THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.

The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal candidate will be an energetic problem-solver, ready to embrace challenges with creative solutions and advancements in technology.

The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

DEFINITION

Receives direction from the Transportation Manager.  May exercise supervision over technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Implement and administer the Neighborhood Traffic Management Program.
• Assist in the implementation of other programs and projects within the functional areas of the team (e.g., Street Smarts, Traffix, SWAT, etc.).
• Serve as project manager on assigned transportation programs and related projects, which includes background research, environmental review, preparation of public notices and staff reports, coordination of meetings and hearings, and oversight of implementation.
• Represent Danville on assigned regional transportation forums, including committees and subcommittees of the Contra Costa Transportation Authority and Tri-valley Transportation Council.
• Attend regional transportation meetings and ensure the Town’s positions are represented; advocate when directed and appropriate; participate on various local interagency and interdepartmental boards and committees; facilitate committee meetings as assigned.
• Perform funding/grant development and administration, including conducting research, identifying regional, state, and federal funding sources, writing proposals, preparing grant applications, and programming and administering awarded grant funds.
• Provide support to other departments, boards and commissions, and the general public.
• Conduct special research projects, including gathering, compiling and analyzing information; provide alternatives and make recommendations on courses of action; give presentations on findings.
• Assist in the development and maintenance of program budgets, monitor expenditures and revenues to ensure availability of funds, initiate invoices, and facilitate collection of funds.
• Administer Danville’s public electric vehicle charging program.

QUALIFICATIONS

Knowledge of:

• Modern principles and practices of transportation and urban planning.
• Project management skills; experience with development of transportation program development and coordinating the planning and design of transportation projects.
• Federal, state, and local transportation grant applications and administration.
• Methods and techniques of effective report preparation and presentation.
• Techniques for effectively representing the Town with the public, community groups, business community, and other professional and regulatory agencies.

Ability to:

• Interpret and explain transportation programs; identify and respond to issues and concerns of the general public, Town Council, and other boards and commissions.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two (2) years of full-time or four (4) years of part-time related professional experience, with a background in transportation, planning, traffic engineering, or public administration.  Public sector experience desirable. 

Education:

Bachelor’s degree in urban planning, civil engineering, architecture, public administration, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.

Civic Engagement Manager

THE JOB

They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Accounting Technician I

This is the entry-level class within the Accounting Technician series in the classified service.   The class is distinguished from the Accounting Technician II by the performance of more routine tasks and duties assigned to the position within the series.

Accounting Technician II

Positions in this class are flexibly staffed and are frequently filled by advancement from the Accounting Technician I class, or when filled through recruitment, require additional experience.  The appointing authority will approve appointment or promotion based on the employee's demonstrated ability to perform the full range of duties for the class and meet the qualification standards for the class.  Incumbents within this class are distinguished from the Accounting Technician I by exhibiting a higher level of judgment and independence in performing the full range of duties as assigned.

Minimum Requirements: 

• Graduation from high school or possession of a GED;
• Completion of thirty (30) semester units or forty-five (45) quarter units from an accredited college or university including at least six (6) semester units or nine (9) quarter units, which must be in Accounting or Bookkeeping;
• One (1) year of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);
• Experience with electronic spreadsheet and word processing programs; and
• Ten-key by touch.

Acceptable Substitution: 

• Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.  (There is no substitution allowed for the requirement for six (6) semester units or nine (9) quarter units in Accounting or Bookkeeping.)
• A Bachelor's Degree may be substituted for one (1) year of work experience in Finance/Accounting.

Desirable Qualifications: 

• Experience with on-line financial and/or payroll systems;
• Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Accounting Technician II

Minimum Requirements:
