The Purchasing Division of the Finance Department offers unique career development and advancement opportunities in public sector procurement and contracting and is responsible for the centralized procurement  of equipment, supplies, materials, IT, and non-consulting services pursuant to the City of San José Municipal Code Title 4, Chapter 4.12.  The Division also provides guidance and oversight for the procurement of consulting services which is managed by the individual City departments. 

The Purchasing Division focuses on delivering procurement and contracting services based on public procurement best practices.  The team is headed by a Deputy Director who oversees two purchasing-related workgroups.  One workgroup is managed by a Program Manager who oversees a group of buyers and a staff specialist who primarily handle tactical procurements such as low bids, purchase orders, and p-card purchases.  Another workgroup is managed by the IT & Strategic Procurement Manager who oversees a group of Senior Analysts, Analysts I/II, and the IT Buyer.  This team is responsible for handling the City’s complex procurements (i.e., primarily Requests for Proposal) and contract activity. 

The work environment is dynamic and engaging, with procurement staff interfacing with nearly all City departments in delivering products and services.  The Division offers opportunities for growth and advancement.  

We are seeking candidates for the Purchasing & Contracts Analyst I/II position in the Purchasing Division.  The Analyst will assist the Purchasing workgroup responsible for the City’s complex procurements and contract activity, and while the Analyst will report to a manager who will provide general oversight and guidance, the Analyst will perform work for other team members as requested.

Specific Tasks: 

Essential duties of the Analyst position include, but are not limited to, the following:

• Conduct procurements such as Requests for Quote (RFQs) and Requests for Bid (RFBs) as assigned.
•                
• Provide administrative and analytic support to Purchasing management staff for Requests for Proposal (RFPs), such as drafting scripts for oral demonstrations, creating evaluating scoresheets, tabulating evaluation workbooks, scheduling and coordinating vendor meetings, creating solicitations on the e-Procurement system, preparing initial drafts of Council Memos and Council Action Requests, formatting and proofreading solicitation documents for final posting, and other related activities as requested.
•                
• Contribute administrative and analytic support to Purchasing management staff on contract creation and management.  Draft and execute amendments, change orders, and options as assigned.
•                
• Issue Purchase Orders (POs) and provide backup for the IT Buyer as required. 
•                
• Assist with special projects as assigned.

The Department of Finance currently has one vacant Analyst position in the Cashiering / Banking section of the Debt & Treasury Management division. 

Cashiering Duties

• Supervise Cashiering Staff by managing work schedules, distributing duties, and meeting unit’s goals
•                
• Demonstrate an aptitude for working with cashiering and database systems with the goal of becoming the administrator/expert.
•                
• Document cash handling and cashiering procedures. Train cashiering staff in Finance and other departments to ensure proper and consistent procedures are being used.
•                
• Manage Courier Service relationship which includes scheduling pickups, managing problems/issues to resolution, reconciling invoice before submitting it to manager for approval and payment.
•                
• Coordinate with Program Manager and Payment Processing Supervisor to cross train and provide backup for cashiers and Payment Processing staff, as needed
•                
• Manage the vault to ensure all contents are secure and accounted for.
•                
• Be the primary custodian of the petty cash and change funds kept in Cashiering. Custodians must place petty cash orders, provide cashiers with change, and audit funds regularly.
•                
• Respond to auditor requests   

Banking Duties:

• Develop standardized procedures for departments with Merchant Credit Card accounts to use managing their programs. Work with departments to train them on the procedures and their responsibilities as merchant account owners. Provide administration support for all accounts.

• Work with IT’s Cybersource unit to insure PCI compliance is maintained for all merchant card accounts. Coordinate PCI training to staff of all merchant accounts.
•                
• Backup System Administrator for Wells Fargo CEO, Cybersource, AMEX, Union Bank, EBill Express and any others assigned by manager
•                
• Develop expertise is using banking platform to be the point person for City personnel in need of resolving issues or researching payments.
•                
• Assist with the banking RFP and implementation of new services once a provider is identified and contracted.
•                
• Attend annual banking reviews

• Participate willingly and effectively as a team member to achieve common goals of the Treasury Division

