Midpeninsula Regional Open Space District (Midpen) has an excellent career opportunity for an experienced and motivated Field Resource Specialist who will plan, organize, manage, oversee, and participate in the implementation of vegetation management, fuel reduction, and natural resource protection and restoration projects on Midpen lands. The Field Resource Specialist participates in long-term and short-term project planning, grant application and administration, coordinates assigned activities with other Midpen departments and outside agencies. This position will supervise staff and will direct consultants, contractors, and volunteers to assist in completing this work. Supervisory and administrative tasks will include budgeting, project management, setting priorities, and providing guidance to multi-disciplinary teams. Midpen has one vacancy for the position of Field Resource Specialist. The start date for this position is December 2024.

• Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. Work Environment:  This position is part of the Land and Facilities Services Department assigned to a field office and will work primarily in the Foothill office in Rancho San Antonio Preserve, Cupertino, and will visit Midpen field sites. Ideal candidates will be comfortable working in these types of conditions, as well as in an office environment. Positions in this classification must possess the ability to lift and carry materials and objects weighing up to 60 pounds and must possess the ability to push and pull objects weighing up to 100 pounds, with the use of proper equipment.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Following onboarding and successfully meeting job performance expectations, may be eligible for the flexible work program which includes 9/80 schedules. Current work schedule is Monday to Friday, 7am to 4:30pm, recurring 9/80 Monday day off.

Equivalent to graduation from an accredited four-year college or university with major coursework in environmental design, forestry, ecology, natural resource management, park administration or a related field, and three (3) years of increasingly responsible experience in project management preferably in parks, open space, or a related field including one (1) year of supervisory responsibility. 

Licenses & Certifications Required:    

• Possession of a valid California Class C Driver License
• Possession of, or ability to obtain, a valid Professional Rescuer Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

• Possession of, or ability to obtain, a valid First Responder or equivalent certification within six (6) months of employment.
• Possession of, or ability to obtain, the level of certification in the Incident Command System courses as specified under the National Incident Management System (NIMS) within 12 months of employment.

• Possession of, or ability to obtain, a District approved Fire Suppression Training certification within 12 months of employment.
• Depending on assignment, possession of, or ability to obtain, a California Qualified Applicators Certificate with Landscape Maintenance (Category B) for pesticide application within twelve (12) months of employment.

THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

To be eligible for this position you must have knowledge of/ability to:

• Good customer service techniques.
• Principles and techniques of directing group, social and recreational activities.
• Principles and practices of managing recreational programs for community parks, community centers, youth and senior centers, aquatic centers and/or athletic facilities.

OTHER REQUIREMENTS:

• Must possess and maintain a valid California Class C driver’s license with a satisfactory driving record.
• Must have American Red Cross Lifeguard Training (or obtain within 4 months of hire).
• Must have American Red Cross Lifeguard Instructor (or obtain within 1 year from time of hire).
• Must have American Red Cross Water Safety Instructor (or obtain within 1 year from time of hire).

• Equivalent to graduation from a four-year college or university with major coursework in recreation administration, physical education, leisure services or a related field AND
• Two (2) years of full-time or its equivalent of recreation experience, OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

Work Environment/Working Conditions:

Under the supervision of the Volunteer Program Manager in the Visitor Services Department, this position will primarily report out of a designated Midpen field office (Cupertino and/or La Honda), which will include volunteer projects and administrative tasks. This position also works from home approximately one day per week (as approved) and occasionally at the Administration office in Los Altos.  Volunteer initiatives directed by this role may take place across various preserves requiring regular travel to and from the locations.  The Volunteer Program Lead’s schedule requires working at least one weekend day as part of the regular work week schedule, with an option to be on a 9/80 schedule after an initial training period plus occasional evenings and holidays.

The Volunteer Program Lead is a fairly independent position that supports the work of one or more departments within the agency, requiring solo work in the field, frequent site visits, and hiking steep terrain in wildland areas with poison oak and wildlife. Field work will also require driving a District truck in remote areas on unimproved dirt roads in inclement weather conditions. Work in the field may also include exposure to loud noise levels, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes.

Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment including some full days of program administrative tasks using various software programs and applications on a computer, phone, or tablet.

Additionally, candidates should be familiar with the principles and practices of trail building, construction, repair, and maintenance, including site planning and resource protection as well as the tools and equipment required for maintaining and repairing open spaces and related facilities.

This position wears a prescribed District uniform and adheres to strict safety procedures and work habits. Depending on the exposure, employees may be required to wear head, hearing, eye, foot, face, hand, or other protection equipment.

The Department

The Community Services Department strives to improve the health, wellness and quality of life for Fremont residents by offering a wide variety of exceptional educational and recreational programs and services, historic and cultural resources, facilities, unique attractions, special events, park use and urban forestry.

The Position

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

Examples of Duties

• Assists the Department Director in administration of departmental programs and services.
• Develops and implements strategic vision for the Community Services Department.
• Plans, organizes and manages a comprehensive recreational program and related activities, including special events, special interest classes, park and playground programs, summer day camps, adult sports and events and programs for all segments of the community.
• Formulates and oversees plans for the conduct of recreation programs to maximize the use of recreational areas, facilities and equipment.
• Supervises assigned divisions through subordinate supervisors, and trains and evaluates assigned staff.

DEFINITION:

Plans, organizes, and supervises the Property and Evidence Section within the Police Department; performs and supervises a wide variety of duties involving the intake, storage, maintenance and distribution of property, evidence and supplies held by the police department.

