The Yuba County Probation Department is seeking to fill a full-time Correctional Technician position at its Youth Detention Facilities. Working under general supervision, the Correctional Technician is responsible for monitoring video and audio systems to maintain the safety and security of both youths and staff within the secure detention areas. Additional responsibilities include performing various technical and clerical tasks related to the intake and release process for juveniles at the Tri-County Juvenile Hall and Maxine Singer Youth Guidance Center, inputting relevant data into the booking system, documenting observations of juveniles, providing public reception and assistance, and other related duties as assigned.

EXAMPLES OF DUTIES:

Essential:

• Process paperwork provided by law enforcement officer or the courts for new inmates or youth; verify information on booking forms; obtain signatures; oversee telephone usage; obtain photographs; inventory and securely process property and money for safekeeping.
• Gather and enter inmate or youth information into computerized booking system; prepare and route computer-generated booking; complete files, logs, charts and other documents associated with jail or juvenile detention facility booking activities.

• Observe and assess the behavior of inmates or youth from a control room; monitor radio communications; and operate intercom and electronic door controls in routine and emergency conditions.

• Monitor inmates or youth on exercise yard from a controlled area; monitor and document inmates’ or youths’ recreational activities.

THE DEPARTMENT:

THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. • Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. Police Records Specialist

The Police Records Specialist is a civilian, non-sworn position responsible for performing essential and sensitive administrative work in maintaining Police Department records, criminal information, and court documents. This position requires strong computer and organizational skills and attention to detail when processing and maintaining various police records, reports, statistics, and other related materials. Police Records Specialists interact daily with Town personnel, other law enforcement agencies, and the public. They must operate with complete confidentiality, diplomacy, and tact.

Police Records Specialists staff the public counter at the Town's Police Headquarters and assist walk-in customers with completing various forms and applications and processing subpoenas, criminal complaints, citations, and warrants. Successful candidates in this position possess strong customer service and communication skills, a calm demeanor, and the ability to maintain composure when dealing with difficult, high-stress situations.

The incumbent may be assigned duties related to compliance programs and reporting, engineering projects, and capital projects, which may include project management, development and plan review, calculating fees, issuance of permits, maintaining plan files and engineering records, field surveys, site inspections, information gathering, data analysis, performing mark and locate functions, participating in surveying activities, or other areas as needed. This is a flexibly staffed classification. Positions in this class are normally filled by advancement from the class of Engineering Technician I, or when filled from the outside, require prior related work experience. The Engineering Technician I incumbent is expected to learn and be able to perform all duties and responsibilities of this classification. Advancement from level I to level II is based on the successful performance of the full range of level II job duties and the existence of an approved and budgeted level II allocation. The department may hire at either the I or the II level depending on the skills, certifications, and licenses held by the pool of qualified applicants.
