The City of San Rafael is seeking a full-time Shop and Equipment Supervisor in the Public Works Department.  Under general supervision, this position supervises preventive maintenance, outfitting, and skilled repair of City fleet and police vehicles and light to heavy-duty trucks and equipment. 

The Shop and Equipment Supervisor is a first full supervisory level in charge of personnel and activities associated with maintaining the City’s fleet of automotive, light, and heavy trucks and equipment.  This position is a working supervisor, participating in the work of the unit as needed.  The position is guided by established policies and procedures, principles of the trade, and supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

• Supervises the repair and maintenance of City vehicles and equipment and equipping of new police vehicles and construction equipment.
• Discusses malfunctions or outfitting requirements with users.
• Plans, sets priorities, and assigns work to equipment shop personnel in accordance with overall City priorities and maintenance schedules.
• Provides instruction and direction to less experienced personnel on complex repairs.
• Ensures safe working practices and conditions in the equipment shop.
• Determines cost effectiveness of in-house work versus contracting out specific tasks.
• Reviews feasibility of returning damaged vehicles to service and recommends retirement or scrapping of vehicles.
• Obtains estimates and oversees performance of contract work.
• Approves and processes contract invoices to submit for payment.
• Evaluates employees and documents disciplinary problems under direction.
• Participates in interviews and related employee selection procedures.
• Identifies needs for and recommends training for employees.
• Estimates annual material and equipment needs to assist in budgeting.
• Orders and maintains inventory of common stock items.
• Maintains records and prepares reports.
• Road tests, inspects, troubleshoots and repairs automobiles, trucks and equipment.
• Handles all vehicle accidents to equipment with insurance and body shops for collection of payment.
• Performs related duties as assigned.

KNOWLEDGE of/ABILITY to: 

• Knowledge of principles and practices of supervision.
• Knowledge of principles, practices, methods and materials used in the maintenance, repair and overhaul of gasoline and diesel-powered automobiles, light trucks, and heavy trucks and equipment.
• Knowledge of use, adjustment, and care of test equipment and had and power tools common to the trade.
• Knowledge of mathematical calculations required in mechanical work.
• Knowledge of safe working practices and shop conditions.
• Ability to plan, prioritize, assign, and review work.
• Ability to troubleshoot and determine causes of malfunctions in automotive and construction equipment.
• Ability to repair and perform preventive maintenance and overhauls on automotive and heavy truck systems and equipment, including hydraulic and pneumatic apparatus, special braking systems, and power drives.
• Ability to keep accurate records and reports.
• Ability to communicate effectively with equipment users, subordinates, and other City personnel.
• Ability to read and interpret repair manuals, parts manuals, and schematic diagrams.
• Ability to order, store and inventory parts and equipment.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.
• Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
• Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. 
• Ability to deal with problems involving several concrete variables in standardized situations.

OTHER REQUIREMENTS:

• Must possess a valid California Class “B” driver’s license and have a satisfactory driving record. 
• Must be willing to work underground in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions.
• Must be willing to work overtime and on call as needed for emergency repairs.
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations.

A typical way of gaining the knowledge, skill and ability outlined above is:

• Graduation from high school or equivalent
• Completion of an apprenticeship or other training and education leading to journey-level status as a heavy equipment mechanic, AND
• Three (3) years of experience in the repair and maintenance of automotive light, and heavy trucks and equipment, including one (1) year in a lead or supervisory capacity.

Performs a wide variety of semi-skilled and skilled maintenance duties in the installation, construction, repair and maintenance of City utilities and system operations, including the skilled operation of power-driven equipment. 

The City of Milpitas is seeking a temporary contracted Building Inspector for a minimum of 1 year to inspect routine and complex building systems to assure compliance.

The Temporary Building Inspector is responsible for inspecting routine and complex structural building systems at various stages of construction, alteration, and repair to assure compliance with approved plans, specifications, codes, and ordinances and regulations; and assisting in the review of building plans and specifications to determine compliance with applicable codes, ordinances, rules and regulations.

Supervision Received and Exercised - The Temporary Building Inspector receives general supervision from the Senior Building Inspector and/or the Senior Housing & Neighborhood Preservation Specialist. This position may exercise technical or functional supervision over new building inspection staff.

Examples of Duties - duties may include, but are not limited to, the following:

·          Complete and maintain a variety of records on a computer, prepare reports, documentation, and correspondence.

·          Conduct inspections to determine compliance with California Building, Mechanical, Plumbing, Electrical, Energy and Green Building Codes pertinent provisions of County health and environmental ordinances.

·          Create and revise housing rehabilitation project work estimates; participate in contractor’s bid process and bid review.

·          Oversee and monitor rehabilitation projects to ensure that work is properly performed and to ensure that no substandard materials are used in accordance with HUD requirements.

·          Confer with developers, contractors, architects, engineers, and the general public.

·          Inspect foundation, cement, framing, plastering, and a large variety of other complex and routine structural building system elements such as stell, concrete, masonary, wood and other structural member factors.

·          Examine grade, quality, and treatment of lumber, cement, lath, wire, and composition.

·          Inspect air conditioning, plumbing, and routine electrical systems.

·          Assure proper and safe installations of routine electrical systems.

·          Perform field review of plans and specifications.

·          Apply proper inspection techniques to examine the quality of work and materials and detect deviations from plans, regulations, and standard construction practices.

Knowledge and Abilities

The candidate would have knowledge of:

·         Building related codes and ordinances enforceable by the City, specifically the California

·         Building Mechanical, Plumbing, Electrical, Energy, Green Building Code and Milpitas Municipal Code.

·         Principles and techniques of building inspection work.

·         Construction contracts and requirements.

·         HUD regulations related to housing rehabilitation.

·         Lead-based paint.

·         A variety of zoning, general land use, and related City codes.

·         Building and related codes including zoning ordinances and other City codes and regulations.

·         Accepted safety standards and methods of building construction.

And ability to:

·         Advise on standards of construction methods and requirements.

·         Prepare and revise project cost estimates and reports.

·         Make arithmetical computations rapidly and accurately.

·         Establish and maintain effective working relationships with homeowners, developers, contractors, architects, engineers, City staff and the general public.

·         Apply City codes and policies regarding zoning and other regulations to field situations.

·         Work independently without supervision.

·         Enforce necessary regulations with firmness and tact.

·         Use Windows, Excel, and Word computer programs.

·         Keep abreast of current construction standards, codes, and regulations.

Minimum Qualifications     

Experience:  Five (5) years of responsible experience in the journey level trades or as a contractor in a variety of building construction activities, including three years minimum experience as a building inspector.

    Education:    Equivalent to completion of twelfth grade.

License and Certificates:   

-       Possession of or ability to obtain and maintain, an appropriate, valid California Driver’s License.

-      Certification as a Building, Mechanical, Plumbing and Electrical Inspector by the ICC. Additional ICC Certifications are highly desirable.

Special Requirements

Essential duties require the following physical abilities and work environment:

Typically, work is performed at construction sites and in an office environment; exposure to outdoor elements; extensive use of the telephone and radio; repetitive keyboarding on a computer; ability to walk on uneven ground; reach (including overhead); squat, bend, lift, crawl, and climb; push, pull and carry up to 50 pounds; drive daily to various locations within and outside the City of Milpitas; ability to work safely in a hard-hat construction zone is essential; exposure to construction-related chemicals and products; may be required to crawl in confined spaces.
