The Sustainability Program Manager will lead the Town’s Keep Truckee Green program, which includes Truckee’s climate change and waste reduction programs and oversight of the Town’s solid waste franchise agreement. With a current staff of three fulltime positions plus an interdepartmental Sustainability Committee, the Keep Truckee Green team develops and implements community programs, policies, and outreach to lead community-wide climate action and waste reduction efforts, and works internally to implement sustainability initiatives within Town operations. 

One of Truckee Town Council’s strategic priorities is to reduce greenhouse gas emissions and become a leader in environmental sustainability. The Town is at an exciting juncture as we are poised to adopt our first Climate Action Plan in late 2022. This Plan will include a variety of ambitious climate action policies and programs, including developing residential and commercial building decarbonization incentive programs, Town fleet electrification, participation in regional climate action partnerships, and consideration of ambitious new policies and programs including biomass production, energy reach codes, and transportation demand management, among others.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Records Supervisor. The Police Records Clerk will provide a wide variety of clerical, typing, and computer data entry tasks related to Police records; maintaining accurate Police statistics, records, and files; conducting business and transactions with the public, in person and by telephone; is available for occasional night and/or weekend duty as required, and performing other related work as required.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Responsible for all Police statistical record keeping.
• Perform a variety of data entry, typing, and clerical work related to all phases of the Police operation,  such as preparing forms, ordering department supplies, and making appointments.
• Prepare correspondence and compile information for reports.
• Direct requests to proper agencies and departments.
• Enter, update, and maintain data while ensuring accuracy and confidentiality of all information.
• Coordinate service of subpoenas.
• Compile data for Public Records Act requests.

The Position: Under supervision (Public Safety Dispatcher I) or general supervision (Public Safety Dispatcher II)  the incumbent performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; maintains, processes, and distributes police records; operates a variety of telecommunications equipment, including radio, telephone, and CAD systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

Level I:  $ 4,963 - $6,033 per month

THE POSITION:

The Community Development Department is recruiting for two or more full-time Permit Technician positions.  Appointment will be made at the appropriate level depending upon qualifications.  Under general supervision, the Permit Technicians will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I:  This is the journey-level class in the Permit Technician series.  Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.

Permit Technician III:  This is the advanced journey-level in the Permit Technician series.  Employees at this level are expected to perform with greater independence, troubleshoot solutions for coordination and improved customer service, provide guidance and solutions as new or unusual situations arise, are fully aware of the operating procedures and policies within the work unit, and may provide direction and training to lower-level Permit Technicians and office support staff.  Incumbents perform minor over-the-counter planning and building plan check reviews.  Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician II class.

This position performs the following essential job duties (including but not limited to):

• Reviews and intakes planning and building permit applications.
• Determines and collects fees for permits and other review and regulatory services.
• Routes all application submittals to the appropriate departments/agencies for processing.
• Maintains files for all applications after checking for general completeness and accuracy.
• Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
• Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
• Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.
• Provides public information in support of the building, planning, housing, and code enforcement programs.
• Enters invoices, prepares refunds, and reconciles web payments.

• Maintains and manages an inventory of forms, applications, and office supplies.
• Builds and maintains positive working relationships with co-workers, other City employees, the public using principles of good customer service.
• Performs a variety of other tasks related to office administration and permit services as assigned.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

• Basic office and clerical procedures.
• Modern office methods, procedures, and computer equipment and various software applications.
• Simple accounting procedures.
• Basic applied mathematics.
• Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.

• Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.

Permit Technician III (in addition to the requirements for Permit Technician II):

• Permit technician principles, practices, methods, and techniques acquired through certification with International Code Council (ICC) as a Permit Technician and completion of college level course work in engineering, planning, or a related field.
• Independently perform minor planning and building plan check reviews for compliance with building and zoning requirements.
• Review building permit compliance with conditions of approval.
• Ensure permit quality assurance and proper tracking and coordination of permit applications.
• Submit justifications for fee adjustments.
• May serve as permit tracking software administrator for technical staff to unlock files or correct and update data as needed.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

• Graduation from high school or equivalent.
• Two (2) years of experience in an office or customer service environment with direct contact with the general public.

 Permit Technician II:

• Graduation from high school or equivalent.
• Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
• One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

Permit Technician III:

• Graduation from high school or equivalent.
• Completion of four college courses in engineering, planning, or a related field.
• International Code Council (ICC) Permit Technician certification is required for the III level.
• Two (2) years of experience equivalent to Permit Technician II in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

THE POSITION:

The City of San Rafael Sanitation Department is seeking a full-time Sewer Maintenance Worker I/II.  Under general supervision, this position performs a variety of manual and semiskilled tasks involved in the maintenance, improvement and operation of the City’s sewage pumping stations and gravity sewer lines. 

Sewer Maintenance Worker I:  This is the entry level to this classification.  Incumbents in this classification perform the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved.

Sewer Maintenance worker II:  This is the full working level of the series.  Incumbents in this classification will perform more skilled tasks, work with greater independence and perform more light equipment operation. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Operates light power driven, handheld and “walk behind” equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing and maintaining sewer and storm drainage, pipelines, culverts, force mains and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts, universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.  May rebuild components on a limited basis.
• Performs or assists in excavation and repair or replacement of sewer gravity lines.
• Places traffic barriers and warning signs and directs traffic as necessary.
• Assists in the orientation and on-the-job training of new employees.
• Assists in notifying residents of sewer system work which may affect their lines, and cooperates with other agencies on repairs.
• Assists in emergency Public Works repairs and maintenance including work in other sections of the Department.
• Performs other related duties as required.

Sewer Maintenance Worker I:

• Basic use of hand and routine power tools.

Sewer Maintenance Worker II: (In addition to the requirements of Sewer Maintenance Worker I)

• Techniques and materials used in the maintenance, improvement and operation of sewer pumping stations and gravity sewer lines.
• Operation and operator maintenance of a wide variety of hand and power tools and light equipment.
• Safe working practices.

Sewer Maintenance Worker I:

• Understand and follow oral and written instructions.
• Operate and maintain basic hand and power tools.

Sewer Maintenance Worker II: (In addition to the requirements of Sewer Maintenance Worker I)

• Operate and maintain a wide variety of hand and power tools, and light equipment.
• Assist in inspecting, servicing, adjusting and repairing pump station equipment including pumps, valves, remove and replace motors, chemical systems, etc.
• Work independently and using judgment to accomplish assigned tasks.
• Keep records of materials and equipment used, hours spent, location of work, etc.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

A typical way of gaining the knowledge, skill and ability outlined above is:

Sewer Maintenance Worker I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills.
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, and related.

Sewer Maintenance Worker II:

• Equivalent to graduation from high school.
• Two (2) years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

Level I:

• Within one year of hire, a Level I must possess a valid California Class “B” driver’s license with a tank endorsement to drive the vactor in a training capacity.

Level II:

• Must possess a valid California Class “B” driver’s license and have a satisfactory driving record.

Both I and II Level:

• Must be willing to work underground and in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions.
• Must be willing to work overtime and on call as needed for emergency repairs.
• Incumbents with a Class “B” driver’s license will be subject to Department of Transportation’s Drug and Alcohol Regulations.

The City of Mill Valley and Sewerage Agency of Southern Marin are excited to open recruitment for Laboratory Director/Environmental Compliance Manager. 

The Sewerage Agency of Southern Marin (SASM) is a joint powers authority (JPA) that provides wastewater collection, treatment, water reclamation, and disposal for 30,000 Southern Marin residents. The City of Mill Valley, a member of the JPA, provides staff for SASM. Staff are hired by the City and operate under the Department of Public Works. SASM is located along the waterfront in Mill Valley in close proximity to Highway 101, San Francisco, nature preserves, and iconic recreational areas.

ABOUT THE POSITION

Under general direction, the Laboratory Director/Environmental Compliance Manger manages, plans, and supervises all aspects of the Environmental Laboratory and Regulatory Compliance functions of the City’s wastewater treatment services, to ensure compliance with Federal, State and local regulations which includes budgeting, planning, training, and supervising staff. This position is responsible for the overall direction, coordination, and evaluation of the Laboratory and Laboratory staff. 

Examples of Essential Duties (include but are not limited to):

• Manages, directs, and implements laboratory services conducting analysis of wastewater, solids, storm water and surface water.
• Monitors the work of contract laboratories performing testing to meet NPDES (National Pollutant Discharge Elimination System), EPA, and other requirements.
• Implements and reviews the quality assurance programs to meet CDHS (California Department of Health Services), EPA, NPDES, and other regulatory requirements and provides oversight for the execution of necessary changes.
• Assures the continuance of the Environmental Laboratory Accreditation Program (ELAP) certification, and ensures that all the requirements for record keeping are met.
• Evaluates the laboratory with regard to, sampling, testing, staff schedules and work load and develops and implements work plans to meet regulatory requirements.
• Manages, coordinates and administers the Agency’s laboratory, environmental compliance, and operational analyses programs, ensuring that NPDES parameters are analyzed and any noncompliance is reported to the WWTP Director and Chief Treatment Plant Operator.
• Participates in budget preparation and administration; prepare cost estimates; submit justification for needed materials and equipment; monitor and control expenditures.
