San Rafael Wildfire Prevention efforts with a focus on publicly owned undeveloped land and improved parcels; work closely with the defensible space inspection team and may perform independent site evaluations of vegetation located upon privately owned premises; evaluate and develop vegetation management strategies on City or County owned open space lands that are adjacent to structures; evaluate property for compliance with the San Rafael Municipal Code relating to providing defensible space to structures and scientifically based best practices; work to establish short and long-term open space vegetation management plans and prescriptions; and work with contractors and City staff to implement strategies and projects.   

This position performs the following essential job duties (including but not limited to):

• Identify, prioritize, develop and implement vegetation treatment plans for land under the City’s preview, to include but not be limited to open space, medians, and right of ways to improve wildfire safety and minimize risks.
• Coordinate wildfire mitigation through fuel reduction projects and other methods on City-managed open space in coordination with City, County, State, and private partners.
• Interpret and enforce provisions of City Ordinances, State Codes and other regulations.
• Prepare or oversee preparation of CEQA compliance documents.  Direct completion of biological assessments or surveys and implement best practices as possible.
• Assist in development of scope of work for operational contracts, solicit bids and proposals, and review work of contractors or consultants.
• Perform evaluations of property, vegetation and structures to identify fire code violations, fire hazards; recommend corrective actions; perform follow-up inspections to see that corrective actions have been completed.
• Investigate complaints pertaining to violations of applicable fire codes; issue correction orders as necessary.
• Prepare accurate records and reports; maintain accurate records and files in the City electronic tracking system.
• Provide information to the public concerning the Vegetation Management Program, practices and procedures; assist in training programs and group presentations.
• Provide guidance or support to other City staff or vegetation management contractors working for the City.
• May be assigned to support other fire administration, fire operations, fire prevention, environmental management or emergency management related duties as needed.
• May provide guidance to fire mitigation and suppression crews about fire code interpretation, fuel management plans and prescriptions and site evaluation techniques.
• Perform other related duties and responsibilities as assigned by supervisor and within the MWPA mission.

• Prepare clear and concise reports; express ideas and communicate clearly and concisely, both orally and in writing.
• Conduct field defensible space evaluation inspections in neighborhoods and navigate uneven terrain in undeveloped areas.
• Apply principles of inclusion, equity and public safety to all program areas.
• Interpret and explain wildfire behavior and mitigation best practices in an inclusive manner to all residents.
• Learn and retain local geography and resources as they relate to wildfire prevention, planning, and operations.
• Work within a team environment, be self-motivated, and complete independent tasks with minimal supervision in a timely manner.
• Apply technical knowledge and follow proper evaluation/inspection techniques.
• Read and interpret site plans and vegetation management plans.
• Learn to enforce fire codes, ordinances, and regulations pertaining to fire prevention and vegetation management with firmness and tact.
• Establish and maintain cooperative working relationships with those contacted in the course of work such as property owners, contactors, the general public, and other staff.

MINIMUM QUALIFICATIONS REQUIRED:

Any combination of experience and training that would likely provide the required knowledge

and abilities are qualifying.  A typical way to obtain the knowledge and abilities would be:

• Two years or more of responsible experience in a variety of inspection, fire prevention or related inspection work
• Equivalent to completion of the twelfth grade, supplemented by college-level fire science or prevention classes
• Bachelor’s degree strongly preferred with coursework in forestry, fire ecology, natural resource management, public management, environmental and/or climate studies, or related field.
• Certified Wildfire Mitigation Specialist (CWMS) or ability to obtain within six (6) months of hire
• ISA Certified Arborist
• Registered Professional Forester
• Bilingual English/Spanish desired

OTHER REQUIREMENTS:

• Possession of a California Class "C" driver's license, and satisfactory driving record. Maintenance of a California driver’s license is a condition of employment.
