The Staff Services Manager I position at the Public Works Department performs general administrative, personnel, staff development, fiscal, program and data processing system analysis.  Make decisions in financial, personnel, and other administrative systems of average to difficult complexity. Staff Services Manager I is distinguished by the level of responsibility of managing multiple components of administrative systems, fiscal, staff development, and program analysis. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Plans, prioritizes, assigns, supervises and reviews the work of staff involved; provides or coordinates staff training and development.  Participates in the selection of staff; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures.
• Coordinates and monitors assigned operations to ensure compliance with policies, procedures and regulations.
• Make decisions in financial, personnel, and other administrative systems.
• May administer or assist in administering assigned grant programs and ensure compliance with grant requirements.
• Participates in budget preparation and administration; submits justifications for supplies and equipment; monitors and approves expenditures; prepares fiscal reports and updates.  
• Attends a variety of meetings with staff, other departments/divisions and/or outside agencies as appropriate; prepares presentation materials and meeting agendas/minutes; disseminates meeting information to departmental staff.

The County of Yuba is currently recruiting for an Emergency Operations Manager in the Office of Emergency Services. Under general direction of the County Administrator, the incumbent will plan, organize and manage the Emergency Services function; coordinate County emergency and disaster related efforts in planning, response, recovery and mitigation issues; develop and administer plan modification, outreach, training and reporting activities; maintain the County Emergency Operations Center in a constant state of readiness; on behalf of the County Administrator, provide strategic and operational oversight to county agencies involved in emergency or disaster matters. This is the managerial level in the emergency services series. This position reports directly to the County Administrator.

Examples of Duties:

• Direct and manage the operations of the Emergency Services Division; assist County with emergency planning and development plans; ensure a constant state of disaster readiness.
• Determine emergency service and disaster preparedness program objectives and priorities consistent with established goals
• Research and develop operational procedures and protocol for County emergency management functions; advise and assist various groups including County staff , special districts, cities and businesses in reviewing and/or developing emergency preparedness plans. 
• Serve as a liaison with CalOES, FEMA, County Administrator, Board of Supervisors, County Department Heads, other governmental agencies, non-governmental organizations and private non-profits.

About the Position:

The County of Yuba is currently recruiting for a Fiscal Analyst within the Finance and Administrative Division of the Health & Human Services Department. Under general supervision, this position performs a variety of difficult and complex professional level analytical work to support the operations of County departments, agencies and programs in areas such as the development and administration of the annual budget, financial/fiscal analysis and reporting, grant monitoring and administration; and performs other duties as assigned.  This is the journey level classification in the professional Analyst series.  This is a county wide classification.  Therefore, the employment list established from this recruitment may be utilized to fill other vacancies within the same classification.

• Prepares detailed quarterly financial reports for various internal and external agencies; prepares analysis for independent auditors as required; ensures the assigned department’s fiscal functions comply with applicable Federal, State, and local laws, regulations, and ordinances; acts as departmental liaison with various federal, state and local public agencies and with business, professional and community organizations.

This position is located at the Glenn County Health and Human Services Agency, Behavioral Health Division. The HHSA Mental Health Counselor, Senior II is distinguished from the HHSA Mental Health Counselor, Senior I by the performance of the full range of duties as assigned, requiring attainment of a Licensed Clinical Social Worker or Marriage Family Therapist License. The HHSA Mental Health Counselor, Senior III is the advanced level and supervisory classification in the series. There are three (3) positions available. These are regular full-time positions, scheduled for forty (40) hours per week. 
 

WHAT YOU’LL DO

• Provides individual, group, and family counseling on a variety of mental health problems and substance abuse; develops treatment plans; provides follow-up counseling, and assists patients with the resolution of problems.
• Observes patients on-site at schools and conducts home visits as necessary.
• Consults with psychiatrist and other clinical staff about treatment planning for clients.
• Makes clinical determinations of crisis situations; authorizes 72-hour holds for hospitalization; develops treatment plans.
• Maintains and updates records, notes, and charts; prepares progress and summary reports on cases; presents reports to committees and agencies as required.
• Receives referrals from the courts or other individuals or organizations regarding individuals requiring treatment services; develops and implements treatment programs.
• Prepares court reports for use by other County departments/agencies.
• Remains on-call evenings and weekends for crisis case and emergency situations.
   

The Fire Mechanic is a journey level classification. Incumbents assigned to this class are expected to perform skilled vehicle system repair and maintenance activities of the City’s fire apparatus and related equipment. Positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks within established guidelines.

• Processes and tracks repair orders with outside vendors.

