Administrative Assistant I:  This is an entry level class in the Administrative Assistant series.  This level performs more routine tasks and duties assigned.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.

Administrative Assistant II:  This is the full journey level class within the Administrative Assistant series.  This class is distinguished from the Administrative Assistant I by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

This position performs the following essential job duties:

• Set up and maintain financial, statistical, and operational records, including reviewing departmental payroll submittals and various time sheets.
• Administer and maintain complex procedures, including issuing permits, submitting required information/forms for inter-governmental reimbursements and/or grant monies; and as related to assigned program areas.
• Prepare, distribute, and post agendas and minutes for a variety of meetings; provide additional administrative support which may include the transcription of recorded or written information.
• Create, edit and update departmental information on internet and intranet.
• Carry out routine required procedures related to departmental hiring.
• Prepare required statistical reports for various departmental programs.
• Provide information relating to responsibilities assigned in person or by telephone.
• Refer more complex requests, technical inquiries or serious complaints to appropriate staff members.
• Maintain inventory and office supplies; prepare purchase orders.
• Research and compile information as requested.
• Provide technical and functional supervision as appropriate to clerical personnel; recommend organizational procedural changes affecting clerical activities.
• Screen calls, visitors, and mail and take action appropriate to request/situation.
• Independently respond to letters and general correspondence of a routine nature.
• Make travel arrangements, maintain appointment schedules and calendars, arrange meetings and conferences, and schedule facilities reservations as necessary.
• Operate a variety of office equipment and use a variety of software programs including word processing, spreadsheet, and visual presentation equipment as appropriate.
• Type, edit and format a variety of materials including staff reports, agendas, general correspondence and memoranda; review finished materials for completeness, accuracy, format, compliance with policies and procedures, and appropriate English usage.
• Follow-up on projects, transmits information and keeps informed of department activities.
• Initiate and maintain a variety of files and records.
• Oversee and coordinate preparation, compilation, reproduction and distribution of various documents and reports.
• Assist in gathering data, preparing and monitoring the annual budget.
• Perform a variety of tasks related to office administration specific to the department in which assigned.

THE POSITION:

Under general direction of the Public Works Director, the position is responsible for the City’s most complex civil engineering projects in support of the Capital Improvement Program for the City of San Rafael. The Senior Civil Engineer will apply the broad parameters of departmental policy guidelines in order to execute the planning, design, construction, and project management of complex capital improvements; supervises the work of professional and sub-professional engineering personnel; performs professional field and office civil engineering work in connection with a variety of public work projects; and provides technical assistance to the Assistant Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: This list is meant to be representative, not exhaustive. Some incumbents may not perform all the duties listed and other related duties may be assigned.

• Plans, supervises and performs professional engineering work in the design and construction of all aspects of public capital projects, including but not limited to Streets, City Owned Property and Facilities, Drainage and Traffic projects and related facilities.
• Supervises the preparation of plans, project specifications, field inspections, and other engineering work performed by staff members and consultants.
• Manages complex construction projects and consultants; and meets with public and private engineers, architects, contractors and owners to explain and discuss projects.
• Responds to inquiries or complaints from staff, the public, and provides technical information to internal and outside Agency staff, City Council and the public.
• Prepares comprehensive technical and staff reports in verbal and written form to the City Council and Department Directors.
• Coordinates engineering activities and capital projects with other divisions, departments and agencies.
• Prepares, reviews, and approves engineering drawings, plans and specifications and other legal documents for the City Engineer.
• Ensures compliance with the Public Contracts Code, Federal and State laws, local ordinances and regulations.
• Delivers federally funded transportation projects in conformance with the Caltrans Local Assistance Procedures Manual (LAPM).
• Reviews and approves progress payments to consultants, contractors and vendors.
• May serve as a witness in court; may represent the department at public hearings and before the City Council and various commissions.
• Performs related duties as required.

