Administrative Assistant I:  This is an entry level class in the Administrative Assistant series.  This level performs more routine tasks and duties assigned.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.

Administrative Assistant II:  This is the full journey level class within the Administrative Assistant series.  This class is distinguished from the Administrative Assistant I by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

This position performs the following essential job duties:

• Set up and maintain financial, statistical, and operational records, including reviewing departmental payroll submittals and various time sheets.
• Administer and maintain complex procedures, including issuing permits, submitting required information/forms for inter-governmental reimbursements and/or grant monies; and as related to assigned program areas.
• Prepare, distribute, and post agendas and minutes for a variety of meetings; provide additional administrative support which may include the transcription of recorded or written information.
• Create, edit and update departmental information on internet and intranet.
• Carry out routine required procedures related to departmental hiring.
• Prepare required statistical reports for various departmental programs.
• Provide information relating to responsibilities assigned in person or by telephone.
• Refer more complex requests, technical inquiries or serious complaints to appropriate staff members.
• Maintain inventory and office supplies; prepare purchase orders.
• Research and compile information as requested.
• Provide technical and functional supervision as appropriate to clerical personnel; recommend organizational procedural changes affecting clerical activities.
• Screen calls, visitors, and mail and take action appropriate to request/situation.
• Independently respond to letters and general correspondence of a routine nature.
• Make travel arrangements, maintain appointment schedules and calendars, arrange meetings and conferences, and schedule facilities reservations as necessary.
• Operate a variety of office equipment and use a variety of software programs including word processing, spreadsheet, and visual presentation equipment as appropriate.
• Type, edit and format a variety of materials including staff reports, agendas, general correspondence and memoranda; review finished materials for completeness, accuracy, format, compliance with policies and procedures, and appropriate English usage.
• Follow-up on projects, transmits information and keeps informed of department activities.
• Initiate and maintain a variety of files and records.
• Oversee and coordinate preparation, compilation, reproduction and distribution of various documents and reports.
• Assist in gathering data, preparing and monitoring the annual budget.
• Perform a variety of tasks related to office administration specific to the department in which assigned.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform other duties as required.

To be eligible for this position you must have knowledge/ability to:

Administrative Assistant I:

• Knowledge of English usage, spelling, grammar, and punctuation.
• Knowledge of modern office methods, procedures, and computer equipment and various software applications.
• Knowledge of business letter writing and arithmetic.

• Ability to compile and maintain complex records and files.
• Ability to independently apply policies, rules, and regulations.
• Ability to understand the organization and operation of the city and of outside agencies as necessary to assume assigned responsibilities.
• Ability to work independently in the absence of supervision and work under pressure to meet deadlines.
• Ability to analyze situations carefully and adopt effective courses of action.

EDUCATION and/or EXPERIENCE: (A typical way of gaining the knowledge, skill and ability outlined above is)

Administrative Assistant I:

• Equivalent to completion of the twelfth grade AND
• Two years of responsible clerical experience

Administrative Assistant II:

• Equivalent to completion of the twelfth grade AND
• Two years of responsible secretarial or office administrative experience similar to an Administrative Assistant I with the City of San Rafael.

 OTHER REQUIREMENTS:

• Valid California driver’s license preferred.

The Sewerage Agency of Southern Marin (SASM) is a joint powers authority (JPA) that provides wastewater collection, treatment, water reclamation, and disposal for 30,000 Southern Marin residents. ABOUT THE POSITION

The *WWTP Maintenance Mechanic I preforms mechanical, structural, electrical and instrument maintenance and fabrication of the Wastewater Treatment Plant, sewage pump stations, and related facilities.

Examples of important and essential duties include (but are not limited to):

• Performs work in a variety of trades including, plumbing, machinery repair, building maintenance, electrical troubleshooting, engine maintenance, welding, and rigging.
• Maintains pumps, conveyors, electrical circuits, ventilation gear, and other equipment.
• Uses precision and non-precision measuring devices in the course of inspection, assembly, and lay out work.
• Utilizes electrical meters in trouble shooting and control circuit repairs and 480 volt (or less) motors and wiring.
• Performs plumbing and pipe fitting of threaded, glued, sweated and welded pipe, fittings, and devices.
• Fabricates steel and wood structures from drawings and verbal instructions.

SUMMARY

Marin Water is recruiting for a Water Quality Laboratory Manager to manage, supervise and coordinate the activities and operations of the District’s state certified Water Quality Laboratory. Responsibilities will include the supervision, prioritization and scheduling of Lab activities and personnel to ensure that the District maintains compliance with drinking water regulations. The Lab manager will also serve as the technical resource for and may perform a variety of chemical, biological, microbiological, and physical analysis of water samples. The ideal candidate will have a track record of driving continuous improvement and effecting change and experience managing a laboratory or major area of a laboratory. The ideal candidate will be able to demonstrate experience mentoring and supervising staff, the ability to adapt to evolving priorities, to understand and interpret water quality regulations and knowledge of state certification process for drinking water laboratories.

THE DISTRICT

The District provides high-quality drinking water to customers and visitors of its service area. The District is a medium-sized, municipal, water agency.  Annually, the District delivers water to 190,000 residents and businesses in the central and southern portions of Marin County and has stewardship responsibilities for 21,000 acres of pristine watershed lands on Mt. Tam. The District’s two water treatment plants and one finishing plant produce an average of 22 million gallons of water per day that are delivered to customers through 900+ miles of pipeline 95 pumping stations and 138 storage tanks.

The Water Quality Laboratory Manager is responsible for direction and supervision of a work unit and has responsibility for complex laboratory procedures, interpretation and application of federal and state water quality regulations, writing of comprehensive reports and documentation for governmental agencies and maintaining the state certification for the laboratory.

• Manages the operations, services, and activities of the District’s state certified Water Quality Laboratory, including the performance of a variety of chemical, microbiological, and physical tests on raw and treated water;
• Develops, implements and evaluates laboratory programs to support regulatory compliance activities;
• Directs, assigns, evaluates and administers the scheduling of laboratory analysis and establishes analytical procedures;
• Establishes and reviews monitoring programs, recommends changes in methods or monitoring programs and policies including treatment plant process changes.
• Directs the use by laboratory personnel of a laboratory information management system;
• Manages lake water quality by developing and implementing adaptive monitoring and treatment schedules to minimize taste and odor.
• Evaluates and interprets water quality data related to water treatment and distribution systems and watershed water quality studies;
• Plans, assigns, supervises and reviews the work of water quality laboratory personnel; plans and implements sampling, data gathering, and special testing programs to evaluate and solve varied water quality issues and to meet drinking regulations and engineering needs.

SAFER Firefighter Paramedic Announcement

Under supervision of an engine company officer, the SAFER Firefighter responds to fires, medical aids, rescues, hazardous materials incidents, motor vehicle accidents, and other emergency and non-emergency incidents. The SAFER Firefighter maintains a state of mental and physical readiness to respond to emergency calls. The SAFER Firefighter participates in training activities, maintains fire equipment and facilities, performs public education and fire prevention duties, and assists in training reserve firefighters, as well as other duties. SAFER Firefighters will work with a full-time or reserve officer on 24-hour shifts as the fourth person on the engine.

The SAFER Grant was intended to provide funding for three firefighter/paramedics for a three-year period, which would allow for the addition of one firefighter/paramedic on each of the three shifts, to increase the daily staffing level to a four-person engine company daily. This staffing model includes a full-time captain, full-time engineer, SAFER Grant funded firefighter/paramedic, and a reserve firefighter. Unless additional funding is available, at the end of the three-year period, the SAFER Grant funded firefighter/paramedic positions will end on January 1, 2025 and the engine would return to a three-person staffed engine.

This is a grant funded, full-time, limited three-year term position and will expire on January 1, 2025. The SAFER Firefighter position will not exist outside of grant funds. There will be no COLAs for the position due to the limited grant funding available.

The City of San Rafael Fire Department and Office of Emergency Services (OES) is seeking to fill the position of Community Disaster Preparedness Coordinator.  This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available.  The Coordinator will occasionally be required to work nights and/or weekends for scheduled community engagement events or unplanned emergencies.