CLASS CHARACTERISTICS:

The Property and Evidence Supervisor is a single position within the Police Department responsible for facilitating the safe and secure storage of all property and evidence under the department’s control. The position functions with a degree of autonomy that distinguishes it from the Property and Evidence Specialist classification, which primarily functions as a support position.  

EXAMPLES OF DUTIES (illustrative only)

Duties may include, but are not limited to:

• Assign, schedule, train and supervise the operation of the Property and Evidence Section.

• Receive, record, seal, store, and maintain strict security control of all incoming evidence and property acquired by the Police Department.

• Assist in the development of policies and procedures for the storage, security, processing and transferring of property and evidence stored by the Police Department.

• Conduct regular audits and inventories.

• Assist in maintaining chain-of-evidence records of evidential property and as required, testify in court.

• Transport property to and from the Police Department, court, and other locations including off-site storage, in a safe manner consistent with property and evidence handling best practices.

• Participate in the selection of staff.

• Approve time-off/leave/overtime.

• Respond to inquiries relating to property by telephone or at the public counter.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Prepare, proofs and processes, and disseminate correspondence, memoranda, reports, proposals, forms, and other documentation relating to the Property and Evidence Section.

• Compile monthly statistical reports on work performed, interpret data, and prepare additional reports as required.

• Assist in preparation of the Property and Evidence Section budget.

• Coordinate the auction of unclaimed property.

• Provide leadership to develop and retain highly competent, customer-service oriented staff through training, employee development, coaching, mentoring, and day-to-day supervisory practices, which supports the department’s mission and values in assigned areas of responsibility.

• Use computer systems to perform continuous updates in evidence management databases for all evidence received, released and disposed; and computerized records management systems and court programs to determine the status of court cases; names of suspects, associated persons and interested parties; and the disposition of cases.

• Train Police Department staff on the proper packaging and submission of evidence; maintain detailed statistics on the number and type of evidence transactions.

• Attend training sessions on proper procedures for firearms safety, infectious disease control, hazardous materials awareness, occupational exposure to blood borne pathogens, evidence tracking and control systems, general forensic laboratory, and evidence collection, packaging, and sealing.

• Coordinate the 4th of July fireworks confiscation and destruction with Cal-Fire.

• Perform a variety of other duties as assigned.

Salary Range: $17.37 to $28.95/hour depending on experience.

This is a part-time, temporary, non-benefitted position; 15-20 hours per week (not to exceed 950 hours per fiscal year); predominantly afternoon/early evening schedule with some weekends and concurrent with the school year.

SUPERVISION

General supervision received from the Program Coordinator. May exercise supervision of other staff depending on position.

GENERAL DUTIES

Responsible for general oversight of and ensuring the safety of the after-school youth programming. Specific responsibilities to include:

• Organize and execute a variety of daily and weekly activities for participants ranging in ages 5 –14   including art, crafts, and games
• Mentor and role model, strive to inspire and guide participants towards their full potential
• Maintain accurate attendance records on a daily and weekly basis
• Effectively facilitate and/or lead small and large groups of youth.
• Communicate effectively with participants, co-workers, parents, and supervisors
• Willing and available to work flexible hours as needed.
• Plan and execute duties related to special interest classes, school-year and seasonal programs, and special events.
• Serve as a role model and advocate for youth.
• Communicate effectively with youth and their parents.

Middle School (Teen Centers) 

Our Teen Centers provide a secure and entertaining atmosphere for middle school students to spend their after-school hours. The centers are furnished with the latest game consoles, high-definition TVs, sports equipment, computers with internet access, board games, and other amusing activities. We operate on early release days and select non-school days, but we are closed during holidays.

Youth Services/Kids’ Night Out Program

Under the general supervision of the Youth Program Coordinator and direct supervision of the Youth Program Assistant, Youth Services staff is responsible for supervision and safety within the bi-monthly Kids’ Night Out Program, including implementing a variety of crafts, games and activities for youth ages 5 to 11.

The Department
The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position
Special Events Attendants work behind the scenes making all Recreation and Community Services excel! This job entails interacting with the public and vendors participating in recreation and community activities, facilitating arts, crafts, games, and sports; performing participant check-in, reception duties and cash handling duties; assisting with large equipment (stage and booth) set-up, take down and housekeeping; opening and closing facilities. As experience is gained, may provide administrative and onsite program support; assisting with training, leading, scheduling and directing staff; organizing and directing event activities; preparing written and verbal reports and correspondence which may include drafting advertisements and social media posts. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.

PROGRAM LEADER (Theatre Technician)

Essential duties are inclusive of, but not limited to the following:

• Assist renters and various user groups during events in Town facilities.
• Operate lighting and/or sound equipment.
• Box office management, reporting, and cash handling.
• Maintain and keep facility clean and in good working order during and after events.

QUALIFICATIONS

Applicants must have successfully completed 12th grade and be at least 18 years old with two years of experience in live performance theatre, with experience in operating theatrical lighting and sound or has taken relative coursework.  Set construction, production management and/or stage management is a plus.

Knowledge of:

• Operations, services and activities of technical operations of theatre programs.
• Theatre pre-performance, performance, and post-performance activities.
• Office procedures, methods, and equipment, including computers and applicable software applications.

Ability to:

• Work flexible hours, including weekends or holidays.
• Lift 50 pounds; carry 30 pounds.
• Perform duties with OSHA standards.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