KNOWLEDGE OF:

• Principles, practices and techniques of municipal civil engineering in order to manage projects from inception to completion.
• Principle, practices, methodology of employee supervision, including work planning reviewing and evaluating.
• General design and construction methods related to pump stations, streets, storm drains, buildings, parks and other public works projects.
• Understanding of Laws and codes related to civil engineering, accessibility codes, and projects related to civil engineering and traffic engineering.

• Personal computers and related engineering software including but not limited to AutoCAD design and drafting.

EDUCATION AND/OR EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

• Bachelor’s degree in Civil Engineering. Five (5) years of increasingly responsible post degree engineering experience managing complex construction and maintenance projects and consultants. A master’s degree may substitute for 1 year of post degree engineering experience.

• Registration as a Civil Engineer in the State of California.
• Valid drivers’ license.

Position Overview

Under general direction plans, supervises, and coordinates work units engaged in the operation and maintenance of the water system and to do related work as required. This mid-manager level position reports to the Operations Director.

Distinguishing Characteristics

Incumbents in this classification function as the department manager responsible for workgroups and operations related to water system operations for Distribution System Operations or Maintenance and Controls. The position may function as the Chief Distribution System Operator and functions as the manager of operations maintenance and controls.

Examples of Duties

Typical duties may include but are not limited to the following:

• Plans, prioritizes, assigns, directs and evaluates the work of various work groups and staff responsible for the operation and maintenance of the water system that include mechanical & electrical maintenance, controls systems, corrosion control and distribution system operations. 
• Resolves complex technical problems associated with one or more of areas of responsibility.
• Responds to operational issues and emergencies as needed during non-business hours.
• Operates, plans, monitors, evaluates, and maintains water system infrastructure facilities including treatment plants, pump stations, valve and tanks to ensure a reliable supply of high quality drinking water is available.
• Uses the SCADA system to monitor and interpret distribution system or treatment plant operations and performance, makes periodic inspections, and recommends improvements.
• Works with other divisions, consultants and contractors to coordinate and facilitate and to provide feedback on project designs.
• Plans and coordinates work with other managers, establishes work priorities, and assigns personnel to subordinate work units.
• Works with the Water Quality Manager and Lab Manager to improve water quality in the distribution system.
• Prepares and monitors budget; estimates staffing, equipment and supply needs.
• Trains and evaluates the work of subordinates and participates in and prepares workforce plans.

• Stays current with and implements where appropriate new technology, trends, rules and regulations governing the operation of the water treatment plants and water distribution system.

THE POSITION:

The City of San Rafael Sanitation Department is recruiting for a Senior Civil Engineer.  This position will plan, organize, direct and oversee the Engineering services of the San Rafael Sanitation District and will provide administrative, professional and technical assistance to the District Administrator.  This position acts on behalf of the District Administrator as assigned.  This position is a mid-management level position and is not part of union representation. 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following but not limited to and would include San Rafael Sanitation District CIP projects:

• Plans, supervises and performs professional engineering work in the design and construction of public capital projects, specializing in sanitary sewers, force mains, pump stations and related facilities.
• Supervises the preparation of plans, project specifications inspections, legal descriptions, surveys and other engineering work performed by staff members and consultants.
• Supervises and participates in the review of plans and the inspection of construction in progress for adherence to codes, acceptable engineering standards and related Sanitation District standards and policies.
• Supervises, trains and evaluates assigned staff.
• Meets with public and private engineers, architects, contractors and owners to explain and discuss projects.
• Responds to inquiries or complaints from the public and provides technical information to outside Agency staff, Board of Directors, and the public.
• Prepares comprehensive technical and staff reports in verbal and written form to the District Administrator and Sanitation District Board of Directors.
• Coordinates engineering activities and capital projects with other agencies.
• Reviews, approves and signs engineering drawings, plans and specifications and other legal documents as the responsible Professional Engineer.
• Ensures compliance with Public Contracts Code, Federal and State laws, local ordinances and regulations.
• Manages and develops the District’s mapping and Geographic Information System.
• Manages and develops the District’s Sanitary Sewer Management Plan.
• Coordinates programs and strategies with Central Marin Sanitation Agency and other agencies.
• Supervises and manages the application of grants for District projects from Federal, State and local funding sources.
• Prepares the bi-annual District Budget for review by the District Administrator.
• Reviews and approves all District payments to consultants, contractors and vendors.
• Calculates sewer connection fees.
• Provides administrative support to the District Administrator.
• Administers District programs such as annexations, sewer main extensions and “buy back agreements”.
• Perform related duties as required.

