THE DEPARTMENT:

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. PW is comprised of approximately 50 employees with a general budget of $15 million and a Capital Improvement Program (CIP) budget that ranges between $10–$40 million depending on the City’s annual infrastructure needs. Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. Recently, the Department underwent a process of restructuring as management of all City engineers was placed under the Assistant Director for enhanced oversight, communication, and workflow. THE POSITION:

There is one vacant position, and the successful applicant will be offered one of the following positions based on qualifications and experience: Traffic Engineer or Senior Civil Engineer. The Senior Civil Engineer position will have an emphasis in the traffic division. The position will perform the following essential job duties:

• Manage City-wide traffic system.
• Oversee City's traffic signal system and maintenance contracts and directs necessary changes to modify the system.
• Issue work orders to make changes to existing roadway system to improve safety and capacity.
• Perform traffic signal timing and operation.
• Conduct transportation modeling to assess the City's future traffic conditions and subsequently assist to develop policies to evaluate proposed developments.
• Participate in Traffic Coordinating Committee to address complaints, requests for changes, and neighborhood calming techniques and studies.
• Analyze transportation impact studies, recommends mitigation, and recommends project conditions of approval.
• Meet with other department staff to address traffic engineering issues.
• Develop project designs, applies for grant funding, obtains permits from Caltrans and other agencies. Coordinate with other public and private agencies.
• Conduct transportation planning referrals and review.
• Perform accident reconstruction to determine primary collision factor. Determines changes needed in roadway.
• Prepare technical reports for use by City attorneys and advise attorneys on traffic engineering matters.
• Prepare reports and technical applications for grants from Federal and State sources. Make presentations to selection committees.
• Perform complex and detailed analysis of roadway network using sophisticated computer software programs and methodologies.
• Perform related duties as required.

IDEAL CANDIDATE:

The successful candidate will possess a blend of technical expertise in traffic engineering principles and have strong organizational, planning, communication, and leadership skills that allow them to effectively manage different aspects of the department’s Traffic Division. They will also have a strong sense of customer service, tactfulness, and the ability to help find solutions to complex service issues for the public. They will use their communication skills and strengths to advocate for various modes of transportation including bicycle, pedestrian, transit and vehicular. They will be flexible, with the ability to adjust priorities at short notice and respond to emergencies. They will be able to think analytically but also be very decisive when needed.

Prior supervisory and/or municipal engineering experience is desired. The successful candidate will lead by example to foster a positive, creative, and productive work environment for all staff. The ideal candidate will use their interpersonal skills and technical engineering expertise to motivate the team to meet the goals and objectives of the department and City. The successful candidate will be customer service minded, an interdepartmental collaborator, an excellent project manager and a mentor to our future leaders.

Traffic Engineer

• BS in Civil Engineering. Five years municipal engineering including two in traffic engineering.

Senior Civil Engineer

• Bachelor’s degree in Civil Engineering. 
• Five (5) years of increasingly responsible post degree engineering experience managing complex construction, maintenance, and/or traffic projects and consultants. 
• A master’s degree may substitute for 1 year of post degree engineering experience.

CERTIFICATES/LICENSES/REGISTRATIONS

Traffic Engineer

• California Professional Traffic Engineer License must be possessed or obtained within two (2) years of appointment as a condition of employment.
• Valid Driver’s License

Senior Civil Engineer

• Registration as a Civil Engineer in the State of California.
• If position is serving within the Traffic Engineering Division, candidate must also possess a California Professional Traffic Engineer License.
• Valid drivers’ license.

Plan check functions include ensuring permits are issued only for those plans that meet all state and local codes regulating life-safety, quality of life, energy conservation, and structural safety standards. Refuse Truck Driver II

This is a journey level class and is distinguished from the Maintenance Worker I classification by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. This class is distinguished from the Senior Refuse Truck Diver in that the latter provides technical and functional supervision over assigned staff or division programs and responsibilities.

SUPERVISION RECEIVED/EXERCISED

Refuse Truck Driver II

Receives general supervision from a Public Works Supervisor. May receive technical and functional supervision from a Senior Refuse Truck Driver.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.
• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.
• Completes and posts notification tags on containers, bins and dumpsters for unacceptable contents for refuse collection.
• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.
• Performs other related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of:  Methods, practices and techniques of solid waste and refuse collection and disposal; practices, techniques and materials used in the collection and disposal of solid waste refuse; knowledge of the City street system; applicable federal, state and local laws, codes and regulations; operating characteristics and safety requirements for operation of trucks, refuse vehicles and other heavy and light equipment; defensive driving; proper lifting procedures; Principles and practices of lead supervision, training, and performance evaluation, including safety practices and related record-keeping; methods and techniques for record keeping; basic principles of mathematics; occupational hazards and standard safety procedures.

Ability to:  Perform solid waste refuse collection and disposal; drive and operate solid waste and refuse collection trucks; respond to issues and concerns from the community; interpret, explain and apply applicable laws, codes and regulations; operate a variety of solid waste and refuse collection equipment, vehicles and tools; perform heavy manual labor for extended periods of time; work at substantial heights; respond to afterhours call-outs if assigned; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; develop and coordinate collection route schedules, including identification of non-routine special routes/equipment needs related to special events/projects; inspect trucks for maintenance/replacement recommendations; act as a lead worker and perform advanced journey level solid waste refuse collection work related to area of assignment; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

SENIOR TRANSPORTATION ENGINEER

The Organization

The Public Works, Transportation Engineering Division plans and operates a multi-modal transportation system with safe and convenient choices for walking, bicycling, driving and using transit, through local actions, and in coordination with regional and state transportation agencies. Our work is guided by a City adopted Mobility Action Plan, Vision Zero Action Plan and in Coordination with the City's Mobility Commission. 

