Administrative Assistant I:  This is an entry level class in the Administrative Assistant series.  This level performs more routine tasks and duties assigned.  Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.

Administrative Assistant II:  This is the full journey level class within the Administrative Assistant series.  This class is distinguished from the Administrative Assistant I by the assignment of the full range of duties.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

This position performs the following essential job duties:

• Set up and maintain financial, statistical, and operational records, including reviewing departmental payroll submittals and various time sheets.
• Administer and maintain complex procedures, including issuing permits, submitting required information/forms for inter-governmental reimbursements and/or grant monies; and as related to assigned program areas.
• Prepare, distribute, and post agendas and minutes for a variety of meetings; provide additional administrative support which may include the transcription of recorded or written information.
• Create, edit and update departmental information on internet and intranet.
• Carry out routine required procedures related to departmental hiring.
• Prepare required statistical reports for various departmental programs.
• Provide information relating to responsibilities assigned in person or by telephone.
• Refer more complex requests, technical inquiries or serious complaints to appropriate staff members.
• Maintain inventory and office supplies; prepare purchase orders.
• Research and compile information as requested.
• Provide technical and functional supervision as appropriate to clerical personnel; recommend organizational procedural changes affecting clerical activities.
• Screen calls, visitors, and mail and take action appropriate to request/situation.
• Independently respond to letters and general correspondence of a routine nature.

• Type, edit and format a variety of materials including staff reports, agendas, general correspondence and memoranda; review finished materials for completeness, accuracy, format, compliance with policies and procedures, and appropriate English usage.
• Follow-up on projects, transmits information and keeps informed of department activities.
• Initiate and maintain a variety of files and records.
• Oversee and coordinate preparation, compilation, reproduction and distribution of various documents and reports.
• Assist in gathering data, preparing and monitoring the annual budget.
• Perform a variety of tasks related to office administration specific to the department in which assigned.

• Knowledge of English usage, spelling, grammar, and punctuation.

THE POSITION:

Under general direction of the Public Works Director, the position is responsible for the City’s most complex civil engineering projects in support of the Capital Improvement Program for the City of San Rafael. The Senior Civil Engineer will apply the broad parameters of departmental policy guidelines in order to execute the planning, design, construction, and project management of complex capital improvements; supervises the work of professional and sub-professional engineering personnel; performs professional field and office civil engineering work in connection with a variety of public work projects; and provides technical assistance to the Assistant Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: This list is meant to be representative, not exhaustive. Some incumbents may not perform all the duties listed and other related duties may be assigned.

• Plans, supervises and performs professional engineering work in the design and construction of all aspects of public capital projects, including but not limited to Streets, City Owned Property and Facilities, Drainage and Traffic projects and related facilities.

• Prepares comprehensive technical and staff reports in verbal and written form to the City Council and Department Directors.

• Prepares, reviews, and approves engineering drawings, plans and specifications and other legal documents for the City Engineer.
• Ensures compliance with the Public Contracts Code, Federal and State laws, local ordinances and regulations.
• Delivers federally funded transportation projects in conformance with the Caltrans Local Assistance Procedures Manual (LAPM).
• Reviews and approves progress payments to consultants, contractors and vendors.
• May serve as a witness in court; may represent the department at public hearings and before the City Council and various commissions.

KNOWLEDGE OF:

• Principles, practices and techniques of municipal civil engineering in order to manage projects from inception to completion.

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

• Bachelor’s degree in Civil Engineering. Five (5) years of increasingly responsible post degree engineering experience managing complex construction and maintenance projects and consultants. A master’s degree may substitute for 1 year of post degree engineering experience.

• Registration as a Civil Engineer in the State of California.
• Valid drivers’ license.

THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Call Taker & Records Specialist.  This position routinely takes all non-emergency calls for service both over the telephone and in person at the police department counter; provides information and assistance to the public both over the telephone and in person; processes, maintains, and disseminates all police reports and a wide variety of confidential police reports and a wide variety of confidential police department records.  This position is a journey level specialized police civilian classification and performs all duties required to effectively dispatch police services.

• Answers and evaluates all non-emergency calls for service and responds to each individual call with appropriate action and may be required to take some emergency calls for service.
• Enters information into the CAD system about calls for service including type, location, nature and description of the event; researches, interprets, and applies the appropriate law, code, or statute to all police records related issues.
• Evaluates and handles all in-person requests for service at the front counter of the police department and responds to each request with appropriate action, including advice, information, referrals, assistance with counter reports, and taking of supplemental reports.
• Provides callers and walk-in customers with assistance, information, or referral on situations that they determine not to be police-related; serves as a conduit of information from the police department to other public safety agencies and service providers.
• Operates a complex computerized records management system; processes and maintains a wide variety of police reports, documents, and records in both electronic and paper format; enters and retrieves information from other law enforcement data bases and resources.
• Maintains and ensures the integrity and security of all confidential police records and reports; provides for the appropriate release of information in accordance with all state laws governing confidentiality and the release of police records; researches, purges and seals records.
• Prepares mandated statistical and other reports for the State Department of Justice; prepares, codes, categorizes, tabulates, enters, and audits a variety of data, forms, and reports.
• Prepares both standardized and specialized letters, records, and reports; prepares releases for impounded and stored vehicles and criminal record clearances.  Collects fees, posts and balances monies.
• Orders and maintains office supplies; delivers reports to other agencies; may be asked to perform matron duties.
• Performs related duties as required.

The City of San Rafael Sanitation Department is seeking a full-time Sewer Maintenance Worker I/II.  Under general supervision, this position performs a variety of manual and semiskilled tasks involved in the maintenance, improvement and operation of the City’s sewage pumping stations and gravity sewer lines. 

Sewer Maintenance Worker I:  This is the entry level to this classification.  Incumbents in this classification perform the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved.

Sewer Maintenance worker II:  This is the full working level of the series.  Incumbents in this classification will perform more skilled tasks, work with greater independence and perform more light equipment operation. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Operates light power driven, handheld and “walk behind” equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing and maintaining sewer and storm drainage, pipelines, culverts, force mains and pumping stations.

• Operate and maintain a wide variety of hand and power tools, and light equipment.
• Assist in inspecting, servicing, adjusting and repairing pump station equipment including pumps, valves, remove and replace motors, chemical systems, etc.
• Work independently and using judgment to accomplish assigned tasks.
• Keep records of materials and equipment used, hours spent, location of work, etc.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

Sewer Maintenance Worker I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills.
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, and related.

Sewer Maintenance Worker II:

• Equivalent to graduation from high school.
• Two (2) years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

Level I:

• Within one year of hire, a Level I must possess a valid California Class “B” driver’s license with a tank endorsement to drive the vactor in a training capacity.

Level II:

• Must possess a valid California Class “B” driver’s license and have a satisfactory driving record.

Both I and II Level:

• Must be willing to work underground and in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions.
• Must be willing to work overtime and on call as needed for emergency repairs.
• Incumbents with a Class “B” driver’s license will be subject to Department of Transportation’s Drug and Alcohol Regulations.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and comprehend simple instructions, short correspondence and memos.
• Ability to write simple correspondence.
• Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
• Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s.
• Ability to perform these operations using units of American money and weight measurement, volume and distance.
• Ability to apply common sense understanding to carry out detailed by uninvolved written or oral instructions.
• Ability to deal with problems involving a few concrete variables in standardized situations.