THE POSITION:  Under the supervision of the Deputy Director of Emergency Management, the Community Disaster Preparedness Coordinator will coordinate activities associated with disaster preparedness and emergency management, with a focus on community preparedness and wildfire prevention and response.  The Coordinator will work to improve community disaster preparedness and resiliency through outreach, education, engagement, and empowerment; support the San Rafael Community Emergency Response Team (CERT) program; support Firewise communities and Neighborhood Response Groups (NRG’s); support Emergency Operation Center (EOC) functions; and augment designated fire-prevention and emergency management staff on strategic projects and programs.  This position is a highly public facing position and the successful candidate will demonstrate emotional intelligence, ability to engage and influence others an interest in training and educating others, and professionalism.  The Community Disaster Preparedness Coordinator is expected to be a strategic problem-solver with the ability to nimbly jump in and participate in any variety of tasks or duties that help enhance preparedness, prevention, and safety.

Essential Duties and Responsibilities:

• Assist in the development and implementation of public awareness programs regarding disaster preparedness and wildfire safety.
• Develop educational materials and make presentations to business, professional and community groups; speak to groups of various ages, educational levels, and socio-economic backgrounds.
• Coordinate the development, implementation, and maintenance of various community-based emergency preparedness programs, including but not limited to wildfire preparedness, Neighborhood Response Groups, Get Ready and Firewise.
• Support and coordinate San Rafael CERT program, including database management, meeting facilitation, as well as training and exercise development and implementation.
• Plan, organize, review, evaluate, and personally perform activities to implement a variety of emergency preparedness and disaster recovery programs and procedures under the NIMS/SEMS/ICS models.
• Support emergency alerting and notifications, including educational endeavors, outreach, signage, and database management; work to increase understanding and voluntary engagement in emergency notification programs such as Alert Marin and Zone Haven.
• Facilitate the preparation, maintenance, and distribution of a current Emergency Operations Plan in collaboration with local and regional partners
• Address the needs and inquiries of residents in a compassionate, articulate, and reasonable manner.
• Represent the department through collaboration with multiple community-based organizations, partner agencies and varied stakeholders involving emergency and non-emergency settings.
• Seek and participate in the development of various community preparedness and emergency management grants and supplemental resources opportunities.
• Assist in the development and maintenance of the City’s Emergency Operations Center (EOC) and alternate EOC staff during exercises and emergency response activations.
• Support the development, execution, and after-action evaluations of City and community-based drills and exercises, including but not limited to evacuation drills and EOC exercises.
• Participates in the development and implementation of budgets for emergency preparedness activities.
• Related duties as assigned.

Knowledge of:

• The Whole Community approach to disaster preparedness, including resources and engagement strategies.
• State and Federal regulations pertaining to disaster and civil defense planning and preparedness and advises management regarding compliance with such regulations.
• California Standardized Emergency Management System (NIMS); Emergency Operations Center (EOC) structure and operating procedures; emergency operations communications systems.
• Emergency, environmental and fire hazard prevention; principles and practices of emergency management, including hazard identification, mitigation, and disaster preparedness; urban interface education/training.
• Office procedures, methods and equipment including Microsoft Office and Google suites, with the specific ability to efficiently use and develop email, calendars, databases, slide decks, and word processing.
• Curriculum development, effective instructional and presentation delivery strategies, and the development of instructional materials.

• Research, analyze and evaluate new service delivery methods and techniques to better meet objectives and actualize Together San Rafael Principals.

Education and Experience:

• Bachelor’s degree (or equivalent experience) from an accredited college or university with a major in Emergency Management, Public Administration, Business Administration, Communications, or related field of study is preferred.
• Two (2) years of experience in emergency management, community preparedness, or wildfire prevention, preferably in a government setting, or closely related field.  Additional related specialized training or certification may, at the sole discretion of the City, be substituted for required work experience.
• Must possess and maintain a valid California driver’s license, with a satisfactory driving record.
• Bilingual English/Spanish is desired.

