A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

• Salary: $6,681 - $8,612 per month.

Position Description

The Administrative Analyst II is the journey level class in the Administrative Analyst series in which incumbents are expected to perform the full scope of assigned analytical duties. This position will perform responsible professional administrative support to the City Manager’s Office and City Council, including, but not limited to, conducting analytical studies of administrative and operational issues, direction and/or coordination of administrative operations; managing and coordinating complex and sensitive special projects. The position receives direction from the City Manager or designee and may exercise direct supervision over subordinate professional, technical or clerical staff.  Work may require travel, attendance at meetings, and occasional irregular hours, including early morning and evening meetings.

The Ideal Candidate

The ideal candidate is a customer service-oriented team player with experience in local government operations, who can work independently in the absence of supervision. The successful candidate will have demonstrated experience providing high-level administrative and analytical support managing special project assignments. This position requires experience planning and coordinating highly visible public events, such as the Contra Costa County Mayors’ Conference, community receptions (e.g. Volunteer Appreciation event), ribbon-cutting ceremonies, and community festivals (e.g. Light Up the Night holiday event). The ideal candidate will also have experience overseeing and coordinating commission and board appointments for the City Council and may serve as a staff liaison to a commission.

Preferred qualifications include experience serving as a Deputy City Clerk; social media management, such as Instagram, X, and Facebook; drafting articles for the City newsletter; supporting Economic Development, such as conducting research and analysis for special projects; conducting outreach to local businesses; assisting business owners with City processes and grant funding opportunities; and representing the City at local and regional agency meetings, workshops, and events.

• Experience: Must have three (3) years of progressively responsible administrative and analytical experience preferably in a municipal government setting at the Analyst I level. Supervisory experience is desired.

• Education: Graduation from an accredited four-year college or university with major coursework in public administration, business administration or related field.

Position Duties

 

Public Information Manager – Environmental Services Department

The Environmental Services Department (ESD) is seeking an experienced communicator with a diverse skillset to lead the Communications Division. 

The Environmental Services Department’s mission is to deliver world-class utility services and programs to improve health, environment, and economy. ESD manages garbage and recycling services; watershed protection and pollution prevention; municipal drinking water and recycled water; sustainability initiatives; and the operation and infrastructure improvements of the San José-Santa Clara Regional Wastewater Facility (RWF). It is one of the largest City departments with about 600 staff members, a $470M operating budget, and a $2B 30-year RWF Capital Improvement Program. ESD also partners with other City departments including Transportation and Public Works to provide sewer and storm services to residents and businesses.

The Public Information Manager leads a team of 11 full time employees, to develop and implement a range of communication strategies and messages related to all the utility programs and services across the department including public awareness and behavior change outreach campaigns, regulatory compliance, rate noticing, and emergency/crisis communications. The Public Information Manager is responsible for internal and external communications.

Typical duties include but are not limited to:

• Align messaging with ESD’s program needs, develop and execute internal and external communication plans, including implementing communication/media strategies, marketing efforts, rate noticing, and educational resources;
• Manage and develop communication strategies for department senior leadership and ensure the alignment of communication plans and messaging with ESD and City goals and objectives;

The ideal candidate has excellent verbal and written communication skills, strong interpersonal skills, and experience in community outreach and stakeholder engagement. The ideal candidate will have substantial experience developing and executing communication plans using a wide range of appropriate tactics including traditional and new media. Creativity, good judgment, initiative, and the ability to build strategic partnerships within the City and with other stakeholders, including media, are essential.

Salary Information

The annual salary range for this classification is:

$156,849.42 – $191,978.02

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

 

Minimum Qualifications

 

Education: A bachelor’s degree from an accredited college or university in journalism, mass media communications, public relations, public information, advertising, or marketing or a closely related field.

Experience: Six (6) years of increasingly responsible journalism, mass media communications, public relations, public information, advertising, or marketing experience or experience in a closely related field, including three (3) years of supervisory experience.

