The City of San Rafael Fire Department is seeking a motivated and enthusiastic individual to join our team as a Fire Cadet.  This opportunity is designed for individuals who are pursuing a career in the fire service and want to gain hands-on experience in a professional firefighting environment.  As a Fire Cadet, you will work closely with our experienced Firefighter-Paramedics, Prevention and Mitigation staff to learn about fire department operations, fire prevention administration, emergency response procedures, and community engagement. 

This is a temp/seasonal positions, limited to 1,000 hours worked within a fiscal year (July 1 thru June 30) that receive no City benefits other than what is mandated by the State of California.  This cadetship is expected to last one year.  The exact duration may vary based on department needs and cadet performance.

Key Responsibilities:

• Emergency Response Support:  Provide support services to crews at prolonged incidents including fires, medical emergencies, rescues, and hazardous materials incidents.  Participate in drills and exercises to enhance your understanding of emergency response protocols.
• Training Participation:  Attend training sessions, workshops, and skill-building exercises to learn about fire suppression techniques, search and rescue operations, medical aid procedures, and other essential fire skills.
• Equipment and Facility Maintenance:  Assist in the maintenance and inspection of firefighting equipment, tools, and apparatus.  Learn proper care and upkeep of gear and tools to ensure readiness for emergency situations.  Assist in the tracking, organizing, and dispensing of inventory.
• Community Outreach:  Participate in community events, educational programs, and public demonstrations to promote fire safety awareness and engage with the local community.  Serve as an ambassador for the fire department and provide information about fire prevention and preparedness.
• Administrative Support:  Assist with administrative tasks such as record-keeping, data entry, and inventory management.  Gain exposure to the behind-the scenes operations of a fire department. 
• Physical Fitness:  Work towards maintaining a level of physical fitness necessary for performing firefighting duties.  Engage in physical training and conditioning activities as directed by the department.
• Professional Development:  Actively seek opportunities for learning and growth within the fire service.  Take part in discussions with experienced firefighters to gain insights into career pathways and development strategies.

Desired Qualifications:

• Recent High School Grad preferred.
• Previous participation in a recognized firefighting explorer program, academy, fire science program, or related program or activity.
• Basic knowledge of firefighting principles and practices.
• Strong commitment to safety and adherence to protocols.
• Excellent communication and interpersonal skills.
• Ability to work effectively in a team environment as well as adhere to the chain of command.
• Physical fitness and ability to perform basic physical tasks, continuously move +/- 25 pounds, and lift up to 50 pounds.
• Flexibility to work irregular hours, including weekends.

The City of San Rafael Fire Department is recruiting to fill the position of Quality Improvement Program Manager.  The primary responsibility of this position is to develop and maintain a Continuous Quality Improvement (CQI) program for the approximately 70 paramedics and EMTs of the San Rafael Fire Department. Other duties include assisting with the department’s year-round continuing education program. The successful applicant will work closely with and be supervised by San Rafael Fire’s medical director and the assigned EMS Battalion Chief.

Principal Job Responsibilities:

Implement and maintain a Continuous Quality Improvement (CQI) program for the paramedics and EMTs of The San Rafael Fire Department. Specific responsibilities include:

• Planning and implementing the overall structure of the program in conjunction with the medical director, EMS Battalion Chief and other stake holders.
• Attending departmental, county, state and national EMS meetings and conferences as assigned.
• Completion and submission of CQI improvement reports to county and state regulatory agencies.
• Quantitative analysis of patient care activities through use of our electronic medical record as indicated under the overall CQI plan or when specifically requested by the department.
• Developing a program to assess the quality of paramedic care and documentation with a special emphasis on newer and probationary paramedics.
• Formally responding to quality concerns raised by patients, recipient hospitals or other EMS agencies.
• Ability to perform technical and professional writing, manage and manipulate data on a basic spreadsheet platform, and develop and present charts and graphical information.
• Keeping the department abreast of CQI activities through regular meetings and reports

Organize, provide and assess efficacy of a program of continuing paramedic education for the paramedics and EMTs of San Rafael Fire. Specific responsibilities include:

• Assist with planning the overall structure and curriculum of the educational program.
• Delivering original, up to date, paramedic/EMT specific educational content in the form of lectures, CQI case review conferences, skills workshops, practical exercises, simulation activities and BLS/ ALS recertification
• Scheduling guest lecturers when needed to achieve educational goals of the department
• Assist medics in keeping their licenses current by maintaining attendance records and provisioning of Continuing Education Certificates
• Assist with team building and encourage communications amongst all stakeholders.

