Distinguishing Characteristics:

The Maintenance Worker I – Parks & Trees is the entry level class in the Public Works Maintenance series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex assignments within an established procedural framework where there are minimal consequences of error, including a wide variety of maintenance and construction tasks. This classification is alternatively staffed with Maintenance Worker II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class.

The Maintenance Worker II - Parks & Trees is the journey level class in the Public Works Maintenance series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of maintenance and construction tasks. Incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class. This classification is distinguished from the next higher classification of Lead Maintenance Worker, which is responsible for performing the more complex maintenance assignments and has lead responsibility duties. 

Supervision Received/Exercised:

Maintenance Worker I - Receives immediate supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Maintenance Worker II or a Lead Maintenance Worker. Incumbents in this class do not routinely exercise supervision.

Maintenance Worker II - Receives general supervision from a Public Works Superintendent. Incumbents may receive lead direction from a Lead Maintenance Worker. May exercise functional or technical supervision over lower level workers.

The Junior Engineer is the entry level class in the professional engineering series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex assignments within an established procedural framework where there are minimal consequences of error. This classification is alternatively staffed with the Assistant level and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class.

The Assistant Engineer is the journey level class in the professional engineering series and is the first licensed engineer level responsible for performing the full scope of duties, including design, plans review, and construction management of Capital Improvement Projects and for reviewing private development projects for design conformance and accuracy. The classification is alternatively staffed with Associate Engineer, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher level class.

Supervision Received/Exercised:

Receives general supervision from the Public Works Director/City Engineer. Incumbents in this classification do not routinely exercise supervision.

Essential Functions: (include but are not limited to the following)

• Performs a broad range of construction project management, design, and inspection activities on a variety of capital improvement projects, including streets, lighting, storm drainage, sewers, water, traffic, parks, and landscape;coordinates capital improvement projects with contractors, utility companies, other agencies, department staff, and the general public; coordinates capital improvement with field foreman.
• Reviews and prepares all legal descriptions, title reports, annexations, and acquisitions for real property; checks and reduces all field survey notes, plot levels, and topography; performs survey work for design and construction purposes, as necessary; develops and maintains a computer assisted drafting (CAD) systems of all departmental maps, plots, project requirements, improvement plans, utility locations, and City owned easements; represents the department on issues relating to geographic information systems (GIS).

• Administers design and construction contracts; maintains logs and tracks bond expiration dates; prepares reports for the Finance Department as required; collects all required inspection approvals; prepares staff reports for Council; prepares memos to City Clerk regarding accepting and releasing of bonds; prepares daily progress and final reports and prepares documentation associated bonds; prepares and maintains detail project records and plans; negotiates change orders; reviews payment of invoices; responds to RFI and construction correspondence.

• Assists in the preparation and monitoring of the department budget; participates in the development of water and sewer rates, and assessment fees; researches and prepares grant and loan applications; administers and monitors approved project grants and loans.

  Prepares and provides engineering reports, correspondence, staff reports, ordinances, and resolutions; develops reports and statistics; assists in the preparation of short and long-range plans; reviews and comments on  environmental  impact  reports  and  traffic  studies; makes  oral  presentations  and participates in organizational and community group meetings; responds to questions and inquiries, and investigates complaints concerning engineering problems.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Working Conditions: 

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling, and making repetitive hand movement in the performance of daily duties. The position requires near and far vision when inspecting work and operating assigned equipment, and acute hearing is required when providing phone and face-to-face service. The need to lift, carry, pull and push tools, supplies, and other equipment weighing up to 25 pounds. Additionally, the incumbent in this position works outdoors in all weather conditions including wet, hot, and cold.

Senior Management Analyst I

$7,382 - $8,973 per month

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Senior Management Analyst I. This position provides advanced staff level assistance to executive or other management level staff, performing a wide variety of responsible and complex administrative and analytic duties, including providing information to the public and communicating Department and City activities and programs.  This is an entry-level classification in the Senior Management Analyst Series.  The Senior Management Analyst I will conduct operational and fiscal analysis, budget review and analysis, and other complex analyses and reports.  An example of an analyst project that you will be involved in is to develop a 5-year capital plan. 

In addition to being a member of the Public Works Department, you will join a team of analysts from other City departments and will work together as a team on the important management, budget, communications, and analytic functions for the City.

• Coordinates, prepares and monitors operating and Capital Improvement Project (CIP) budgets.
• Serves as a liaison for interdepartmental CIP activities and prepares progress reports detailing the annual CIP program and CIP project expenditures.

