THE POSITION

The City of Rocklin is hiring Academy Graduate Police Officers to join the Rocklin Police Department. Academy Graduate Police Officers will join the department and begin an 18-month program to earn their Basic POST certificate. An example of duties that an Academy Graduate Police Officers will perform under close supervision are:

• Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.

• Performs related duties as assigned.

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. MINIMUM REQUIREMENTS

Typical duties and responsibilities include the following:

Airside Operations:

• Respond to emergencies, distressed or disabled aircraft, hazardous materials spills, wildlife or other airfield accidents or incidents

• May perform airfield inspections and other operations duties in support of airside.

• Coordinates cleanup efforts, prepares detailed informational and operational reports related to safety/security incidents, injuries and accidents.

• Use vehicle to patrol the airfield to inspect and observe aircraft, tenants, perimeter fences, gates to ensure compliance with applicable regulations and act to correct deficiencies.

Terminal Management / Customer Service:

• Coordinate common use resources (gates, remote parking, ticket counters, bag belts) to maintain safe, efficient day to day operations.

Airport Operations Center:

• Monitors the Airport's CCTV, Access Control, Fire Monitoring System, Building Management and Baggage Handling Systems. Coordinates appropriate responses.

• Monitors and utilizes all Airport and public safety radio frequencies.

• Performs passenger paging and other customer service functions throughout the facilities.

• Coordinates internal Airport/Tenant communications via radio, telephone etc.

In addition, the Senior Airport Operations Specialist will be required to multi-task and utilize various computer programs within each section of Airport Operations including Access Control System, Resource and Gate Management systems, Internet Protocol Television (IPTV). The Senior Airport Operations Specialists will also be expected to manage multiple phone lines and radio channels to coordinate airport activities within the AOC and perform a variety of general clerical duties such as: filing, preparation of records, forms, and other pertinent documents.

Other duties the Senior Airport Operations Specialist may be assigned include but are not limited to; compiles data, prepares reports, completes necessary and required forms and oversees recordkeeping to provide top-notch customer service to business stakeholders and the traveling public. POSITION

Supervise, plan and coordinate the functions of the Laboratory, Industrial Wastewater Pretreatment Program (WPP), and related environmental compliance programs.  Performs and reviews analysis of potable water, wastewater, stormwater and related materials. Ensures sampling, monitoring, testing, reporting, WPP, and other environmental compliance programs comply with Federal, State and local requirements for potable water, wastewater and stormwater utilities.  The purpose of this recruitment is to fill a current vacancy in the Public Works Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate for the Laboratory Supervisor position will have experience working in a wastewater or water laboratory, with knowledge of State, Federal and Local regulation and rules. This person will be familiar with water, wastewater, storm water, industrial pretreatment and related programs, and have a laboratory background in chemistry and microbiology as it applies to water, wastewater, stormwater, industrial pretreatment compliance programs.  In addition to meeting the minimum requirements of the position, the Ideal Candidate will be an independent thinker who is well organized, has excellent communication skills (written and oral), and good time management skills.  Previous supervisory experience is very desirable as this position will be responsible for supervising, mentoring and counseling division staff and programs as necessary.

 

ESSENTIAL JOB FUNCTIONS

Plan, program and supervise monitoring, sampling, and testing to ensure WPCF processes, potable water production, potable water distribution, and stormwater runoff comply with State and Federal standards. Supervise and coordinate laboratory quality assurance and quality control programs; develop new methods of laboratory analysis consistent with Federal and State guidelines. Work with and direct outside labs or environmental firms on water quality matters. Plan, program and supervise the goals and objectives of the Industrial Wastewater Pretreatment program. Coordinate pretreatment program activities for the Sanitary Sewer Management Plan and Stormwater NPDES Phase II permit. Review and approve quarterly and annual pretreatment reports. Interpret and enforce regulations related to pretreatment, wastewater collection and stormwater collection. Prepare detailed draft budgets, assist in preparation of final budgets and administer adopted budgets. Monitor legislation and make recommendations concerning compliance issues related to potable water, wastewater, stormwater, pretreatment and related programs. Compile, sign and submit monitoring and compliance reports to appropriate State and Federal Agencies. Perform advanced analysis on data to provide information for decision making. Represent the City on routine basis with State and Federal agencies, and other public bodies. Participate in professional groups and committees and with the general public regarding potable water, wastewater and stormwater, pretreatment and related programs. Participate in the hiring, training, supervision and evaluation of subordinates. Regular and consistent attendance. 

 

OTHER JOB FUNCTIONS

Assist with studies to audit and improve plant operations; conduct and assist with tours and regulatory inspection; respond to questions and requests from the general public. Ensure laboratory and pretreatment shop are maintained in a safe, clean and orderly condition. Ensure that maintenance, repair and calibration of laboratory and pretreatment equipment complies with process safety manual and manufacture recommendations. Observe safe work methods, practices and precautions; use appropriate safety devices and equipment in accordance with laboratory and pretreatment standard operating procedures. Plan safety and training programs and ensure that safety precautions and regulations are adhered to by subordinates. Perform related duties as assigned.

 

QUALIFICATIONS

Education: Bachelor of Science degree with major course work in chemistry and biology or a closely related field.

Experience:  Two (2) years of experience conducting chemical or biological laboratory analyses including two (2) years of experience performing laboratory analysis of water, wastewater or stormwater. Two (2) years of increasingly responsible experience in pretreatment and environmental compliance desirable.

License and Certificate:  Required upon hire, possession of a valid California Driver's License.  Possession of a current California Water Environment Association Grade II.  Laboratory Analyst certificate within 18 months of appointment.  Possession of a current California Water Environment Association Grade I Environmental Compliance Inspector certificate is desirable.

The City of Dixon is looking to fill a position for a Streets & Streetscapes Maintenance Supervisor in the Public Works Department. This individual will plan, organize, monitor and supervise the work of maintenance personnel as assigned to the Public Works Department; and will perform a variety of technical tasks relative to Street and Streetscapes Maintenance.

This class is a full, first-line supervisory level in the maintenance series. Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training and experience will be invited to participate in a written exam and an interview process (weighted 100%). The most qualified candidates from this process will be placed on an employment eligibility list. Note: the examination process may be changed as deemed necessary.

The City of Rocklin is excited to announce a recruitment for Police Officer Trainees. The City will be hiring recruits to send to the Police Academy.

Applicants are advised to read the entire job posting and follow all directions to ensure a complete application. 

The successful candidates will be hired as a Police Officer Trainee and must successfully complete a twenty-four (24) week P.O.S.T. Basic Course Police Academy. The academy is not a live-in academy and the selected candidate must be able to commute to the academy location daily.

Upon satisfactory graduation from a P.O.S.T. Basic Course Police Academy, a Police Recruit meeting the requirements of the Police Officer classification shall be advanced to the career classification of Police Officer.

Candidates must pass a thorough background investigation to be considered for this position. Candidates must be 21 years of age at time of academy graduation. Candidates must be legally authorized to work in the United States under federal law. Candidates must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation.

Examination Process:

1. Application Review

All applications submitted will be reviewed for minimum qualifications. Applicants who meet the minimum requirements will be moved forward to the next step of the examination process. Be sure to submit all required documents and complete the entire application. Resumes are not accepted as an application; you must complete the online application to be considered. 

2. PELLET-B Written Exam and Physical Agility Test

Candidates who meet the minimum qualifications for the Police Officer Trainee will be invited to participate in the PELLET-B Written Exam and the Physical Agility Test. These exams are tentatively scheduled for June 29, 2024. 

PELLET-B

All candidates must either submit a PELLET-B score dated June of 2023 or later or must participate in the City of Rocklin's test administration. 

If you have already taken the PELLET-B within the past year, you may submit your PELLET-B score with your application. 

Physical Agility Test
 

The City of Rocklin does not accept physical agility scores from other agencies. You must participate in and pass our agility test to advance in the selection process. The Physical Agility Test includes a 99 yard obstacle course; a fence climb - both a six (6) foot solid fence and six (6) foot chain link fence will be assessed, a body drag of a 165lb dummy approximately 32 feet, and a 500 yard run. 

3. Structured Oral Examination

The top candidates that successfully pass both the written and physical ability examinations may be invited to participate in an oral panel interview. 

DEFINITION
Under immediate supervision, actively participates in the Commission on Peace Officer Standards and Training (POST) prescribed police training academy; performs all related learning and testing activities in preparation for the Police Officer classification; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Receives immediate supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS
This is the non-sworn, entry-level classification in the Police Officer class series responsible for learning and becoming proficient in the understanding of law enforcement tasks, policies, procedures, and standards. Upon successful completion of the police academy training program, incumbents may be appointed to the sworn classification of Police Officer.

This class is distinguished from the Police Officer classification in that the latter is the sworn, journey-level class in the series that has responsibility for preserving public peace, protection of life and property, prevention of crime; and enforcement of all laws.

 

Examples of Duties

ESSENTIAL DUTIES
Duties may include, but are not limited to the following:
 

• Attends the police academy and actively participates in all studies, assignments, and tasks.
• Completes all required assignments, tests, and follows all instructions relative to the academy curriculum and behavior.
• Develops proficiency in criminal law, arrest and control techniques, use of firearms report writing, vehicle operation, first aid and CPR, narcotics identification, crowd control, court room demeanor, public relations, patrol procedures, physical conditioning and training, and any other subjects included in the academy.
• May perform other administrative assignments.
• Performs related duties as assigned.

 

Minimum Qualifications

QUALIFICATIONS
Knowledge of:

• Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
• The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
• Modern equipment and communication tools used for business functions and program, project, and task coordination.
• Computers and software programs (e.g., Microsoft software packages) to conduct, compile, and/or generate documentation.

Ability to: 

• Comprehend, retain, interpret, and apply information learned in a classroom setting.
• Read and understand laws, ordinances, rules, regulations, and procedures.

• Maintain accurate records and prepare clear reports and other written materials.

Education and Experience
Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution in criminal justice, police science, business or public administration, or a closely related field prior to entering the police academy.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform heavy to very heavy physical work while wearing personal protective equipment; the ability to operate a motor vehicle to respond to calls for emergency service; vision to read printed material, view gauges, and view a computer screen; hearing to distinguish various sounds and radio communications; speech to communicate in person, over the telephone or radio, and project voice when necessary; strength, stamina, and mobility to traverse uneven terrain, including climbing and descending ladders, stairs, and other temporary or construction access points; finger dexterity to operate standard office equipment and access, enter, and retrieve data using a computer keyboard or calculator; and the ability to occasionally lift, carry, push, and pull materials, objects, and individuals more than 100 pounds to perform the required job functions. ENVIRONMENTAL CONDITIONS
Employees primarily work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and frequently may be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibrations, mechanical and/or electrical hazards, and hazardous chemical substances and fumes. Employees may interact with upset individuals in interpreting and enforcing departmental policies and procedures. The duties of this class are performed in an environment with exposure to emergency situations, mentally ill individuals, and persons potentially infected with communicable diseases.

WORKING CONDITIONS
Must be 21 years of age at time of academy graduation. Must be a United States citizen or have the current legal right work in the United States. Incumbents must pass a thorough background investigation.

All City of Rocklin employees are designated as Emergency Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or City.