About the Position

Positions in this classification perform work in the organization and implementation of a wide variety of recreation activities.  

The work schedule will be Monday-Thursday 4:30pm-9:15pm but may vary based on the needs of the City.

The Program Coordinator classification is the top-level position in the Recreation Leader Series.  Advancement from Recreation Leader Level II to Program Coordinator requires 500 hours of work experience at Recreation Leader Level II, or equivalent experience.

May provide functional supervision to a Recreation Leader I or II as assigned.  Receives general supervision from a full-time Recreation Department staff member.

Essential Duties

• Provide evening customer support, which includes front desk coverage at the Adult Community Center, processing registrations and payments, processing refunds and transfers, answering phone, contacting customers through emails and calls.

Position Details

Under close supervision, maintain constant watch over a public swimming pool facility to enforce regulations and prevent accidents, assist swimmers in distress and provide emergency and routine first aid. Create a safe and positive atmosphere for all participants and perform basic facility maintenance duties.

• Actively scan the pool, deck and locker rooms for safety and potential hazards and address the situation properly to remedy it
• Recognize and respond to emergencies in accordance with the facility emergency action plan
• Know and enforce all facility rules, policies, and procedures while providing a safe and enjoyable environment for all patrons

Working Conditions

Work is at the Aquatics Center at San Bruno Park and is performed both indoors and out, with exposure to heat, sun, water, noise, dust, pollens and chemicals/cleaning agents used in an aquatics complex. There is potential for slip hazards when working near water and exposure to blood borne pathogens when rendering first aid. Working hours will include evenings, weekends, and holidays.

Physical Demands

• Lifeguard Instructor certification not required, but a plus and will be compensated at a higher base pay.

• Must test negative for Tuberculosis within the past 2 years

• Must submit a valid student work permit if still in high school

• Must be patient and courteous with all members of the public

• Be dependable and punctual

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

The County of San Mateo’s Department of Emergency Management (DEM) is accepting applications from dedicated individuals for the position of Department of Emergency Management Coordinator, with a specialization in technology.

This recruitment is for a DEM Coordinator specializing in Geographic Information Systems (GIS).  The weekly on-call rotation is not required for this position.
 
The DEM GIS Coordinator vacancy is for a limited term position.  Limited term positions are full-time, temporary, at-will positions.   Limited Term employees are assigned to projects for the duration of the project, and not to exceed three years.  Limited term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan.
 
The estimated duration for this position is three years.  Because of restructuring within the department, there is a likelihood the position will become a regular (permanent) position.

Examples of Duties

The DEM Geographic Information System (GIS) Coordinator will manage the areas and perform the duties listed below:

• Geospatial Data Management – Acquire, organize, and maintain geospatial data relevant to emergency management activities. Develop and manage GIS databases ensuring data accuracy, currency, and integrity.
• Mapping and Visualization – Build GIS dashboards incorporating knowledge of online web mapping. Create detailed maps and visualizations to support emergency planning, response, and recovery operations. Utilize GIS tools to analyze spatial data and generate meaningful insights for decision-making.
• Emergency Planning Support – Collaborate with emergency management personnel to integrate GIS into emergency plans and procedures. Assist in identifying and mapping critical infrastructure, evacuation routes, and vulnerable areas.
• Real-Time Situational Awareness – Monitor and analyze real-time data feeds to provide up-to-date situational awareness during emergencies. Support incident commanders with GIS-based information for effective on-the-ground decision-making.
• Disaster Response and Recovery – Deploy GIS tools to assess and analyze the impact of disasters on the affected areas. Assist in damage assessment, resource allocation, and recovery planning.
• Collaboration and Communication – Collaborate with internal teams, government agencies, and external partners to share geospatial information. Communicate GIS findings and recommendations to non-technical stakeholders in a clear and accessible manner.

