The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

You will work to support community steering committees and other community partners determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. Planning, Policy, and Sustainability Division: Transportation Planning & Policy (Multimodal Planning)

This Associate Transportation Specialist position is in the Transportation Planning & Policy team. The position focuses on developing long-range multimodal transportation improvement plans (MTIPs) for planned growth areas in the city. An MTIP is a community-based transportation plan for a study area that builds upon past planning efforts, reflects the priorities of demographically diverse neighborhoods, and defines a path forward for implementing multimodal transportation improvements that address community needs and accommodate future growth. The position works with community members to identify strategies and infrastructure investments that provide safer, more affordable, and healthier mobility options for people of all ages and abilities.

This position reports directly to the Transportation Planning Manager and supervises one Transportation Specialist and interns. The position works directly with six staff in the Transportation Planning & Policy team. The position manages the Multimodal Planning function of the team to deliver MTIPs as well as oversee subsequent planning phases leading to the delivery of planned projects. Constructive, creative, and self-motivated, demonstrating a strong desire and skills to support transportation planning needed to achieve the Envision San José 2040 General Plan Goals and Policies are required. • Outside/Inside plant construction and project management experience and inventory management experience.

THE POSITION: The City Manager’s Office at the City of San Mateo has an opportunity for an intern to work on a number of projects. • Program Improvement. Research and prepare findings reports on the effectiveness of our volunteer and ESL City Government Academy programs. Identify best practices and ways to improve both programs to attract and retain more volunteers and participants.
• Age-Friendly Business Certification. Assist in administering a pilot program to promote and inform businesses about the City’s Age-Friendly Business program and certify businesses as “age-friendly”.
• Event Support Assistance. Provide on-site support to help special community events with registration, attendee questions, event setup and other work as needed.

DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.

• California development law, Town planning and zoning codes, California Environmental Quality Act and other applicable federal, state and local legislation.
• Techniques of negotiation.

Ability to:

• Demonstrate community relations skills; speak publicly and explain/interpret Town practices and objectives to the public, private agencies, and organizations as required.
• Prepare reports proposals and written materials of an analytical, budgetary, financial, technical and evaluative nature.
• Establish and maintain effective work relationships.
• Utilize computer equipment and software, including Microsoft Office Suite, and GIS.
• Attend meetings at various sites within and outside of the Town to inspect various work, building, or construction sites.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 25lbs.

EXPERIENCE AND EDUCATION

Experience:

One (1) year of experience in city or regional planning or a related field.  

Education:

A Bachelor’s degree in city planning, public administration, political science, geography, urban and regional studies, or a closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