THE JOB

The Senior Civil Engineer supports a culture that inspires collaboration, career development, and excellent community relations. The individual in this role will work to plan, mentor staff, and perform professional engineering work in the design, construction, and review of all aspects of capital projects; including streets, city-owned property, drainage, and traffic projects and private construction. The Sr. Civil Engineer will manage construction projects and related consultants, along with the team of public works engineering staff. When working in this role, you will provide technical oversight and guidance to other divisions, departments, external agencies, and stakeholders. The City of San Rafael is seeking a full-time Junior Engineer, Assistant Engineer or Associate Civil Engineer (one position available – level will depend upon experience/qualifications) for the San Rafael Sanitation District.  This position will perform field and office professional civil engineering work in the planning, design, technical investigation, inspection and construction of projects in wastewater collection systems.   

Placement of the individual at a particular level will be based on a combination of factors including education, years and type of experience, and designation or work in progress and the Professional Registration as a licensed civil engineer in California or Engineer in Training (EIT) certification.

Junior Engineer:  This is the entry level engineer classification.  The position requires a BS degree in Civil Engineering and does not require any formal work experience or engineering certification.

Assistant Engineer:  This is the initial licensed classification which requires EIT and two years of Junior Engineer level experience (a master’s degree shall count for one year of post degree engineering experience.   This position performs engineering work in the design, plan review, investigation, inspection and construction of wastewater collection systems, and performs related duties as assigned.  This position may oversee the work of contractors for assigned projects and may act as the lead engineer in administrative or technical support performing tasks on the same assigned projects.

Associate Civil Engineer:  This is the journey level classification which requires registration as a licensed civil engineer and four years of responsible post degree engineering experience (a master’s degree shall count for one year of post degree engineering experience).  This position performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff.  This position calls for a high degree of initiative, technical proficiency, and judgment and is normally responsible for all phases of multiple projects or programs. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following).  Duties below are performed at the entry engineer level for Junior Engineer, for the Assistant Engineer the duties are performed at the mid-level engineer requiring more independence and judgment utilizing knowledge and work experience; for Associate Civil Engineer, the professional and licensed civil engineer duties are performed at the full journey level.     

• Develops Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.
• Prepares and/or assists in the preparation of plans, specifications and estimates pertaining to construction projects.
• Interprets plans and specifications.
• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.
• Conducts pre-construction meetings with contractors to establish job requirements, i.e. timing, noise level, traffic impact.
• Performs field inspections of various sewer construction projects, in progress and upon completion.
• Prepares written reports on civil engineering issues/projects for the department.
• Meets with a variety of public and private officials, individually and/or in a group setting, on civil engineering matters.
• Research and make recommendations on civil engineering issues/problems.
• Performs project management on Capital Projects during the design, environmental, bidding, and construction phases of the project.
• Performs Resident Engineer duties on Capital Projects during construction.
• Performs inspection and enforcement duties to ensure compliance with applicable design standards, specifications, contracts and legal documents, codes and ordinances.
• Meets with State, Federal, and Local Districts, Agencies, consultants, and engineers to discuss project guidelines, design parameters, policies and procedures.
• Performs work in accordance with local, State, and Federal standards and regulations.
• Designs and prepares plans and specifications and cost estimates for wastewater collection system projects.  Researches project design requirements, performs calculations, prepares estimates of time and materials costs and determines sequencing and detour requirements.
• Serves as Project Engineer, including serving as design team leader, handling contract administration and providing design support for the inspector during construction.
• Review plans and maps submitted by private developers for conformity with laws, San Rafael Sanitation District Standards and Ordinances, and accepted professional standards with the goal of protecting the health, safety, and welfare community.  Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including District requirements related to sewer improvements, to the public and other City departments.  Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems.
• Develops revised design and construction standards for wastewater collection facilities.
• Researches publications and industry information sources and attends conferences and continuing education courses to keep abreast of new developments in the field of wastewater engineering.
• Prepares special engineering studies and reports, including but not limited to construction diaries, progress payments, state and federal paperwork associated with permitting, staff reports and duties as assigned.
• Participates in engineering inspection and survey activities.
• Prepares written recommendations, correspondence and reports on assigned projects.
• May attend and present information at public meetings.
• Performs related duties as required.

THE POSITION: This is a limited-term position, funded by the American Rescue Plan Act of 2021, not to exceed two (2) years.