In addition to the above specialized duties, the DEM GIS Coordinator may also:

• Liaise between County personnel and stakeholders to facilitate implementation of emergency management programs.
• Maintain Emergency Operations Center (EOC) functionality through resourcing, training on, and developing best practices.
• Support situational awareness in coordination with State and Federal Agencies.
• Facilitate planning meetings with County personnel and stakeholders to develop comprehensive all-hazards emergency plans and provide input to all-hazards planning for the unincorporated areas of San Mateo County.
• Represent the Department at stakeholder meetings, tabling functions, and public facing events.
• Review and update Operational Area Plans on a regular and routine basis.
• Adapt Emergency Plans to changing parameters as outlined by State and Federal stakeholders.
• Maintain inventory and asset control through tagging, typing, and tracking resources; provide semi-annual audits of physical equipment, inventory, and nonphysical assets and reconcile any discrepancies, dispositions, or deficiencies; and administrate Inventory Management Software.
• Schedule maintenance of County vehicles through the County motor pool.
• Administer grants and grant programs to ensure financial accountability.
• Act as a system administrator for the alert and warning emergency notifications tool.
• Conduct after-action reports to identify areas of strengths and areas for improvement.
• Identify local at-risk areas and develop materials best suited for communicating with populations at risk; and compile data and prepare program papers and progress reports for the jurisdictions served.
• Develop, review, and update detailed standard operating procedures, checklists, and resource documents.
• Assist in the planning and presentation of exercises, drills, and emergency services training programs for municipal employees and other related individuals and agencies.
• Work cooperatively with other office staff on area-wide projects and training programs.
• Perform related duties as assigned.

The County of San Mateo’s Department of Emergency Management (DEM) is accepting applications from dedicated individuals for the position of Department of Emergency Management Coordinator, with a specialization in earthquake preparedness and response.

Under general direction, DEM Coordinators design, plan, coordinate, implement, review, and evaluate a designated program within DEM such as community preparedness, mitigation and recovery planning, public outreach, or training and education.  In addition, the DEM Coordinators participate in the Duty Officer rotations and perform related duties as assigned. The DEM Coordinators also address diverse and varying tasks to ensure the County is prepared to respond to any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field for local level incidents.
 
The Department of Emergency Management is responsible for alerting and notifying appropriate agencies within the county's 20 cities when disaster strikes, coordinating all agencies that respond, ensuring resources are available and mobilized in times of disaster, developing plans and procedures in response to and recovery from disasters, and developing and providing preparedness materials for our residents.

The DEM Earthquake Coordinator will:

• Write plans and modify and maintain the Multi-Jurisdictional Hazard Mitigation Plan and the County Operational Area Recovery Plan.
• Perform gap analyses on County plans and recommend methods for closing observed gaps; and develop and implement improvement plans following exercises or activations.
• Contribute to Threat and Hazard Identification and Risk Assessment (THIRA), such as developing plans relating to the county’s potential exposure to hazards and risks.
• Work with other jurisdictions and the county in the implementation and mitigation strategies outlined in the plan.
• Assist with training and exercises related to mitigation and recovery plans.

 
The DEM Earthquake Coordinator will have familiarity with:

• Principles, practices, procedures, purposes, scopes, and techniques of various phases of emergency preparedness, response, and recovery planning and plan-writing.
• Techniques of administrative analysis, strategic planning, resource allocation, system analysis, needs analysis, and process improvement.
• Statistical and research methods and the sources of information and data related to emergency management.
• Emergency services administration, program development. and evaluation.
• Business continuity standards and best practices.
• FEMA’s National Incident Management System (NIMS), the Incident Command System (ICS); and the State Emergency Management System (SEMS).
• Strategies for major disaster and/or emergency preparedness planning.
• Typical office technology and other relevant computer program applications; and technology trends and techniques in the areas of emergency and disaster preparedness, response, relief, and recovery.

What You’ll Do

The Community Services Coordinator is responsible for planning, implementing and evaluating a specific program area within the Recreation Division.  This assignment is typically a more defined program area that is narrower in size or scope than those assigned to Supervisors.  Coordinators excel at the following:

• Instruct and lead specialized recreation and human services activities requiring leadership in a structured environment;

• Provide activities and general facility supervision and control at a community recreation center or special use facility;
• Coordinate, develop, implement, and evaluate programs and services;
• Perform office, administrative, public information and activity intake responsibilities;
• Assist in preparing program facilities for structured program activities and special events.

The Community Services Coordinator receives general supervision from higher-level recreation positions and may exercise functional and technical supervision over lower level and part time recreation personnel and volunteers.
