THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

Ross Valley Sanitary District is seeking an Inspector excited to join our high performing team. Inspectors work with contractors, homeowners and real estate agents to ensure construction projects meet District standards while educating and providing excellent customer service to the public.

Under general supervision of the Senior Engineer, the Inspector performs advanced, complex, and critical inspections of District infrastructure. Working independently, the Inspector is responsible for ensuring compliance with District regulations and codes related to the repair of District infrastructure, construction of private sewers, and collection system pump stations. Inspectors are also responsible for ensuring safety measures are applied at job sites.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:

• Check and review construction plans for construction and repair on public and private sewers.
• Perform civil, structural, mechanical, and basic electrical inspections on construction and repair on District sewer mains, and private sewer laterals performed by contractors or other agencies.
• Communicate status of work to Engineer and co-workers as appropriate.
• Check surveys and plans for accuracy and document site conditions prior to start of construction.
• Inspect construction and backfill materials in all stages of progress to ensure compliance with District specifications, standards, ordinances, and for approval of authorized construction.
• Read and interpret construction plans, documents, and specifications.
• Ensure compliance with District and regulatory standards, plans, ordinances, and specifications regarding construction methods, equipment, workmanship, and quantity and quality of materials used in the project.
• Prepare and maintain records, reports, and documentation required by regulatory agencies and District policy.
• Confer with contractors’ field representatives regarding either work or materials that deviate from plans and specifications; ensure approved corrective measures are applied.
• Verify that Cal-OSHA approved safety precautions are practiced when on construction sites.
• Perform and interpret CCTV inspections of sewer lines; interpret and evaluate CCTV inspections done by subcontractors.
• Inspect and investigate complaints and sewage discharge violations.
• Verify proper testing methodology of air, soil, and vacuum tests, and proper CCTV televising of sewer lines.
• Prepare inspection reports and field sketches of sewer locations, preliminary project layouts, and monitor that work is performed within required timelines.
• Maintain records of field observations, permits, test reports, as-built plans and prepare reports.
• Provide customer service to residents, contractors, and representatives of private/public agencies.

MINIMUM QUALIFICATIONS

Education, Training, and Experience

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Completion of the twelfth grade, or its equivalent.
• Coursework in algebra, geometry; mapping is highly desirable.
• Four years of journey-level work experience in sewer, maintenance, industrial, and/or public works construction in public agency or private sector.

Licensing, Certification, and Registration

Possession of the following licensures, certifications, and/or registrations are required:

• Ability to obtain a Grade II Collection System Maintenance Certificate from the California Water Environment Association within one year of hire.

The Position

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. The Department

The Suisun City Fire Department was established in 1861. The men and women of SCFD take great pride in the customer service that they provide to all who live, work and travel through Suisun City. SCFD is a mission-driven fire agency that remains focused on customers and safety. It is our goal that all members strive to attain a synergistic balance of education, training, and experience to provide excellent emergency management on every call. SCFD is a combination agency staffed with both full-time and volunteer fire personnel. We currently operate two Type 1 Fire Engines, one Type 3 Fire Engine, Ladder Truck, three Command Vehicles, one Type 5 Fire Engine, Zodiac Rescue Boats, and one USAR Trailer. The Suisun City Fire Department is an ALS (Paramedic) level department, supported by Medic Ambulance for transport services. Station 47 is staffed 24 hours a day, 7 days a week.

The Position

The ideal candidate would know and be responsible for performance of the full scope of assigned fire suppression, fire prevention, emergency medical care responsibilities, and for the protection of life and property. New incumbents may have limited related experience but are expected to learn the full range of duties and responsibilities, perform duties with minimal direct supervision, and exercise sound judgment and discretion in making decisions. Firefighters work a 48/96 work schedule, comprised of two 24-hour shifts followed by four 24-hour days off, averaging 56 hours per week.

DEFINITION

CLASS CHARACTERISTICS

THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

To be eligible for this position you must have knowledge of/ability to:

• Good customer service techniques.

• Principles and practices of managing recreational programs for community parks, community centers, youth and senior centers, aquatic centers and/or athletic facilities.
• Recreation site management, including operations and maintenance.

• Coordinating and scheduling the work of temporary and volunteer staff.
• Coordinating and scheduling programs, events and activities.
• Inventorying and ordering supplies, equipment and materials.

• Maintaining files and monitoring and tracking fees and payments.
• Developing interpersonal relationships with a variety of users and sponsors.
• Using computers and related software.
• Communication to interact effectively with co-workers, supervisors, subordinates, volunteers and the general public sufficient to convey information and to receive work direction.

OTHER REQUIREMENTS:

• Must possess and maintain a valid California Class C driver’s license with a satisfactory driving record.
• Must have American Red Cross Lifeguard Training (or obtain within 4 months of hire).
• Must have American Red Cross Lifeguard Instructor (or obtain within 1 year from time of hire).
• Must have American Red Cross Water Safety Instructor (or obtain within 1 year from time of hire).

• Equivalent to graduation from a four-year college or university with major coursework in recreation administration, physical education, leisure services or a related field AND
• Two (2) years of full-time or its equivalent of recreation experience, OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

The Novato Sanitary District is seeking a highly motivated, innovative, and goal-driven individual to join our Collection System team as a Collection System Worker (CSW). The District will hire at the level of CSW I or CSW II depending on skills, certifications and licenses held by candidates in the pool of qualified applicants. 

The CSW performs a wide variety of tasks associated with the maintenance of wastewater collection and reclamation systems, including inspection, cleaning, maintenance, and repairs on lines, pump stations, and treatment facilities. The successful candidate will possess experience in general maintenance tasks, including the safe and effective operation of a variety of hand and power tools and equipment. Possession of a commercial driver's license is highly desirable. Experience working with sewer cleaning trucks and equipment is also a plus.