Licensing Requirements: Valid California Driver’s License may be required.

Form 700 requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

Role description

The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking an experienced, dependable, and strategic Deputy Chief Maintenance Officer (DCMO) of MOW Operations. The DCMO will provide high level leadership and strategic oversight for three functional units responsible for critical maintenance of all transit assets and infrastructure; Mechanical Infrastructure (comprised of Cable Car Track, Cable Car Propulsion, Light Rail Track, and Mechanical Systems), Electrical Infrastructure (comprised of Motive Power, Overhead Lines, Signals and Digital Systems) and Facilities Maintenance (comprised of Custodial Operations, Building Systems Maintenance, Skilled Trades, External Program Support and Shelter Platform and Maintenance). This position directs the work of Senior Operations Managers of these units and provides leadership across a workforce of maintenance professionals spanning multiple technical classifications. The ideal candidate is highly self-motivated, professional, with extensive experience working at a large transit agency with both rail and trolley vehicles.

Under the direction of the Chief Maintenance Officer (CMO), the DCMO, stewards the agency’s fixed-guideway infrastructure integrity and drives operational excellence through comprehensive planning, performance management, and analytical decision-making. Leads the development and execution of complex, high-impact programs that ensure safe, reliable, and high-quality transit infrastructure in support of SFMTA’s multimodal operations. The DCMO advises and reports to the CMO on the state of critical guideway systems. The DCMO works closely with SFMTA engineering and project delivery stakeholders on capital projects, including review and recommendations related to all aspects of the projects. The DCMO provides direction on emergency response and resolution strategies for critical infrastructure incidents. The DCMO may be called upon to act on behalf of the CMO during their absence and cover the operational needs of the MOW section.

The DCMO oversees the implementation of robust preventive and corrective maintenance programs and provides strategic direction to MOW functional units Senior Operations Managers. The DCMO ensures all standard operating procedures and regulatory requirements are upheld and serves as representative to regulatory bodies and key stakeholders, including the California Public Utilities Commission (CPUC), Federal Transit Administration (FTA), Pacific Gas & Electric (PG&E), and San Francisco Department of Public Health (SFDPH).

The MOW section of the SFMTA Transit Division directly oversees the fixed guideway infrastructure to ensure smooth and safe operations of our rail and trolley-bus lines. MOW is comprised of three functional operation units (Mechanical Infrastructure, Electrical Infrastructure, Facilities Maintenance) as well as Engineering, Compliance and Administration units. Together these teams directly support four of the five SFMTA transit modes including trolley bus, light rail, historic streetcar, and cable car. The mission of the SFMTA Transit Division is to provide safe, reliable, clean, efficient, accessible, and convenient public transportation to any destination in San Francisco. The SFMTA Transit Division’s Maintenance of Way (MOW) Section is seeking a Senior Operations Manager, Mechanical Infrastructure (Mechanical Infrastructure SOM). The Train Control Upgrade Project (TCUP) is an SFMTA capital project which invests in the Muni Metro rail system by replacing the nearly 30-year-old Automatic Train Control System (ATCS) in the subway with a new Communications-Based Train Control (CBTC) system. Under the general direction of the Train Control Upgrade Project Lead Engineer, the Senior Signaling Engineer leads the signaling design section of the SFMTA owner’s engineering team. The Senior Signaling Engineer assists the Train Control Upgrade Project Lead Engineer with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager and Lead Engineer for reviewing technical submissions from the Train Control Supplier, Hitachi Rail, to ensure that the submitted design meets the SFMTA’s objectives for the project, conforms to all applicable SFMTA, state, local, and federal technical regulations, and complies with the technical standards identified in the Train Control Supplier Contract.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology supplier (Hitachi Rail) and other firms providing installation, construction support, technical expertise, and professional services. The Senior Signaling Engineer will act as a senior reviewer of technical documentation from the project contractors, perform technical coordination between the department and Supplier, and produce technical documentation on behalf of SFMTA in response to Supplier RFI’s and inquiries.