• Prepares and maintains a preventative maintenance schedule for fire apparatus vehicles.
• Enters and retrieves maintenance and repair records on a personal computer.
• Performs road tests on vehicles in order to assure proper operating levels.
• Performs mathematical calculations and statistical computations for annual service pump testing.
• Requisitions or orders replacement parts as necessary.
• Develops and reviews specifications for the purchase of new equipment; evaluates all bids from vendors for vehicle and equipment purchases; develops and reviews specifications for outsourcing of maintenance and repair.
• Maintains attendance and punctuality that is observant of scheduled hours on a regular basis.

The City of Marysville is excited to be looking for our next Building Inspector I/II!  This position is a classification that is responsible for performing building plan reviews, conduct field inspections, assist in issuing permits and identify and abate dangerous and derelict structures.  Employees in this classification will work under general direction (from the Community Development Director) while learning job tasks. 

SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Community Development Director.
This position does not generally exercise supervision over other staff but may be required to supervise or lead enforcement operations that include the involvement of other agencies, departments or staff.

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

• Conduct building plan reviews and proposed construction for code compliance.
• Conduct field building inspections and issue correction notices for building code compliance.
• Assist the public in providing building code and municipal code information both in the field and at the counter.

• Initiate investigations based on analysis of preliminary information.
• Contact individuals and discuss possible violations, alternatives for solving noncompliance problems and time periods for correcting problems.

This position performs a variety of para-professional and responsible eligibility determination and case management duties for the Glenn County Health and Human Services Agency, Public Health Division. This position is scheduled for forty (40) hours per week and is a two (2) year limited term position. This recruitment may be used to establish a list to fill future vacancies for the next six (6) months. 
 

WHAT YOU’LL DO

• Performs client intake procedures, eligibility determinations, and establishes case loads and services for programs in public health.
• Assists public health nurses in coordinating and conducting community events, such as immunization clinics; assists with screening process, initial assessments, clinic immunization records management, tracking, and appropriate reporting.
• Provides case management through individual or group rehab methods for children and/or adults for a variety of health services programs. 
• Coordinates services with individuals, coordinates activities with other departments, medical providers, social workers, schools and/or other outreach agencies as appropriate to ensure that the needs of the clients are met.
• Attends training, workshops, and continuing education classes as required or appropriate.
• Performs general administrative/office work as required, including, but not limited to copying and filing documents, preparing/typing documents, answering the telephone, faxing information, entering computer data, attending meetings, ordering supplies, maintaining office cleanliness, etc. 

This position under general supervision will plan, coordinate, and implement effective County and grant funded public health education programs within the agency and will perform a variety of other tasks related to health education. The incumbent will perform a full range of complex analytical tasks and will work under direction within a framework of established procedures with only occasional instruction or assistance. This position is located in the Public Health Division of the Glenn County Health and Human Services Agency and is full-time, working forty (40) hours per week.

WHAT YOU’LL DO

• Plan, coordinate, implement, and participate in health education programs, including prevention and education services, counseling, training, and treatment in the areas of public health.
• Conduct a variety of programs designed to educate the public on health issues and the prevention of illness and disease; present general health programs throughout the school system and community.
• Participate in the preparation and administration of grants; monitor new legislation and regulations to ensure program compliance.
• Prepare written educational materials for distribution to the community; update/order educational materials as needed.
• Receive and respond to inquiries/requests for assistance and complaints from the public.
• Maintain and update records; prepare progress and summary reports on cases; presents reports to committees and agencies as needed.

This position at the Glenn County Health and Human Services Agency, Public Health Division, plans and coordinates the Oral Health Program, that provides effective services to the Glenn County clients; provides supervision for lower level program, administrative, and clerical staff, and performs related duties as assigned.  This position is full-time and is scheduled for forty (40) hours per week. 

WHAT YOU’LL DO

• Coordinates specific, targeted public health programs as assigned; coordinates activities of program team members, as appropriate.
• Develops scope of work, goals and objectives, strategies and timeliness, and protocols for a variety of health and human services programs.
• Participates in program budget planning and management.
• Organizes and facilitates in-house and inter-agency program meetings, conferences, and workshops as required. 
• Writes, negotiates, updates, and manages health and human services grants and/or contracts for a variety of programs. 
• Collaborates with the Fiscal Department to monitor program budgets, disburses funds for appropriate services, and tracks grant and budget monies.
• Provides staff and student/intern leadership, supervision, performance evaluation and training as assigned.
• Works with sub-contractors, consultants and outside community members on various program issues and functions.
• May service as public information officer for assigned programs; writing press releases, articles, and participating in interview for public health.