SUPERVISION RECEIVED AND EXERCISED

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Assist in performing and interpreting chemical, biochemical, biological, bacteriological and physical analyses of samples related to the treatment, quality control and distribution of potable water following standard procedures and guidelines.
• Collect samples at various sites throughout the system for testing to determine the effectiveness of each stage of the treatment and distribution processes.
• Prepare samples for analysis by commercial laboratories; ensure that test results are reviewed and reported.
• Analyze and interpret laboratory results; enter laboratory data into a computer system for further analysis and reporting purposes; maintain laboratory records and prepare required reports.
• Set up, calibrate, operate and perform minor maintenance and repair to a variety of laboratory instruments and equipment.
• Maintain quality control and quality assurance and follow safe work procedures.
• Maintain accurate records of work performed and analysis results.
• Consult with Water Utility staff and management regarding analysis results.
• Prepare periodic and special reports for submission to appropriate regulatory agencies in a timely manner; ensures that laboratory certification is in compliance with regulatory requirements.
• Prepare standard chemical solutions and reagents; clean equipment and ensure that the laboratory is maintained in a clean and orderly condition.

• Analyze and interpret emerging water quality contaminates of concern including potential monitoring rules.

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of chemistry, bacteriology and the chemical sciences, including methods and techniques of laboratory testing and analysis.
• Modern laboratory procedures and equipment, including computer uses and applications as applied to laboratory operation and analysis.

• Possession of a valid California driver’s license by date of appointment. 
• Possession of a California Department of Drinking Water Distribution Operator Grade 2 (D2) certificate issued within one year of appointment.

DEFINITION

To organize, assign and review the work of assigned personnel engaged in a variety of complex and specialized accounting duties related to processing City-wide payroll; perform duties requiring specialized knowledge; and to provide administrative support to assigned supervisor.

DISTINGUISHING CHARACTERISTICS

The Senior Payroll Technician is the advanced journey level in the Payroll Technician class series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made.  Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision over assigned personnel.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from assigned supervisor.

• Participate in the preparation of recurring management reports as well as ad hoc analysis requests.
• Oversee and participate in the biweekly, monthly, quarterly and year-end payroll close processes.

• Review, approve and track correspondence with personnel in regards to underpayment or overpayments.

• Using benchmarks, monitor incoming workload to evenly distribute tasks to support personnel.
• Participate in evaluating the activities of staff, recommending improvements and modifications.
• Provide and coordinate staff training; work with employees to correct deficiencies.
• Perform specialized work in analyzing, reviewing and processing of various financial records.
• Process and maintain payroll records and transactions, including employee and assignment costing.
• Oversee the reconciliation and transfer of payroll taxes, deferred compensation, pension (CalPERS) and all other payroll related payments.
• Provide assistance, as needed, in the preparation and processing of bi-weekly payroll.
• Provide assistance to Accounting staff with bank reconciliations.
• Reconcile periodic and quarterly tax files for accurate filing and posting; serve as point of contact for ADP; reconcile and prepare W2 files.
• Provide support to employees, third party contacts, and department timekeepers in regards to payroll and personnel procedures; interpret and explain payroll rules and regulations.
• Maintain payroll system controls; balance and record payroll transactions and reconcile to the accounting system; and balance various other financial transactions with source documents and controls.
• Prepare, compile, tabulate and maintain payroll data and complex documents; assist with preparing technical financial, statistical and operational reports, statements and records.
• Perform the most difficult work related to area of functional responsibility, including researching, reviewing, and correcting financial, statistical, and operating reporting documents.
• Provide assistance and advice to City departments in resolving issues related to highly complex research and analysis of a variety of payroll matters.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform related duties as assigned. 

MINIMUM QUALIFICATIONS

Knowledge of:

• Principles and practices of technical and functional supervision and training.
• Principles and practices of financial and statistical record keeping and advanced analytical research.
• Methods of governmental accounting and payroll practices, especially as applied to municipal organizations.
• Pertinent local, State and Federal laws, rules and regulations related to area of assigned responsibilities.

EXPERIENCE AND TRAINING

Experience:

• Two years of experience similar to that of a Payroll Technician II with the City of Roseville.

AND

Training:

• Equivalent to an Associate’s degree  or 60 semester units of college level course work including 18 units in a major field of study and 21 units in general education  from an accredited college or university, preferably with course work in accounting, finance or a related field.

• A Bachelor’s degree from an accredited college or university preferably with major course work in accounting, finance, public administration, business administration or a related field is desirable and can substitute for two years of Payroll Technician II experience.

License or Certificate:

• Possession of a valid California driver’s license by date of appointment.

