WHAT YOU WILL DO

The Transit Manager is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, the Transit Manager is responsible for the management, supervision and participation in the daily operations of the Transit Division. The incumbent can expect to be involved in the daily operations, division’s budget, capital and grant-funded development projects, and a wide variety of administrative, research and analytical duties in support of assigned department.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Plans, prioritizes, assigns, supervises, reviews and participates in the daily operations and staff work of the Transit Division, participates in budget development and administration, and selects, trains and evaluates personnel.
• Establishes schedules and methods for providing transit services, schedules drivers and ensures coverage of shifts, coordinates maintenance and allocation of vehicles, provides safety training, and responds to accidents and incidents, conducts investigations, and takes corrective actions.
• Coordinates transportation needs for schools and special events, coordinates transit activities with other divisions and agencies, and performs customer relations tasks, including answering questions and issuing passes.
• Develops and implements goals, objectives, policies and priorities for the Transit Division, ensures compliance with established policies and procedures, and works with local businesses to promote transit services.
• Conducts research, analyzes data and prepares reports to support decision-making, provides staff assistance to higher-level management, identifies opportunities for service improvement, and recommends changes and improvements to standards and procedures.
• Participates in committees and prepares reports, represents the City at various meetings and events, attends professional group meetings to stay informed about industry trends.
• Perform related duties as required.

The Yuba County Probation Department is seeking to fill a full-time Correctional Technician position at its Youth Detention Facilities. Working under general supervision, the Correctional Technician is responsible for monitoring video and audio systems to maintain the safety and security of both youths and staff within the secure detention areas. Additional responsibilities include performing various technical and clerical tasks related to the intake and release process for juveniles at the Tri-County Juvenile Hall and Maxine Singer Youth Guidance Center, inputting relevant data into the booking system, documenting observations of juveniles, providing public reception and assistance, and other related duties as assigned.

EXAMPLES OF DUTIES:

Essential:

• Process paperwork provided by law enforcement officer or the courts for new inmates or youth; verify information on booking forms; obtain signatures; oversee telephone usage; obtain photographs; inventory and securely process property and money for safekeeping.
• Gather and enter inmate or youth information into computerized booking system; prepare and route computer-generated booking; complete files, logs, charts and other documents associated with jail or juvenile detention facility booking activities.
• Participate in monitoring safety and security of the staff, inmates, juveniles, visitors and facility; notify appropriate staff of any incidents, problems, or suspicious behavior.
• Observe and assess the behavior of inmates or youth from a control room; monitor radio communications; and operate intercom and electronic door controls in routine and emergency conditions.

The City of Auburn is seeking a dedicated and proactive law enforcement professional to serve as the Chief of Police.

This position will lead our dedicated department and be instrumental in guiding our department through today’s and tomorrow’s challenges. The City has 85 full-time employees serving 14,000 residents. The APD is a team of 24 sworn officers and 11 professional staff providing patrol, investigations, 911 dispatch and other law enforcement services. The department has an annual operating budget of roughly $6 million.

What You Will Do

The Chief of Police is responsible for the planning, administration and operation of the APD under general administrative direction. Upon hire, the incumbent can expect to work closely with the City Manager, City Council, Placer County and community leaders to further learn, understand and address community public safety issues.

APD utilizes the Community-Oriented Policing philosophy and the Problem-Oriented Policing strategy to better serve the community. This includes serving with the Community Advisory Council and Community Action Team to connect with those who live, work and play in Auburn. The APD team works closely with the Placer County Probation and Health and Human Services departments, along with other groups within our community, to address those in the community experiencing homelessness.

Under general supervision, the Lead Intelligence Analyst will play a key role in guiding and overseeing a team of Intelligence Analysts. About The Agency

The Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA) is seeking a Lead Intelligence Analyst. The NCRIC/NCHIDTA fusion center is located at the Phillip Burton Federal Building, 450 Golden Gate Avenue, San Francisco, CA. Most Lead Intelligence Analyst positions are in San Francisco. Positions may become available at off-site locations within the area of responsibility. The hours of service are Monday through Friday, 7:00 a.m.- 6:00 p.m. Personnel assigned to the position may work 4 days a week with 10-hour days.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education equivalent to a Bachelor's Degree in Behavioral Science, Statistics, Mathematics, Quantitative Analysis, Information Management, Criminal Justice or a related field; and

Three (3) years of experience involving crime data collection, statistical research and analysis, and working with criminal intelligence automated systems design and implementation.

Licensure/Certification: Possession of or acquisition of a valid certification in Crime and Intelligence Analysis within twelve (12) months of appointment or other training certification that demonstrates qualifications that meet or exceed competencies identified in the Global Justice Information Sharing Initiative, Law Enforcement Analytic Standards Booklet, 2nd Edition: Law Enforcement Analytic Standards (ojp.gov) , and the Common Competencies of Intelligence Analysts, 1st Edition: Common Competencies for State, Local, and Tribal Intelligence Analysts (ojp.gov)

THE JOB

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel, focusing on areas such as land development, human resources, tort litigation, and labor negotiations. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to a strong Chief Assistant/Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant/Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively. The Deputy City Attorney will also work with departments to draft and review contracts, agreements, and other legal documents for daily operations, provide legal support and guidance on PRAs, and conducts legal research and prepares reports or memoranda, and make recommendations to the elected City Attorney. This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

Deputy City Attorney I/II

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the Cit. It is anticipated that that a key role of the new attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also representing and consulting with other client departments.
• Reviews staff reports and advises staff on complex and controversial legal matters.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments.
• Represents the City at various City Council, commission and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative proceedings.
• Represents the City in arbitration hearings.