With a limited tax base, new development along with strong business attraction, retention and expansion programs are critical for the long-term success of the City. The Development Services Director is an integral part of our development team who serves on the executive management team, and is responsible for all program activities of the Department, including economic development, planning and housing. In addition to managing the department, this position is directly responsible for participating in and coordinating the City’s economic development efforts, including development of properties controlled by the City, Housing Authority, Successor Agency and private parties. The Director coordinates the activities of the Planning Commission, the Successor Agency to the City Redevelopment Agency and consult staff. The Director reports directly to the City Manager and provides advice and counsel regarding strategic policy and problem solving issues relating to the Department and the City overall.

• Assumes responsibility for all services and activities of the Development Services Department, including planning, economic development and housing.
• Works with the City Manager to develop and implement the City’s comprehensive economic development strategic plan to promote retention and expansion of business activity within the community consistent with goals, policies and programs within the General Plan; develops targeted marketing programs for identified business development.
• Administers the City’s various economic development programs; and conducts negotiations for the acquisition and disposition of real estate to support assigned programs.
• Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
• Plans, directs, coordinates, and reviews the work plan for assigned staff and contract service providers; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; directs staff support to appropriate boards and commissions; meets with staff to identify and resolve problems.
• Oversees the City’s planning functions and activities; works with planning staff and outside contractors in the development, management and implementation of complex planning and policy programs and projects, including advanced planning studies and the environmental and development review process for all private and public development activities in the City.
• Oversees and participates in development and administration of the Department’s annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.

The City of San Rafael Fire Department is seeking to fill one (1) full time position of Wildfire Mitigation Project Coordinator.

Under limited supervision, the Wildfire Mitigation Project Coordinator will support the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals; work to improve community disaster preparedness through outreach, education, and engagement; support Emergency Operation (EOC) functions; and augment designated fire prevention and emergency management staff on strategic projects and programs.

Fixed-Term appointments may be made for up to a three-year period with the potential to extend.  Continued appointment in this position is contingent upon funding and job performance.  This is an “at will” position and has limited benefits available.  This position is fully funded through the Marin Wildfire Prevention Authority (MPWA).

Essential Duties and Responsibilities (including but not limited to):

• Implement the San Rafael Wildfire Prevention and Protection Action Plan and San Rafael Marin Wildfire Prevention Authority workplan in an inclusive and equitable manner.
• Draft policies and procedures, plans, and ordinances related to wildfire prevention and mitigation.
• Develop and manage specific projects such as parking box installation, red flag warning education, and volunteer/community events.
• Deliver training and provide subject matter expertise on fuel reduction measures in alignment with environmentally sound/safe practices and existing ordinances.
• Represent the department through collaboration with multiple community-based organizations, partner agencies and varied stakeholders involving wildfire mitigation, prevention, and community preparedness.
• Support emergency alerting and notifications, including educational endeavors and outreach, and database management.
• Support, coordinate, and conduct disaster preparedness and mitigation education through public outreach and training opportunities, including outreach to people with Access and Functional Needs (AFN).
• Support the development, implementation and public education of individual and community evacuation planning.
• Lead the development and operations of community assistance programs focused on wildfire mitigation and prevention such as grant and voucher programs, and direct assistance.
• Support the Defensible Space and Home Hardening Program.
• Other duties as assigned.

Knowledge of:

• Emergency, environmental and fire hazard prevention; principles and practices of emergency management, including hazard identification, mitigation and disaster preparedness; urban interface education/training.
• California Standardized Emergency Management System (SEMS), incident Command System (ICS) and the National Incident Management System (NIMS); Emergency Operation Center (EOC) structure and operating procedures; emergency operations communications systems.
• State and Federal damage reporting and reimbursement procedures; accounting, budgeting, and contract principles and methods; principles and practices of program coordination, development, administration, and evaluation.
• Injury and illness prevention practices (IIPP) as well as pertinent federal, state and local laws, codes and regulations.
• CEQA compliance and environmental best practices.
• Preparing and presenting public information; teaching; and public speaking.

Ability To:

Minimum Qualifications:

Required:

• Ability to obtain Wildfire Mitigation Specialist Certification within 6 months of appointment.
• Bachelor’s degree from an accredited college or university with major coursework in emergency management, fire management, public administration, or a related field; OR an equivalent combination of education and experience sufficient to successfully perform the duties and responsibilities of the position.
• Possession of a California Class “C” driver’s license with a satisfactory driving record.   Maintenance of a California driver’s license is a condition of employment.

Desired:

• Three (3) years of technical-level experience in an organization performing emergency management, disaster planning, and/or response, which has provided knowledge of emergency management concepts, terminology and basic procedures OR
• A background in customer service or public service.
• An Advanced Degree
• Certified Program Manager (CPM), Project Management Professional (PMP) certification or similar.
• Bilingual English/Spanish is strongly desired.
