Recreation Supervisor (Aquatics and Fitness)

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

Responsibilities of the Recreation Services Supervisor include, but are not limited to:

•    Managing and supervising assigned operations to achieve goals within available resources; planning and organizing workloads and staff assignments; trains, motivates and evaluates assigned staff and volunteers; reviews progress and directs and implements changes as needed.

•    Providing leadership and direction in the development of short and long range plans; gathering, interpreting, and preparing data for studies, reports and recommendations; coordinating department activities with other departments and agencies as needed.

•    Providing professional advice to supervisors; making presentations to supervisors, boards, commissions, civic groups and the general public.

•    Communicating official plans, policies and procedures to staff and the general public.

•    Assuring that assigned areas of responsibility are performed within budget; performing cost control activities; monitoring revenues and expenditures in assigned area to assure sound fiscal control; preparing annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

•    Determining work procedures, preparing work schedules, and expediting workflow; studying and standardizing procedures to improve efficiency and effectiveness of operations.

•    Issuing written and oral instructions; assigning duties and examining work for exactness, neatness, and conformance to policies and procedures.

•    Responding to public inquiries about recreation programs made by telephone, correspondence, or during public meetings.

•    Preparing for publication a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding recreation programs.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.

DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

The City of Brisbane will be sponsoring up to four summer internships this year.  Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector.  You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. • Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

What You’ll Do

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.

THE POSITION

In managing and coordinating division service for large and complex capital projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain plan review as well as permitting and inspection processes. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements. They will also interpret municipal code related to right-of-way permitting and federal, state, and local regulations for utilities including storm water and water quality.

This is a Limited Term Contract Employee (LTCE) Position.  LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.  Regular employees have the right to apply for an LTCE position.   However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

Reviews, analyzes, and administers a variety of grants, contracts, and other agreements in support of District activities; monitors expenditures and charges against agreements; prepares fiscal status reports for management and prepares cost analyses.

Coordinates and facilitates workshops, meetings, and trainings on the technical application and interpretation of District programs, regulations and rules; makes presentations and develops supporting technical materials.

Prepares and presents staff reports to the District's Board of Directors, and/or sub-committees; conducts research and prepares and presents reports as assigned.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:

Staff Specialist I: Equivalent to a Bachelor's degree and two years of professional analytical experience.

Staff Specialist II: In addition to the above, two years of professional analytical experience.

Some positions may require more specialized education, training and experience.

The Assistant/Associate Engineer will help support efforts to accomplish short and long-term project deliveries, while sustaining the City’s mission, vision, and goals. The position is considered for the following field of interest:

• The Capital Improvement Plan (CIP) Division’s key assignments include planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related documents for a variety of capital improvement projects. Roles include project manager and construction manager, with duties that include leading coordination meetings, interfacing with construction contractors, outside engineering firms, construction inspectors, and other public agencies.
