• Trains and evaluates assigned personnel; provides training, guidance, and counseling to assigned personnel; completes employee performance evaluations and reviews as required promotes career development of subordinates.

The Department

The Housing Authority is responsible for the local implementation of the federal Section 8 Housing Choice Voucher Program and other local, housing-related programs.

The Position

• Patrols assigned areas of the City to preserve law and order, discover and prevent commission of crimes, and enforce traffic and other laws and ordinances; maintains awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; makes arrests; issues warnings and citations.
• Responds to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, health code and local ordinance violations, property control, civil complaints, and related incidents; responds to and provides assistance at a variety of public service type calls that are non-criminal in nature.
• Conducts initial and follow-up investigations at scenes of incidents to which summoned or incidents observed; determines what, if any crime has been committed; collects, preserves, processes, photographs, and books evidence; locates and interviews victims and witnesses; identifies and interrogates suspects.

DESCRIPTION/RESPONSIBILITIES:

The actual salary shall be determined by the final candidate’s qualifications and experience.  The salary range for this classification is $98,862.40 - $121,742.40.  In addition to the starting salary, employees in the Crisis Intervention Training Manager classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The Crisis Intervention Training Manager oversees the Crisis Intervention Training Program for the Police Department, which provides training on mental health-related topics to members of the San Jose Police Department and various groups within the Community. Effective crisis intervention training aims to render police officers more effective in defusing potentially dangerous interactions with mentally ill individuals. 

 

The duties include reviewing police reports pertaining to mental health, Welfare & Institutions code 5150 (5150 W&I), generated through patrol, which may require attention through County Mental Health Services, or department follow-up through Mobile Crisis Assessment Team (MCAT). This includes MCAT versadex handle for 5150 W&I reports. The Crisis Intervention Coordinator will interact daily with other agencies, regarding 5150 W&I, and officer safety concerns. This process will assist officers with safety, awareness, and the community with mental health support and stabilization. 

 

The duties and responsibilities for this position will continue to change as tasks come up for the betterment of the MCAT Unit and department.  This position can have various assignments related or unrelated to the position, requiring the coordination skills to adapt and help develop as the Unit evolves to its highest level of attainment. 

 

Under the direction of the Mobile Crisis Assessment Team Sergeants, the Crisis Intervention Coordinator is responsible for coordinating Department efforts toward crisis intervention and providing training to the Department and community members.  This position is responsible for the Crisis Intervention Training program, developing program content, coordinating training with outside vendors, and teaching various topics including Bipolar Disorder, Schizophrenia, Major Depression, Personality Disorder, Alzheimer’s disease, and Substance Abuse/Intoxication.  This position requires knowledge and understanding of Prop. 63 (Mental Health Services Act).

 

The incumbent also attends regular meetings with mental health professionals and mental health agencies in Santa Clara County.  These meetings include discussions of risk assessment between community (Bi-monthly mental health) members, and the San Jose Police Department (SJPD).  This will also require the incumbent to make presentations on various mental health topics which will include developing meaningful topics for meetings.

DESCRIPTION/RESPONSIBILITIES:

The San Jose Police Department is seeking to fill an Analyst II position in the Bureau of Field Patrol Operations (BFO) Admin Unit.
Under the direction of the Deputy Chief, the position will perform professional writing and analytical work of considerable effort. The analyst should be knowledgeable to perform professional analytical work of considerable difficulty.  This position will perform duties such as preparation and collection of quarterly reports, perform various budgeting responsibilities, monitor program expenditure, prepare budget modification request, officer-involved crash tracking data and work collaboratively with adjoining units. Additional duties expected to be completed for this position will be to collect monthly and quarterly program data, prepare quarterly financial and progress reports, perform various budgeting/fiscal responsibilities, monitor program revenue and expenditure, prepare budget modification request, and work collaboratively with program managers and non-profit partners on program implementation. 
The analyst will possess the ability to deconstruct information into smaller categories to draw conclusions into projects of great demand. This will consist of various categories that include logical reasoning, critical thinking, communication, research, data analysis and creativity, getting to the root of the problem and coming up with a solution to facilitate the direction of the tasks.  
Additionally, the analyst should be able and prepared to explain and demonstrate their thinking to others whereas it will draw a meaningful conclusion for others to visualize, assimilate, brainstorm, and theorize.    
A successful analyst should have the sufficient experience and education to demonstrate knowledge and skill in organization, functions and processes of the City; financial management including financing and budgeting; preparing financial reports; report writing techniques and the principles of editing; basic research techniques and methods analyses; the ability to organize, analyze and interpret data and statistics; the ability to communicate effectively with others, both orally and in writing; and the ability to understand, interpret, and apply rules, standards and procedures. Strong technical skills with MS Excel, MS Word, FMS, and PeopleSoft are highly valued. 
The selected candidate will be assigned a workweek that consists of four workdays of 10.5 hours followed by 3 consecutive days off (Wednesday, Thursday, Friday OR Saturday, Sunday, Monday).  Days off will be determined by the needs of the unit.  Nights, weekends, and overtime will be a regular occurrence for this position.

The duties of this position include (but are not limited to) the following:
• Review infrastructure of the BFO
• Proficient with use of utilizing MS Excel and MS Access and Powerpoint
• Become an expert of policies and procedures of BFO, CAD data, police laws and procedures on a local, state, and federal level
• Perform a variety of analytical functions for different areas including but not limited to patrol performance measures, police response times, use of force, resource allocation, time bank usage, training, etc.
• Manage the AB953: RIPA accounts and conducted reports as needed
• Develop measures for tracking personnel training
• Attend various briefings to disseminate recommendations
• Research and apply for relevant grants to improve patrol operations
• Research and summarize police patrol studies – Present findings and make recommendations as needed
• Work in conjunction with the Crime Analysis Unit to obtain data, develop crime reduction measures using multiple data sets, conduct research on various software applications that can assist or improve

  JOB DESCRIPTION:

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Job Related and Essential Qualifications:

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

Hearing:

• Normal hearing acuity.

Height/Weight: 

• Weight in proportion to height, age and frame.

Age: 

• Applicant must be 21 years of age minimum by completion of Police Academy.

Citizenship: 

• California Government Code Section 1031(a) requires that Police Officers be citizens of the United States.  California Government Code Section 1031.5 requires that permanent resident aliens who desire to be employed as Police Officers be eligible for and have applied for citizenship.

License:

• Possession of a valid California driver’s license issued by the Department of Motor Vehicles.

THE DEPARTMENT

The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Staff includes thirty-eight (38) full-time positions consisting of the Police Chief, 2 Captains, 7 Sergeants, 6 Corporals, 17 Officers, a Records Supervisor, a Records Clerk, an Evidence Technician, a .5 Property Clerk, 2 .5 grant-funded Community Service Officers and an Administrative Assistant.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Records Supervisor. The Police Records Clerk will provide a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintaining accurate Police statistics, records, and files; conducting business and transactions with the public, in person and by telephone; is available for occasional night and/or weekend duty as required, and performing other related work as required.

 

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Responsible for all Police statistical record keeping.
• Perform a variety of data entry, typing, and clerical work related to all phases of the Police operation,  such as preparing forms, ordering department supplies, and making appointments.
• Prepare correspondence and compile information for reports.
• Direct requests to proper agencies and departments.
• Enter, update, and maintain data while ensuring accuracy and confidentiality of all information.
• Coordinate service of subpoenas.
• Compile data for Public Records Act requests.
• Approve and prepare reports for the District Attorney.
• Assist the public both in person and by telephone, requiring knowledge of rules and procedures.
• Perform related duties as assigned.