DEFINITION

To plan, assign and review the work of assigned personnel engaged in the performance of complex professional analytical work in support of Environmental Utilities Department projects and programs for internal and external customers including financial and system data analysis in support of department business, rates and connection fees; to perform duties requiring specialized knowledge; and to provide administrative support to assigned supervisor.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the Environmental Utilities Business Analyst series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing direct supervision over assigned personnel. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

SUPERVISION RECEIVED AND EXERCISED

• Receives direction from an assigned supervisor.
• Exercises direct supervision over lower level professional and technical staff.

EXAMPLES OF ESSENTIAL DUTIES – Duties may include, but are not limited to, the following:

• Plan, prioritize, assign, supervise and review the work of professional staff assigned to support Environmental Utilities divisions with special analytical studies and projects.
• Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
• Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Perform cost of service and rate design for water, wastewater, recycled water and solid waste in compliance with legal mandates and requirements; develop and analyze utility rate options and provide support for rate case adjustments.
• Participate in budget preparation and data collection related to fixed assets and financial reports; document study methodologies for cost allocation; verify data input regarding approved rate changes.
• Participate in and review financial, analyses and reporting functions as it relates to the South Placer Wastewater Authority.
• Develop, update and run electronic models related to retail revenues, operating costs, indirect costs and capital improvement projects.
• Perform financial modeling and analysis to evaluate project and operating economics; prepare statistical, feasibility and sensitivity analysis.
• Perform project management from inception to completion, plan, organize and ensure the completion of deliverables.
• Review proposed legislation and regulations for their impact on Environmental Utilities operations; prepare comments as needed.
• Develop recommendations for new or revised programs or processes to improve efficiency and responsiveness.
• Ensure compliance with Federal, State and local laws, rules and regulations.
• Participate in the selection and oversight of outside consultants.
• Prepare reports to be used for in-house decision making and to meet regulatory requirements; make presentations of findings and conclusions.
• Perform the most difficult and complex work related to assigned area of responsibility.

MINIMUM QUALIFICATIONS

Experience and Training

Experience:

• Two years of professional experience performing duties similar to that of an Environmental Utilities Business Analyst II with the City of Roseville.

Training:

• A Bachelor’s degree from an accredited college or university, preferably with major course work in business administration, public administration, mathematics, accounting, economics or a related field.

License or Certificate

• Possession of a valid California driver’s license by date of appointment.

SELECTION PROCESS

Time Commitment

Approximately 16-24 hours a week. Some flexibility in scheduling can be accommodated. Each intern is able to work a maximum of 1,000 hours per fiscal year.

THE OPPORTUNITY

Central Marin Sanitation Agency (CMSA) is recruiting for a Laboratory Analyst I/II position. This position is responsible for the day-to-day activities of the CMSA Laboratory sampling and analysis requirements. A successful candidate will collect samples and performing standard physical, chemical, biological, and bacteriological tests for process control, regulatory permit adherence and CMSA clients. The incumbent shall have a working knowledge of various aspects of analytical and environmental laboratory techniques. These techniques include operation of analytical laboratory equipment, troubleshooting, review and implementation of corrective actions, interpretation of technical instructions, development of laboratory standard operating procedures, substantial quality control and assurance review, and participation in laboratory assessment procedures. This is a single position opening, and CMSA will hire for either the I or II level based on the overall level of qualifications and organizational fit.

The CMSA Laboratory is a State certified laboratory in the process of implementing the forthcoming Environmental Laboratory Accreditation Program (ELAP) standards. Our laboratory is certified for several analyses including Alkalinity, Ammonia, BOD/cBOD, Coliform, Enterococci, Hardness, TSS, and various others.

EXPERIENCE & QUALIFICATIONS

Laboratory Analyst I
EDUCATION: Possession of a four-year college degree with major emphasis in chemistry, biology, microbiology, environmental studies, or a related field of study.

EXPERIENCE: A minimum of one (1) year of experience in any combination of the following: a laboratory technician/analyst in a wastewater or water treatment facility or analytical laboratory, or other related experience applicable to this position.

CERTIFICATION & LICENSES: Possession of a Grade I certificate as a Laboratory Analyst issued by the CWEA is preferred at the time of hire and must obtain a Grade II within 18 months of employment.

Laboratory Analyst II
EDUCATION: Possession of a four-year college degree with major emphasis in chemistry, biology, microbiology, environmental studies, or a related field of study.

EXPERIENCE: Four (4) years of environmental laboratory experience as a laboratory technician in a water or wastewater treatment facility or commercial laboratory analyzing water or wastewater samples.

CERTIFICATION & LICENSES: Possession of a Grade II certificate as a Laboratory Analyst issued by the CWEA is preferred at the time of hire and must obtain a Grade III within 18 months of employment.
