The Position

The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.

With general direction from the Department of Housing Director and Housing Authority Board of Commissioners, the Executive Director organizes, coordinates, and directs through management staff all Housing Authority functions and activities; provides policy guidance and strategic direction regarding housing issues; fosters cooperative working relationships with the Board, HACSM staff, the public and other agencies; and performs related work as assigned. This position has overall responsibility for department administration, policy development, financial, operational and planning functions, and other activities of the Housing Authority. The incumbent is responsible for accomplishing all HACSM goals and objectives in an effective, efficient, and equitable manner.

Example of Duties

• Plan, organize, coordinate, and direct through subordinate staff, the work of the Housing Authority.
• Establish organizational priorities; schedule and monitor the quality and timeliness of the work performed.
• Work closely with and advise the DOH Director, the Board of Commissioners, Housing Authority staff, the public and other agencies to implement a variety of efficient and effective housing programs
• Ensure compliance with local-, state-, and federally mandated standards.
• Provide ongoing vision for how HACSM and its programs integrate with the County of San Mateo.
• Direct the preparation of agenda items for the Board of Commissioners.
• Interpret, analyze and defend HACSM policies, procedures and programs.
• Coordinate the preparation and presentation of a wide variety of reports to the Board, the public and other agencies.
• Direct the development and implementation of management systems, procedures and the application of standards for program evaluation on an Authority-wide basis.
• Direct the creation and administration of the comprehensive annual budget for Housing Authority operations.
• Maintain current knowledge of federal, state and local laws and ordinances affecting the Housing Authority.
• Promote racial and social equity within HACSM, its teams and processes, and through the agency’s public-facing programs.
• Provide supervision to the Housing Authority management team and advise the team on federal, state, County and Board policy.
• Foster a positive work environment valuing teamwork, equity, and high-quality work products.
• Represent the Housing Authority before the Board, and in other meetings involving local, regional, state, and federal stakeholders.
• Perform related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three+ years of managerial experience in a social or community service program, preferably in a housing authority program.

About the Position

Responsibilities during scorekeeping will include head on site supervisor, set up and cleanup of facility or field, maintain score and game time. Receives general supervision from a full-time Recreation Department staff member; may work under functional supervision of a Program Coordinator as assigned.

Schedule will vary depending on sports season; mornings, nights, and weekends as scheduled. Monday-Friday between hours 5:00pm-10:30pm, and weekends as scheduled.

• Works directly with the public.

About the Position

Positions in this classification perform work in the organization and implementation of a wide variety of recreation activities. 

The work schedule will be Monday-Thursday 4:00pm-9:00pm but may vary based on the needs of the City.

The Program Coordinator classification is the top-level position in the Recreation Leader Series.  Advancement from Recreation Leader Level II to Program Coordinator requires 500 hours of work experience at Recreation Leader Level II, or equivalent experience.

DEFINITION

Program Overview:

The Child Welfare Mental Health (CWMH) team serves children ages 6-17 years old and their families who have a voluntary or court-ordered open case with Children and Family Services (CFS). For all CFS referred youth, we administer the CANS, among other assessment tools. We interview the children, caregivers, and any relevant parties as part of this assessment process. Based on these assessments, we provide various therapeutic services (e.g., individual therapy, family therapy, dyadic therapy, psychiatric evaluations, etc.). We work in conjunction with pediatric nurses, doctors, and psychiatrists. When appropriate or upon CFS case closure, CWMH therapist transfers mental health services to other BHRS programs or to our network of community-based agencies/providers.

Position Description:

We are hiring a Bilingual Spanish-speaking clinician to provide assessments, brief crisis/stabilization, therapy, case management services, and treatment summaries to the court for children aged 6-17 years old. The ideal candidate will provide trauma-informed child abuse treatment and work closely with the foster care system.

Our clinicians carry an outpatient caseload and services are community-based. We can conduct therapy at our BHRS therapy offices, but mostly conduct therapy off-site (e.g., at the child’s school, homes, etc) based on what is convenient for the child/family. So, having a car to travel within San Mateo County is necessary to the work. It is important to note that for work-related travel, the candidate can choose to use county cars or if they decide to drive their vehicle, they can also get mileage reimbursement.

We serve residents of San Mateo County who are often of racial/ethnic minorities and low-income status. Our team consists of master’s level clinicians (licensed and unlicensed). Therapists have weekly individual supervision and a weekly clinical staff meeting where cases are discussed. There are ongoing training opportunities to learn skills in a wide variety of modalities (e.g., Motivational Interviewing, Trauma-Focused CBT, DBT, NMT, etc.). The work that this team does is critical for the health and well-being of many children and youth in San Mateo County. Although the work often comes with the challenges connected to trauma, it also provides a rich and rewarding experience.

THE POSITION: The San Mateo Public Library has an opening for 2 per diem Librarian I positions with regular schedules (schedules listed below). This recruitment will also be used to fill on call per diem Librarian openings. On call per diem librarians in this role do not have a regular schedule but pick up shifts on an as-needed basis to fill coverage gaps on the Library’s service desks at the Main Library (adult and children’s desks) and branches.

The Vehicle and Equipment Services Section maintains, inspects, services and repairs County motor vehicles including buses, trucks, equipment, Sheriff's vehicles and motor pool vehicles. Service and repair stations are located in Redwood City and San Mateo.

Automotive Service Workers perform a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service-related duties such as pumping gas, changing oil, etc.

Equipment Service Workers perform a variety of semi-skilled maintenance and repair work on road construction equipment and vehicles which includes the full range of lubrication and basic repair services for construction equipment and a full range of repair and maintenance work for small equipment such as chain saws and landscaping equipment.

In addition to the knowledge, skills and abilities required for this position, the Ideal Candidate will have:

• Automotive Services Worker I is the trainee level class in the automotive service series responsible for dispatching, servicing and fueling County owned vehicles and equipment and for receiving, training in and performing lubrication and minor repair tasks. Incumbents are expected to advance to the Automotive Service Worker II level after gaining experience and demonstrating the required proficiency. Salary $26.93 - $33.68 Hourly
• Automotive Services Worker II is the journey level class in this series, responsible for performing a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service related duties such as pumping gas and changing oil. Incumbents are expected to advance to the Automotive Service Worker III level after completing all required training and certification and gaining experience and demonstrating the required proficiency for the higher-level class. Employees must complete basic classroom training on electrical, braking, air conditioning, heating, suspension and cooling systems and the repair of hybrid and alternate fuel vehicles; and on-the-job training administered by the department, which includes exposure to various aspects of auto diagnostics and repair. Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.
• Performs continuous evaluation and assessment of all activities, providing timely reports to upper management. 
• Develops and manages the IS budget, including project management and hardware/software procurement.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees.
