The Deputy Director supports the management and administration of the Recreation Department and directs a team of four Recreation Supervisors and their respective divisions and facilities. They work with the Director to establish and refine best practices for the creation, implementation, and delivery of recreation programming and services. Additionally, the incumbent will assist with the development and coordination of the City’s Parks and Recreation Commission, as well as its Arts Commission.

ESSENTIAL FUNCTIONS (Including but not limited to):

•  Assists Director in supervision and administrative control over the organization, staffing, and operation of the Recreation Department and the 29,000 square foot Community Center.
• Engages in strategic thinking to develop and implement goals, objectives, priorities and policies.
• Provides staff assistance to the Director; provides interdepartmental support on various projects; develops and recommends modifications to recreation programs, facilities, policies, and procedures as appropriate.
• Conducts and supervises wide variety of special projects including policy analysis and development, program and facility development and customer service enhancement.
• Prepares a variety of regular and special reports and records on operations and activities related to the Arts & Recreation Department; develops professional service contracts, requests for qualification and proposal and completes grant applications and proposals.
• Responds to and resolves citizen inquiries and complaints and controversial issues.
• Represents the Department and the Director on various occasions and serves on a variety of internal and external committees. Acts in the absence of the Director.

The City of San Rafael is recruiting to fill a Senior Management Analyst vacancy within the Finance Department.  This position will report directly to the Finance Director.   The Senior Management Analyst I/II will support the city-wide budget process, including operating and capital budgets as well as long-term financial planning/forecasting.  You will perform fiscal and policy analysis of city-run programs and services. THE POSITION:

This position provides advanced staff level assistance to executive or other management level staff, performs a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs. 

You will join a team of analysts across the City who are assigned to different departments but work together as a team on the important management, budget, communications, and analytic functions for the City. 

This position is part of the Unrepresented Mid-Managers group and is “at will”.  Employment may be terminated with or without cause or notice, at any time by the City of San Rafael. 

Senior Management Analyst I – this is the entry-level classification.  Initially incumbents perform the more routine administrative analysis on new and current projects while learning City policies and procedures and gaining specialized knowledge related to the area of assignment.  As experienced is gained, there is a greater independence of action within established guidelines. 

Senior Management Analyst II – this class is the full journey level class and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs and policies.  Incumbents perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration and city officials as well as working with high degree of independence in interacting with all levels of city employees, managers, elected officials, community groups, and other governmental agencies and the public. 

This position performs the following essential job duties (including but not limited to):

• Assists or leads projects, tasks, and assignments that are priorities for the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.

• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.

• A master’s degree in public administration, public policy, or business administration is highly desirable.

Senior Management Analyst I:

• Three to four years of progressively responsible analytical experience.

Senior Management Analyst II (in addition to the requirements for the Senior Management Analyst I, this level requires):

• Five years or more of experience performing increasingly complex, professional analytical work with a high degree of autonomy.

THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Under general supervision, the Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of Federal, State, and local laws and ordinances. The incumbent makes investigations, assists in the preparation of cases, and testifies in court; serves in specialized departmental roles as assigned. This is a sworn journey-level law enforcement classification that performs all assignments found in a municipal police department. The City of San Jose, Animal Care and Services Division is seeking two (2) full-time Animal Shelter Veterinarians and multiple part-time Animal Shelter Veterinarians to work at the Animal Care Center. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose’s Animal Care Center.

In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. 

The full-time benefited position and part-time unbenefited positions will be reporting to the Medical Services Director (Division Manager) of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).

Duties may include, but are not limited to the following:

• Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
• Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
• Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases.
• Maintains accurate medical records of animals.
• Effectively communicates the condition and status of animals with shelter staff to allow shelter staff to communicate with public.
• Advises staff on matters within the veterinary field.
• Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter.
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements 
 
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.
