Civic Engagement Manager

The City of San Rafael is seeking a dynamic and experienced Civic Engagement Manager (formal title is Civic Design Manager) to spearhead comprehensive engagement programs while coordinating the Communication Team's activities. This role will work within the City's visionary Digital Services and Open Government Department (Department), which executes pioneering strategies to build trust with the community, increase transparency, and improve access to government for all. This leader will play a pivotal role in the City by enhancing outreach and engagement, fostering inclusivity, providing methods of two-way communication and helping the City tell its story to the community. Our team achieves this mission through human-centered design, process improvement, and performance measurement, all aimed at continuously enhancing service delivery and the use of digital technologies to improve the relationship between government and people. This role will oversee our Digital Analyst and entails serving as the primary communications strategist for the City. THE CITY

THE DEPARTMENT – Digital Services and Open Government
Government faces new challenges in the post-pandemic era. Community expectations of how government communicates, engages, and delivers services are changing. THE JOB
This is an exhilarating opportunity that puts this Civic Engagement Manager at the forefront of transforming community engagement, technology, and communication in the vibrant community of San Rafael. Reporting to the Director of Digital Service and Open Government, they will oversee the interdepartmental Communications Team and manage engagement operations in coordination with both the City Manager’s Office and other departments.

The Civic Engagement Manager will ensure that projects are completed on time, according to budget, and within the bounds of work contracts. They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Providing critical creative direction for the City’s online presence is the key responsibility of this role – seizing the opportunity to lead crucial engagement strategies that promote equitable access to services and information!

• Citywide Language Access Plan: Increase the accessibility of  City services by establishing consistent guidelines and practices for multilingual engagement.

• Public Comments & Requests Process: Coordinate with teams across the City to build best practices for responding to requests and questions from the community.

PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

PAL (Police Activities League) Program Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: PAL Program Attendants work with Suisun City’s PAL Program and with area teenagers ages 13-19 to implement educational and recreational activities: tutoring, sports, games, mini-excursions, competitions, contests, seminars, and special events, and provide general support to the program’s Recreation Supervisor. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.

The City of Patterson is recruiting for a Firefighter Paramedic.  This safety position will respond to fire alarms, emergency medical calls, traffic accidents, rescue and other emergency calls to protect life and property.  This position will also participate in trainings, drills, study activities and in the maintenance of the department apparatus, equipment, and facilities.  Under the supervision of the Fire Engineer or Fire Captain, performs ALS care to patients of medical emergencies and other medical procedures. Performs other duties as required.
