THE POSITION:

Under general direction of the Public Works Director, the position is responsible for the City’s most complex civil engineering projects in support of the Capital Improvement Program for the City of San Rafael. The Senior Civil Engineer will apply the broad parameters of departmental policy guidelines in order to execute the planning, design, construction, and project management of complex capital improvements; supervises the work of professional and sub-professional engineering personnel; performs professional field and office civil engineering work in connection with a variety of public work projects; and provides technical assistance to the Assistant Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: This list is meant to be representative, not exhaustive. Some incumbents may not perform all the duties listed and other related duties may be assigned.

• Plans, supervises and performs professional engineering work in the design and construction of all aspects of public capital projects, including but not limited to Streets, City Owned Property and Facilities, Drainage and Traffic projects and related facilities.

DEFINITION

Under general supervision, operates and maintains (O&M), performs, corrective and emergency maintenance, construction and repair to water quality distribution system facilities and infrastructure; handles public relations in the field; and performs other duties as assigned.

Distribution System Operator I is the entry-level class and Distribution System Operator II is the journey level class in the series. Incumbents in the Distribution System Operator I class will progressively perform most of the duties required in the series but are not expected to function at the same skill level and will usually exercise less independent direction and judgment on matters related to work procedures and methods. Work is usually supervised while in progress and fits an established pattern that has been explained in detail as they arise. Under the flexible staffing concept, Distribution System Operator II positions that may become vacant may reasonably be filled at the Distribution System Operator I level.

Positions in the Distribution System Operator II class are flexibly staffed and normally filled by advancement from the Distribution System Operator I class, or when filled from the outside, require prior specific experience in building related and/or water/water-delivery-related O&M. Appointment to this class requires the employee to be performing substantially the full range of water/water-delivery-related construction and O&M duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising judgment and initiative. Duties will normally require the ability to operate the full range of tools and mechanical equipment related to water maintenance and to lead and directly supervise crews on specific projects and activities.

EXAMPLES OF DUTIES

Safely O&M as a member of a crew or individually inspects, installs or repairs water lines, service connections, meter, valves, and other water infrastructure facilities; Excavates using heavy equipment including vacuum excavation equipment. Supervise contractors; respond to calls for service 24/7; participate in required standby rotation, participate in all required safety training and maintain required current certification and carry out duties in a safe manner.

MINIMUM QUALIFICATIONS

Knowledge of: O&M, preventative maintenance, repair and record-keeping procedures of a typical water distribution system; methods and equipment used to install, test, repair and maintain water distribution infrastructure; occupational hazards, safety precautions and principles of accident prevention. The O&M of mechanical equipment, including pumps and electric motors; control procedures for water treatment /distribution processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in a pump station.

Ability to:

Safely use heavy equipment, hand and power tools; operate and service pumps, motors and other mechanical equipment; perform the more skilled tasks required in the field operation of a water distribution system; make arithmetic calculations involving fractions, decimals and percentages; use CRTs, PCs, and computer-based data systems; understand and follow oral and written instructions; demonstrate a high degree of mechanical aptitude; read maps; accurately mark locations of underground facilities and respond to underground service alerts (USAs); work in adverse weather conditions which require exposure to wind, rain and cold temperature; work in atmosphere which often involves noise, noxious odors, gases, contact with water and/or wastewater, and risk of bodily injury; maintain an appropriate public service demeanor and positive customer service interactions; report back to work to respond to after hour call backs and to report to duty during an emergency; adhere to Standby Duty Procedures; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis, on time and in approved uniform.

Job Description

Under general supervision, a Public Safety Communications Dispatcher receives incoming emergency (9-1-1) and non-emergency telephone calls from both the public and public safety agencies. This position dispatches police, fire, and emergency medical services (EMS) field units to respond to emergency and non-emergency calls for service over a two-way radio system utilizing a computer-aided dispatch system.

The Department of Emergency Management’s Division of Emergency Communications operates 24 hours a day, 7 days a week, 365 days a year. Public Safety Communications Dispatchers may be assigned to work various schedules which include day shift, swing shift, night shift, weekends, holidays, and overtime. Public Safety Communications Dispatchers work 8-hour or 10-hour shifts (or longer) and must be willing and able to respond, report, and mobilize as necessary.