In addition, the Senior Signaling Engineer will liaise with SFMTA Subject Matter Experts (SMEs) to obtain their input, and using engineering judgment, develop requirements or evaluation criteria that ensure that the needs expressed by SFMTA SMEs are met. The Senior Signaling Engineer will supervise junior SFMTA engineers and consultants on the team in order to meet these objectives.

As a senior SFMTA technical representative, the Senior Signaling Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

• Supervises assistant and associate engineers as the senior member of the SFMTA signal engineering team;

• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Supports engineering surveys in preparation for train control project design; directs and supervises supporting work by SFMTA and other City departments as well as contractors to prepare field surveys of railway and communications infrastructure relevant to the project;
• Participates in train control system testing and assists the project QA team in assessing the quality of installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Communicates with the CBTC System Supplier and/or Installers for technical support as needed to address system issues under warranty;
• Works with the CBTC System Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished onboard train control system meets operations and maintenance needs and works within their stated constraints;

The salary range listed above reflects the full compensation potential for this position. Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The County of San Mateo's Sheriff's Office Forensic Laboratory, which is accredited by the ANSI National Accreditation Board in both Testing and Calibration, is seeking to fill a Criminalist I/II position within its Forensic Biology and DNA Section, which includes participation in crime scene examination.

The Forensic Laboratory was constructed in March 2003 and is located in San Mateo, California. It is managed by a civilian Laboratory Director who is currently supported by three Supervising Criminalists, one Legal Office Services Supervisor, 28 Criminalists and interns, two Legal Office Specialists, and two Property Officers. The Criminalist will report to a Supervising Criminalist and will analyze evidence seized in the course of criminal investigations, providing laboratory analysis and expert witness testimony in the areas of serology and DNA analysis. They may participate in validation studies of new technology and methods for use in casework, cold case investigations, internal audits, and guiding our intern program. Also, on a rotational basis, they will respond with a partner to investigate crime scenes for homicides and officer involved critical incidents. The ideal candidate will:

• Be an experienced Forensic Biology/DNA analyst dedicated to staying abreast of changes within the forensic industry.
• Have experience in biological screening, DNA extraction, quantitation, amplification, and typing.
• Have a minimum of a bachelor’s degree in a chemical, physical, or biological science or forensic science.
• Have successfully completed a minimum of 12 semester or equivalent credit hours from a combination of undergraduate or graduate coursework covering the subject areas of biochemistry, genetics, molecular biology, statistics and/or population genetics.
• Have a minimum of three years of forensic DNA laboratory experience, which includes examining, collecting, and analyzing biological fluids, contact DNA, and other biological evidence collected from crime scenes.
• Be experienced in using a wide variety of equipment and instrumentation including alternate light sources, centrifuges, microscopes, DNA extraction robots, liquid handlers, thermal cyclers, and genetic analyzers.
• Have courtroom testimony experience.

There is currently one vacancy in the Sheriff’s Office. Depending on qualifications, the vacancy may be filled at the Criminalist I or Criminalist II level.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Examine and identify biological fluids such as blood, saliva, and semen.
• Perform microscopic examinations to identify biological cells.
• Perform DNA extractions.
• Perform quantitation of DNA extractions.
• Perform PCR amplifications.
• Analyze, interpret, and provide statistical significance to DNA typing results (including simple and complex mixtures).
• Prepare evidence for presentation at court and testify as an expert witness on the results of laboratory analysis.
• Engage in crime scene examination of major crime scenes; identify, document, and collect physical evidence.
• Participate in an on-call rotation to respond to major crime scenes; approximately a one-week duration every eight weeks.
• Take photographs.
• Participate in public relations activities such as conducting tours of the Laboratory and speaking to various interested groups.
• Care for and maintain laboratory equipment and instrumentation.
• Perform related duties as assigned.