Assistant City Attorney and Chief Assistant City Attorney
Both classifications are executive management positions under the general direction and supervision of the part-time elected City Attorney. There is a high level of direct communication, coordination, and collaboration with the City Manager and two Assistant City Managers. Both classifications would be part of the City’s executive leadership team and support the City Manager’s Office directly.

Assistant City Attorney

Executive & Operational Management

The Assistant City Attorney focuses on delivering and overseeing the City’s legal services and providing direct legal support to City departments and City staff. 

Both the Chief Assistant City Attorney and City Attorney perform all of the traditional legal duties found in municipal legal operations such as, but not limited to:

• Ability to act as Acting City Attorney when part-time elected City Attorney is not available.
• Perform legal research; review and apply laws, rules, cases and ordinances; and prepare opinions on various legal issues.
• Proactively identify legal risks and develop strategies to reduce and manage those risks.
• Coordinate and supervise the work of outside counsel engaged by the City for special legal issues and litigation matters.
• Negotiate and draft and/or approve contract forms, complex contracts, deeds, leases and other legal documents and instruments.
• Prepare complex and routine opinions; advise City Council and staff regarding proposed courses of action and City policy.
• Represent the City at various City Council, board, and commissions meetings and in court as assigned, and render legal advice on agenda items.
• Represent the City in civil and some criminal matters in both state and federal courts and in administrative proceedings.
• Supervise, train and evaluate assigned staff attorneys and support staff.

The Chief Assistant City Attorney also manages the responsibilities outlined in the Assistant City Attorney and additionally handles the most complex legal issues in partnership with the City Manager and in support of the part-time elected City Attorney. The Chief Assistant City Attorney acts as a key advisor and strategic partner to the City Manager, and at times the City Council. The Chief Assistant City Attorney functions with a high level of executive level autonomy and independence.

  • Assistant City Attorney: 6 years of progressively responsible experience in municipal law.
  • Chief Assistant City Attorney: 8 years of progressively responsible experience in municipal law plus 2 years of responsible management and administrative experience.

The City of Brisbane is currently recruiting Police Officer candidates at the Academy Graduate and Lateral level.  Police Officers are responsible for performing a wide variety of law enforcement duties involving the prevention of crime, protection of life and property, and the enforcement of laws and ordinances; control traffic flow and enforce state and local regulations; perform investigative work and other related police work assignments.  Duties and hours will vary with assignments.  A full job description is available online at www.brisbaneca.org.

The Brisbane Police Department strives to meet the expectations of our citizens and preserve their quality of life by working under the Community Oriented Policing and Problem Solving (COPPS) strategy, partnering with the community to solve problems.  Our dedicated staff consists of 13 sworn positions reporting to our Chief of Police.  Specialty assignments include School Resources Officer, Traffic Officer, Detective and North County SWAT.

Qualifications:

For all candidates:

1. Minimum 21 years of age

3. Graduation from an accredited or approved U.S. high school or equivalent
4. Possession of California Driver’s License and able to maintain satisfactory driving record
5. Able to meet POST standards of adequate physical stature, endurance and agility.
6. Free from felony convictions or domestic violence convictions

Academy Graduates:  Possess a certified POST Basic Course Completion Certificate of at least 800 hours issued within the past three years.

Academy Attendee:  Currently enrolled in a POST Basic Academy of at least 800 hours as a “non-affiliate.”  (Must successfully complete academy to be appointed)

Lateral Candidates:  Completion of POST approved Basic Academy and actively employed by a California Law Enforcement Agency as a Peace Officer within the past 12 months, has successfully completed probation, and possesses a POST Basic Certificate of at least 800 hours. 

SALARY:  $9,343.57 - $9,810.74 - $10,301.26 - $10,816.32 - $11,357.14 per month. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays.

SELECTION PROCESS:

Applications will be screened for completeness.  After an initial screening of applications, those applicants that meet the minimum qualifications and appear to best meet the Department’s need will be invited to participate further in the recruitment process and will be contacted for an oral panel interview.   Candidates must receive a score of 70% or higher on the oral interview exam to be placed on the initial eligibility list.  A limited number of candidates from the eligibility list will be invited for an interview with the Police Commander and Police Chief.  Depending upon the number of candidates in each recruitment set, this process may be altered.    After a mutual interest has been established, a thorough background investigation will be conducted, including fingerprinting and a polygraph.  Upon successfully passing the background investigation, candidates must successfully complete a psychological evaluation, a medical evaluation, and provide proof of legal right to work in the U.S. prior to appointment.  The Police Chief will make the final recommendation for appointment.
