The City of Thousand Oaks has an excellent opportunity for a motivated team player to provide analytical, technical assistance, planning, and project-level support to advance various initiatives related to infrastructure and asset maintenance and management, energy efficiency and renewable energy production, regulation tracking and reporting, water use, and reuse, and provide a variety of other programmatic support related to water and wastewater utilities within the Public Works Department.

We are seeking a collaborative self-starter to handle a range of responsibilities with competence and professionalism. The Assistant/Associate Analyst should demonstrate discretion and independent judgment, possess strong organizational skills, and have a proven ability to meet deadlines. The role requires handling sensitive issues with care and having excellent communication and interpersonal skills.

With additional experience, the Assistant/Associate Analyst may also provide analytic, technical, programmatic, and administrative support to a broader range of Public Works divisions, including stormwater quality and compliance, streets, fleet, and landscape maintenance, or potentially other divisions related to capital projects, engineering, transportation, and sustainability.

Primary responsibilities:   

• Assist with the day-to-day operations, activities, and programs of the Public Works Department, more specifically related to water and wastewater utilities
• Help lead the Department’s Asset Management efforts in overseeing over $2 billion in citywide infrastructure, including assisting in the development of Master Plans
• Provide administrative support to various Public Works operational divisions and locations
• Provide staff assistance to Public Works management and supervisory staff; provide staff support to a variety of committees, prepare and present reports and other correspondence as necessary
• Plan, coordinate, implement, promote and oversee assigned programs and projects for various groups including water distribution, wastewater collections, wastewater pre-treatment, industrial waste, and wastewater treatment
• Assist with the citywide budget process and budget monitoring activities
• Coordinate with other agencies on collaboration, best practices and new initiatives
• Prepare and present technical and staff reports for Department, Council, and other stakeholders
• Analyze and interpret data to determine operational needs, identify solutions to address the needs, and provide recommendations
• Conduct operational-related research, studies and surveys for energy, water, and wastewater
• Assist in researching, soliciting, negotiating, implementing, and monitoring assigned contracts and agreements with service providers; ensure work complies with contracts and agreements
• Assist in the planning and coordination of assigned projects from start to finish and ensure efficient management of multiple project plans to meet deadlines
• Work independently and as a valuable team player on special projects by organizing, researching and coordinating information and requirements; planning, arranging, and meeting schedules
• Coordinate the design and implementation of public meetings and events, including community outreach
• Organize meeting information, prepare materials, and facilitate when required 

The City of Simi Valley is looking for a dedicated, service-oriented, collaborative team leader in the Sanitation Services Division of the Public Works Department. The Plant Operations Supervisor leads and supervises Wastewater Treatment Plant Operations and is responsible for assigning and performing routine and complex work assignments. Positions in this classification rely on experience and judgment to perform assigned duties. Assignments are given with general guidelines from the Chief Plant Operator and incumbents are responsible for establishing realistic priorities, objectives, timelines, and methods for assigning and completing assignments. 
 

Details:

• Regular full-time position, alternating 9/80 work schedule with Monday or Friday off
• Salary range: $40.93 - $52.48 hourly (based on qualifications)

Qualifications for consideration:

  • Four years of wastewater treatment plant operations experience including one year of administrative or lead supervisory responsibility.
  • Possession of an appropriate, valid State of California Grade V Wastewater Treatment Operator certificate.
  • Possession of, or ability to obtain, an appropriate, valid driver’s license.

We are seeking a knowledgeable Mechanic I/II with hands-on automotive experience to join our Public Works Maintenance Division. Ability to hire at Mechanic I or Mechanic II level based on relevant experience. Under supervision (Mechanic I) or general supervision (Mechanic II), participates in the more complex and difficult work of staff responsible for maintaining and repairing City vehicles and equipment; maintains and repairs gasoline, diesel powered, compressed natural gas (CNG), and electric automotive, heavy and light construction, and other power-driven equipment; and to perform a variety of technical tasks relative to assigned areas of responsibility.

Details:

• Salary range for Mechanic I $23.28 - $29.73 hourly with Excellent Benefits
• Salary range for Mechanic II $29.07 - $37.11 hourly with Excellent Benefits
• Full-time regular position, the schedule consists of a 4/10 work schedule 

Minimum Qualifications for consideration are:

Education:

Equivalent to the completion of the twelfth grade supplemented by specialized training in mechanical repair or a related field.  

Experience:

Mechanic I: One year of experience performing minor and major equipment repairs.

Mechanic II: Two years of experience performing minor and major equipment repair duties including experience in the maintenance of both diesel and gas powered equipment.

License/Certificate:

Possession of, or ability to obtain within six months of employment, a valid California Class A driver’s license with Passenger Endorsement. Possession of ASE certifications are desirable.

Description

Maintenance Worker Lead: This is the lead level class in the maintenance series. Exercises technical and functional supervision over staff engaged in maintenance and repair activities. Salary $53,531.42 - $69,181.61 per year ($25.740 - $33.261 per hour) DOQ

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
•  Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required