KNOWLEDGE/ABILITY TO:

• Knowledge of practices of civil engineering, sanitary engineering and administration.
• Knowledge of design, construction and operation of sanitary and public works facilities.
• Knowledge of methods of preparing designs, plans, specifications, estimates, reports and recommendations.
• Knowledge of sewer, pump stations, streets, storm drains, buildings, parks and other public works projects.
• Knowledge of laws and codes related to civil engineering, environmental health and sanitary engineering.
• Knowledge of principles of organization, administration, budget and supervision.
• Knowledge of personal computers and related engineering software.
• Ability to supervise engineering professionals and paraprofessionals.
• Ability to perform design engineering.
• Ability to prepare plans, drawings, specifications, diagrams and make sketches.
• Ability to deal with contractors, engineers and their representatives.
• Ability to use a PC and related engineering software.
• Ability to make complex engineering calculations and prepare plans and specifications.
• Ability to supervise the preparation of engineering records and prepare technical reports.
• Ability to evaluate and resolve engineering problems.
• Ability to establish and maintain effective working relationships; and communicate effectively, verbally and in writing.

EDUCATION AND/OR EXPERIENCE:

Any combination of education and experience that demonstrates possession of the requisite knowledge, skills, and abilities.  A typical way to obtain these would be:

• Bachelor’s degree in Civil Engineering.
• Six (6) years of increasingly responsible public work construction and maintenance experience.
• Registration as a Civil Engineer in the State of California.
• Valid driver’s license.

SAFER Firefighter Paramedic Announcement

Under supervision of an engine company officer, the SAFER Firefighter responds to fires, medical aids, rescues, hazardous materials incidents, motor vehicle accidents, and other emergency and non-emergency incidents. The SAFER Firefighter maintains a state of mental and physical readiness to respond to emergency calls. The SAFER Firefighter participates in training activities, maintains fire equipment and facilities, performs public education and fire prevention duties, and assists in training reserve firefighters, as well as other duties. SAFER Firefighters will work with a full-time or reserve officer on 24-hour shifts as the fourth person on the engine.

The SAFER Grant was intended to provide funding for three firefighter/paramedics for a three-year period, which would allow for the addition of one firefighter/paramedic on each of the three shifts, to increase the daily staffing level to a four-person engine company daily. This staffing model includes a full-time captain, full-time engineer, SAFER Grant funded firefighter/paramedic, and a reserve firefighter. Unless additional funding is available, at the end of the three-year period, the SAFER Grant funded firefighter/paramedic positions will end on January 1, 2025 and the engine would return to a three-person staffed engine.

This is a grant funded, full-time, limited three-year term position and will expire on January 1, 2025. The SAFER Firefighter position will not exist outside of grant funds. There will be no COLAs for the position due to the limited grant funding available.

• High School Graduate or equivalent
• United States citizen or legal right to remain in the United States
• San Luis Obispo County paramedic certificate/accreditation 
• Current Health Care Provider CPR or equivalent
• Hazardous Materials First Responder Operational certified
• Valid California driver license with either non-commercial Firefighter Endorsement or Class B commercial license, with driving and operating experience. (Applicants who do not possess the required DMV license, or CPR certification may be admitted to the testing process but must possess the required license or certification prior to being appointed.)
• Must be State Marshal Firefighter 1 certified

Some minimum requirements may be waived upon substantial demonstration and documentation of substitute fulfillment.