The City is currently developing its first Active Transportation Plan (ATP), which updates and consolidates its previous Bicycle Master Plan and Pedestrian Master Plan and provides guidance for its active transportation programs for the next five years.

The Position

The Senior Transportation Engineer plays a key role in implementing Fremont's General Plan vision to be "a national model of how an auto-oriented suburb can evolve into a sustainable, strategically urban, modern city." Specific City goals and current projects include implementing the "Vision Zero" traffic safety improvement program, transforming Fremont's transportation corridors into "complete streets" that are safe, comfortable, and convenient for all travel modes and users of "All Ages and Abilities", reducing the number of vehicle miles traveled, expanding available transit services, modernizing the City's traffic signal system, upgrading State Highway corridors, and supporting new innovations in transportation technology.

In 2019, the City completed a Mobility Action Plan and formed a Mobility Commission to assist with plan implementation. Minimum Qualifications

The successful candidate will typically possess the following:

• Education: Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering.
• Experience: Five years of professional Transportation engineering experience at the fully qualified working level.
• Licenses/Certificates/Special Requirements:
  • Possession of valid registration as a traffic engineer or civil engineer issued by the California State Board of Registration for Professional Engineers is required. Dual registration is highly desirable.
  • This classification requires the ability to travel independently within and outside the City limits. Positions in this classification require possession of a valid Class C California Driver's License by the time of appointment. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.
2. Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.
3. Answer inquiries from realtors, developers, engineers, and the general public.
4. Develop revised design and construction standards for public works structures and appurtenances.
5. Serve as construction inspector to ensure compliance on City projects, subdivisions, and encroachments.
6. Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate; coordinate or perform field work associated with infrastructure projects.
7. Administer contracts; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects.
8. Write legal descriptions for right of way and easement dedications.
9. Issue encroachment, water, and sewer permits.
10. Request and participate in the collection of survey and mapping data.
11. Prepare estimates and feasibility reports for new or modified services and structures.
12. Participate in the plan check, review, and processing of plans for private developments affecting City streets, sewers, drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations.
13. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal engineering; incorporate new developments as appropriate into programs.
14. Prepare visual presentations and reports.
15. Prepare special engineering studies and reports.
16. Coordinate public works activities with other City departments, divisions and sections and with outside agencies.
17. Perform related duties as required.

QUALIFICATIONS

Principles and practices of engineering as applied to public works, utilities, transportation or land development.

Methods, materials, techniques, tools, and equipment used in engineering construction and design.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Associate Engineer

Education/Training:

A Bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related field.

Experience:

Two years of responsible engineering experience equivalent to that of an Assistant Engineer in the City of Ceres.

License or Certificate:

Possession of a valid, California Driver License.

Possession of an LSIT or EIT certificate.

Associate Civil Engineer | Senior Civil Engineer

The Public Works’ Administration and Engineering Team works on the Capital Improvement Program (CIP), which includes projects for our full-service agency. Individuals with interest or experience in CIP, Land Development, and Traffic Engineering are encouraged to apply.  Now is an exciting time to join our team with a robust CIP program, community interest in infrastructure, and the development of several large public projects.  Most notably, the construction of a new water tank, replacement of existing water tanks, new well installation, water pump station rehabilitation, sewer lift station rehabilitation, and community funded pavement projects.   

Associate Civil Engineer:

The Associate Civil Engineer performs complex engineering work in the office and field for environmental, water, sewer, street, and other Public Works projects and programs, ensuring technical competence and compliance with all current codes and criteria.   

Other duties may include determining codes, regulations, and requirements; preparing, reviewing and coordinating the development of engineering plans, specifications, agreements, maps, reports; providing project management for municipal public works projects; reviewing construction bids; administering grant applications; responding to public inquiries; assisting in survey work; administering permits for utility, street use, and franchise; and providing engineering support for other City departments.  

Minimum Qualifications: 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of three (3) years of responsible civil engineering experience performing duties comparable to an Assistant Civil Engineer. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months. 

The ideal Associate Engineer candidate will possess the following:    

• Possession of a Master’s degree is desirable. 

• Advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.   

• Municipal or related consultant experience highly desirable.  

Senior Civil Engineer: 

The Senior Civil Engineer performs is responsible for managing a wide range of Public Works projects and initiatives, as well as the potential to supervise and oversee professional, journey-level, and technical staff and consultants. The Senior Civil Engineer for will report directly to the Principal Civil Engineer of the Capital Improvement Program (CIP).  The Engineering Team work under the general direction of the City Engineer/Deputy Public Works Director.    

The Senior Civil Engineer for CIP will manage projects in a broad range of disciplines including water, sewer, storm drain, pavement, transportation, and facilities.   The City’s CIP budget for fiscal year 2024-2025totals $142 million and consists of approximately 96 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment.  The Senior Engineer will be entering into a cohesive, collaborative and supportive Engineering Section team.    

The ideal Senior Civil Engineer candidate will possess the following:    

• Possession of a Master’s degree in civil engineering or a closely related field. 

• Possession of Professional Traffic Engineer Registration in the State of California highly desirable.  

• Municipal professional engineering and supervisory experience highly desirable.  

Minimum Requirements 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of four (4) years of increasingly responsible experience performing program management or project coordination; at least two (2) years of this experience must be equivalent to an Associate Civil Engineer or above.  

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months.