Examples of essential functions include, without limitation:

• Receives emergency and non-emergency calls and efficiently gathers, evaluates, prioritizes, and documents information from callers.
• Dispatches police, fire, and EMS field units to specific locations using a computer-aided dispatch system, multiple video display terminals, two-way radio dispatch console, and related equipment.
• Evaluates incoming reports of police, fire, and medical emergencies; immediately transmits complete and accurate information to appropriate field personnel.

Completion of thirty (30) semester units or forty-five (45) quarter units of coursework from an accredited college or university may substitute for one (1) year of the required experience as described above.

Candidates who meet the minimum qualifications and receive a passing score on both examination components will have their names placed on the eligible list in rank order. The Certification Rule for the eligible list resulting from this examination will be Rule of Five Scores. The Department of Emergency Management (DEM) will administer the remaining processes outlined below to determine who shall advance further in the hiring process and be considered for appointment.

Employment, Character, and Background Investigation:
Each candidate’s background will be carefully reviewed to determine fitness for employment. Information received from candidates is certified by investigation of records held by the Criminal Justice System and the Department of Motor Vehicles, as well as contact with employers and references listed by the candidate. Reasons for non-consideration include: the use of controlled substances, felony convictions, repeated or serious violations of the law, inability to work cooperatively with coworkers, negative financial/credit history, or other job-related factors. Criminal history that would preclude access to the California Law Enforcement Telecommunications System (CLETS) is reason for non- consideration. Applicants currently on criminal probation in this or any other state will be disqualified. Criminal records will be carefully reviewed; those candidates who do not report their complete criminal history records on their application will be disqualified. Deliberate inaccuracies or omissions will be cause for non-consideration.

The City of Healdsburg is seeking a full-time Senior Civil Engineer to join the Public Works Department. This position will be responsible in providing high-level professional support on large scale Operations and Engineering projects. This is an opportunity to join a small team, gain a wide range of hands-on experience within the department.

Desired qualifications include experience in project management, grant writing and preparation of grant application submittal documents, knowledge of engineering development review processes and field experience in construction inspection. This position acts as the City’s MS4 storm water program coordinator and will actively participate in the regional storm water co-permittee group representing the City of Healdsburg. Knowledge of consultant selection and oversight process.  Experience working with Caltrans local assistance highly desired.  Possession of a valid Registration as a Professional Civil Engineer in the State of California required at time of appointment.

The City of San Bruno is seeking a Principal Civil Engineer with a strong focus on Land Development.  Areas of responsibility will include overseeing private development, encroachment permits, and Public Works Engineering plan review of building permits. This position will supervise junior staff such as Assistant and/or Associate Civil Engineer for land development and technician/inspector in the plan review and inspection of private owner work in the public right-of-way and easements.

 

Examples of Duties

 

Under the supervision of the City Engineer, the Principal Civil Engineer will manage complex private development projects and coordinate the activities of consultants and junior level staff in a variety of supporting disciplines. Now is an exciting time to join our team as the City currently has over 20 private development projects, including several large projects, such as Reimagining Tanforan, YouTube, Crestmoor High School, and Engvall School redevelopment.

 

Other duties might include supervising the review of private development and/or subdivision plans for conformance to standards; participating in the development of capital improvement plan and projects; providing continuing technical assistance to staff; supervising and participating in the work of junior-level engineering staff; and serving on and providing technical support assistance to various City commissions and task forces.  

 

Typical Qualifications

 

The ideal Land Development Principal Civil Engineer candidate will possess the following:   

 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field 

• Possession of a master’s degree in civil engineering or public or business administration is desirable 

• Five (5) years of increasingly responsible experience performing program management and/or project coordination duties in engineering, two (2) years of which are equivalent to Senior Civil Engineer. 

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California, or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months 

• Municipal professional engineering and supervisory experience highly desirable 

 

The candidate shall have excellent communication skills with the ability to communicate technical information clearly and accurately, both orally and in writing.  Success will depend on being an inquisitive, competent, adaptable and articulate team player.  In addition, candidates will have a successful track record of the following:
