The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;
• Lead the development of SJCE standalone audited basic financial statements and SJCE financial statements in the City's Annual Comprehensive Financial Report;
• Prepare quarterly financial statements (unaudited);
• Facilitate external auditor inquiries for standalone financials, City Annual Comprehensive Financial Report, and Agreed-Upon Procedure engagements;
• Lead the preparation of quarterly financial statements (unaudited);
• Analyze the impact of GASB pronouncements on SJCE's financial statements and develop accounting practices to satisfy GASB pronouncements;
• Actively participate in the financial planning and forecasting for SJCE with particular focus on validating actual financial data, proposed assumptions, and general feasibility of projections in the current and upcoming fiscal years;
• Manage external auditor inquiries pertaining to SJCE standalone financial statements and City Annual Comprehensive Financial Report.

The Sheriff’s Activities League Executive Director plans, coordinates, recommends, develops, implements and evaluates goals, objectives, policies and procedures related to youth programs; provides leadership and coordination to community groups, public and private agencies, advisory boards and volunteers in planning and implementing programs; provides highly complex staff support to senior level management within assigned area of specialization. The Executive Director receives general direction from the assigned senior level manager and will exercise direct and indirect supervision over managerial, professional, technical and clerical staff, including consultants, and contract service providers.

Additionally, the ideal candidate will possess any combination of the following education and experience:

• A Bachelor's degree from an accredited college or university in public or business administration, management or a related field; or
• A Master's degree from an accredited college or university in public or business administration, management, child development, or a related field.
• Four to six years of progressively responsible administration or management experience in a Police/Sheriff Activities League or similar non-profit community service organization which includes experience working with a volunteer board.

As the Executive Director, your responsibilities will include:

• Planning, directing, monitoring, and evaluating the effectiveness of comprehensive county-wide services and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Directing, coordinating, and participating in the development and implementation of program goals, objectives, policies, procedures, and priorities that balance both mandated services and community needs.
• Acting as a liaison between the Sheriff and executive staff, advisory boards, the SAL Board of Directors, and program staff to ensure adherence to policies and guidelines, and that programs receive adequate funding to maintain both mandated and expected levels of service.
• Maintaining effective working relationships with a variety of public and private organizations, including other county departments and agencies.
• Consulting with other program managers on relevant program issues; developing alternative strategies for addressing community needs related to youth and assisting in the implementation of solutions as necessary.
• Conducting or participating in negotiating contracts with outside vendors, consultants, or organizations; monitoring and evaluating the fiscal and legal liability of such contracts.
• Acting as an advocate and spokesperson in the community in support of SAL and its mission.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years of experience in a health, social or community services organization, including at least two years of significant responsibility for one or more of the following: program and budget development or coordination of community resources or program evaluation.

The Thousand Oaks Library is in search of a Library Assistant who will be a key player in the Technical Services of the Access Services Division. Primary Responsibilities:

  • Acquisitions: place orders with vendors, ensure orders are received physically and in Sierra, the Library Services Platform; resolve damaged items issues; manage canceled titles; find alternate vendors to fulfill the order. Liaise between vendors and staff to meet the needs of the library. 
  • Perform bookkeeping tasks to ensure invoices accurately reflect goods received; post weekly to update the Fund Report in the integrated library system. 
  • Perform copy cataloging of physical materials, including books, DVDs, or Spoken Word, following existing procedures based on industry-established cataloging standards to update bibliographic records.

Accounting Technician II 

$24.93 - $31.91 Hourly 

Full-Time

The Accounting Technician II is an advanced journey-level class responsible for the City's payroll processing, distribution, and required reporting, including records maintenance, management, and the preparation of payroll reports in accordance with union agreements and City, state, and federal rules and regulations.  Incumbents exercise considerable judgment in decision-making in day-to-day payroll operations.  Responsible for a full range of financial record-keeping transactions, including accounts payable, accounts receivable, utility billing, collection, and taxation.  Incumbents may be assigned various accounting-related responsibilities and are expected to perform more detailed non-professional accounting duties.  

Accounting Technician II is under general supervision, plans, organizes, and reviews the work of the Finance Department payroll and accounting section; performs the full array of para-professional accounting duties involved in the processing of payroll and the maintenance of the payroll system; reviews and reconciles payroll reports and prepares journal entries; provide information to departments and employees regarding payroll issues; performs point-of-capture data entry related to cash receipts and accounts payable transactions; prepares, processes and verifies bookkeeping entries affecting general and subsidiary ledgers; performs customer service functions with the public and/or accounts payable vendors both in person and over the phone performs other related duties as required. 

Receives general supervision from the Fiscal Manager.  Exercises technical and functional supervision over assigned office support staff.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

The Office of the City Attorney is committed to providing excellent legal services, consistent with the highest professional and ethical standards, to the City with the goal of protecting and advancing its interests in serving the people of San José. The Office is seeking a motivated individual with the ability to work independently and also in a team environment. This position is responsible for performing legal secretarial duties requiring both sound judgment and good technical skills. This is the advanced journey level class in the Account Clerk series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for leading and performing the full range of accounting clerical duties related to payroll, business licenses, accounts payable and accounts receivable. Employees at this level are required to be fully trained in all procedures and able to perform the full scope of duties of the Account Clerk II and have a more in-depth knowledge specific to assigned area.

In the Transportation Division of the Public Works Department, incumbents are responsible for: Assisting with research, planning, conceptual design, and delivery of transportation and parking projects; drafting public notification materials, assisting with organizing and/or attending outreach events, and conducting in-person outreach; producing maps and graphics for transportation projects and parking operations; assisting with the City's coordination and monitoring of privately-operated shared mobility programs, including bicycle sharing and scooter sharing; assisting with preparation of transportation plans and policy documents, including the Pedestrian Master Plan Update, transportation impact analysis guidelines, and Complete Streets Policy implementation guidelines; and supporting the ongoing operation of the City's demand-based parking pricing program (goBerkeley), including conducting periodic data collection, analyzing data in Excel and GIS, and assisting with preparation of parking policy documents.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college with major coursework in city, regional, or urban planning, or a closely related field. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

A valid California driver's license is desirable. Must be able to attend evening meetings as required.
