THE DEPARTMENT:

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. PW is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. • BS in Civil Engineering. Five years municipal engineering including two in traffic engineering.

Senior Civil Engineer

• Bachelor’s degree in Civil Engineering. 
• Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. The City of Sebastopol is seeking a problem-solving, inclusive, collaborative, and good communicator professional with an understanding of engineering principles and terminology, the ability to read and interpret blueprints and schematics, strong mathematical skills for calculations and measurements, and familiarity with industry standards and safety protocols for the role of Engineering Technician I/II.

This position performs various tasks in the office and field, both technical and administrative, supporting the Public Works Department and the City Engineer. The Engineering Technician I/II will be the primary contact person providing assistance and referrals to visitors at the City’s Corporation Yard. The incumbent may be assigned duties related to compliance programs and reporting, engineering projects, and capital projects, which may include project management, development and plan review, calculating fees, issuance of permits, maintaining plan files and engineering records, field surveys, site inspections, information gathering, data analysis, performing mark and locate functions, participating in surveying activities, or other areas as needed. THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Supervisor.   This position will supervise and perform work in park maintenance, such as mowing, irrigation, pruning, planting, cleaning, improvement and repair of City parks, recreational areas, park buildings, street islands, swimming pools and related facilities.  Work includes setting priorities, assigning and reviewing the work of crew members.   

UPCOMING PROJECTS:

• Construction begins this fall on a new synthetic turf field at Al Boro Community Center.  The Parks Department will be responsible for the care and maintenance of the field after installation.  This is the only synthetic turf field in our park system.  Developing a proper maintenance schedule will be crucial to ensure the longevity of the highly used field.
• The Parks Department is working on a better maintenance solution to the tree wells and tree grates along the downtown corridor.  Many of the trees are outgrowing the tree grates, causing damage to the trees and potential trip hazards for the pedestrians.  The Park Department is exploring options, including installation of porous rubber pavement surfaces. 
• Asset Management software is coming to the maintenance divisions in Public Works to help better manage the maintenance schedules of all of the city-owned assets.  Assisting with the software into the daily routines will be an expectation of Supervisor. 

IDEAL CANDIDATE:

• Is familiar with San Rafael and the different areas it encompasses.
• Has knowledge and experience in all aspects of park and street maintenance.
• Has knowledge and/or experience in assessing tree issues.  ISA certification is a plus.
• Has knowledge and/or experience in California Department of Pesticide Regulations.  QAL or PCA certification is a plus.
• Knowledge and experience with suite of Microsoft Office products.
• Good customer service with the ability to work with the public in difficult situations.

ESSENTIAL JOB FUNCTIONS

DUTIES:

• Plans, organizes, assigns, supervises, reviews and participates in the work of assigned staff in Police Department support services functions including dispatch, records, and property/evidence; assists in the development and implementation of new and revised policies and procedures; reviews and approves work schedules including time off and authorizing timecards.

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.

Classifications 

Maintenance Worker I: This is the entry-level class in the maintenance series. Under immediate supervision the applicant will perform semi-skilled labor and maintenance and repair. Salary $40,333.75 - $52,125.54 per year ($19.393 - $25.063 per hour) DOQ

Maintenance Worker II: This is the journey level class in the maintenance series. Under general supervision the applicant will perform semi-skilled and skilled labor and maintenance repair. Salary $44,680.45 - $57,743.03 per year ($21.484 - $27.758 per hour) DOQ

Maintenance Worker III: This is the senior level class in the maintenance series. Under limited supervision the applicant will organize, assign, review, and participate in the work of assigned personnel engaged in maintenance equipment operation work pertaining to building, maintenance and repair. Salary $48,664.92 - $62,892.37 per year ($23.399 - $30.234 per hour) DOQ 

Maintenance Worker Lead: This is the lead level class in the maintenance series. Under direction of supervisory and management staff performs a variety of duties related to scheduling, planning, assigning, and prioritizing construction and maintenance related projects. Exercises technical and functional supervision over staff engaged in maintenance and repair activities. Salary $53,531.42 - $69,181.61 per year ($25.740 - $33.261 per hour) DOQ

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
•  Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required