Under direction of the General Manager, the Fire Chief shall be responsible for the administration, operations, and functions of all the activities of the fire department, personnel, equipment, properties and assets and liabilities both from an operational and managerial standpoint. This will involve a total program for the protection and preservation of life and property. The position requires broad knowledge and a thorough understanding of modern fire administration, personnel management, fire prevention, fire training, fire suppression, and concepts and methods necessary to facilitate the determination of varied work, challenges and problems. The Fire Chief must be capable of working independently in supervising all technical and general operations seeing that desired work results are achieved. • Candidates must possess a minimum of 10 years of increasingly responsible experience, including at least three years at a supervisory level, and two years with a focus on Fire Prevention.
• A Bachelor’s Degree from an accredited college or university with a major in fire science, administration, emergency management, or closely related field is highly preferred.

Licenses & Certifications

• Possession of the California State Chief Officer Certification is required
• A California State Plans Examiner is highly desirable 
• A California State Fire Marshal Certification is highly desirable
• Possession of a current Class "B" California Driver's License, or Class “C” with “F” endorsement (must maintain satisfactory DMV record and ability to maintain insurability) is required
• Emergency Medical Technician I (EMT1), Healthcare Provider CPR and Hazardous Materials Incident Commander are required

The CCSD agrees to pay $225 annually, or up to $550 biennially, for the costs associated with required DMV physicals related to the DMV Firefighter Endorsement.

Professional Development

The Fire Chief shall be entitled to the following for costs associated with activities and materials deemed necessary and desirable for the Fire Chief's continued professional development, participation, growth and advancement:

• $600 annually for professional dues and subscriptions necessary for full participation in appropriate and relevant associations and organizations, including but not limited to, the International Association of Fire Chiefs, California Fire Prevention Officers and CalChiefs;
• $3500 annually for travel and subsistence expenses for professional meetings and similar functions (e.g. conferences, workshops, seminars, meetings, etc.) to foster professional development or represent the CCSD;
• Other items, activities and materials as may be agreed upon from time to time between the CCSD and Fire Chief.

Benefits

• Salary $124,609 - $151,463, annually (salary negotiable and commensurate with experience)
• Two weeks of vacation for the first five years with the District (3.08 hours accrued per pay period)

• 96 hours of sick leave per year (3.70 hours accrued per pay period)
• District pays 85% of the health premiums currently in effect for employee & dependent coverage for the lowest cost plan available to district employees through CalPERS
• District pays 85% of the dental premiums currently in effect for employee & dependent coverage for the lowest cost plan
• After completion of probationary period, employee is eligible for the Health Care Reimbursement Program and will receive a credit of $1300 every January 1
• A Group Life Insurance Plan will be provided with a $25,000 life insurance policy, a $1,000 policy for each employee's spouse and a $1,000 policy for each employee dependent under the age of 21
• CalPERS 3% @ 60 retirement plan for covered employees hired prior to October 1, 2012, including single highest year computation and credit for unused sick leave; 2% @ 60 retirement plan for covered employees hired on or after October 1, 2012 up through December 31, 2012, including the 36 highest consecutive months’ final compensation provision; covered employees hired on or after January 1, 2013 who are defined as “new members” under PEPRA will be covered by the 2% @ 62 retirement plan and the 36 highest consecutive months’ final compensation provision. Employee pays 100% of the CalPERS employee contribution.

Other Compensation

• CCSD agrees to match Employee contributions to Employer-sponsored supplemental retirement fund (457 Plan) up to $100 per payroll period
• Fire Chief accrues 80 hours of administrative leave per year
• CCSD provides the Fire Chief with a vehicle for business related use. The Fire Chief's response vehicle shall be equipped with the necessary equipment to facilitate emergency response and command and control communications. The vehicle may be used by the Fire Chief for normal business activities, travel to and from work, call outs and inspections, attendance at professional meetings, training programs, seminars, conferences and for attendance at community and regional meetings, events and any functions at the Fire Chief's official capacity.
• Fire Chief is provided with a cell phone or stipend, paid for by the CCSD
• Fire Chief receives $1,000 annually as a uniform and boot allowance
