THE POSITION

Under general direction of the Operations Support Services Manager, plan, organize, direct, and coordinate the police and fire communication center operations within the Police Department and implement policies and procedures that will maximize efficiency for calls for service. Exercises direct and indirect supervision over supervisory, technical, and administrative support staff.

DISTINGUISHING CHARACTERISTICS
 
This classification is distinguished from the Communications Supervisor in that the latter performs full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and overseeing a program area within a work unit or department. It is further distinguished from the Operations Support Services Manager which has overall management responsibility over the Support Services Division within the Police Department.
 
 

Essential Duties

Duties may include but are not limited to the following:

Develops, implements and updates section goals, objectives, policies and procedures.

Plans, organizes and directs police and fire communications center activities including monitoring and analyzing shift reports relative to the dispatch function and overseeing investigations of complaints regarding police/fire communications operations.

Prepares the Communications Center's budget; assists in budget implementation; participates in the forecast of additional funds needed for staffing, equipment, materials, supplies, and services; administers the approved budget.

Researches and evaluates applicable MOU, policies, codes, regulations, and laws governing communications and use of confidentiality of police records.

Recommends the appointment of personnel; provides and/or coordinates staff training; conducts performance evaluations; implements discipline procedures as required; maintains discipline and high standards necessary for the efficient and professional operation of the department.

Oversees and manages the operations and activities of Communications Center; ensures both the Police and Fire Departments needs are met.

Researches, develops, implements and assists in compiling Communications Center standards to meet the Commission on Accreditation for Law Enforcement Agencies (CALEA) requirements; coordinates audits for accreditation.

Plans, coordinates and conducts training and professional development of the Communications Center staff.

Manages the public safety communication infrastructure and equipment, including EBRICS radio communication and cmputer related hardware and software applications.

Oversees the City's narrow banding efforts in compliance with the FCC's rules and regulations.

Serves as liaison between outside organizations and the City and to boards, councils and commissions as directed; prepares and presents staff reports and presentations at various City Council, commission, board, and other governmental meetings; drafts City Council documents; serves on various committees and task forces.

Maintains communication with public safety personnel regarding Communications Center issues; attends line-ups, special operations briefings and inter-agency meetings and committees to ensure current information is available to the Communication Center.

Responds to emergency situations which may arise in the communications center during off-duty hours.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Performs related duties as assigned.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and training that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the required knowledge and abilities would be:
 
Education: Equivalent to completion of the twelfth grade supplemented by college level
coursework in supervision/management and general business. Education equivalent to an Associate of Arts degree in Administration of Justice, Business or Public Administration is highly desirable.

Experience: Three (3) years of supervisory experience in emergency dispatching comparable to that of a Communications Supervisor in the City of Hayward.

License or Certificate: Possession and maintenance of both a Basic POST Dispatch Course Certificate of Completion and a valid California Class C Driver's License.

The City of San Rafael is seeking a full-time Associate Civil Engineer with our Public Works Department.  This position will perform field and office professional civil engineering work in the planning, design, technical investigation, inspection and construction of projects in several areas of public to works and civil engineering.   

Under direction, this position performs difficult and complex engineering work and may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff.  This position calls for a high degree of initiative, technical proficiency, and judgment.  The Associate Civil Engineer is responsible for all phases of multiple projects or programs. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include, but are not limited to the following):

• Develops Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.
• Prepares and/or assists in the preparation of plans, specifications and estimates pertaining to construction projects.
• Interprets plans and specifications.
• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.
• Conducts pre-construction meetings with contractors to establish job requirements, i.e. timing, noise level, traffic impact.
• Performs field inspections of various municipal construction projects, in progress and upon completion.
• Prepares written reports on civil engineering issues/projects for the department.
• Meets with a variety of public and private officials, individually and/or in a group setting, on civil engineering matters.
• Research and make recommendations on civil engineering issues/problems.
• Performs project management on Capital Projects during the design, environmental, bidding, and construction phases of the project.
• Performs Resident Engineer duties on Capital Projects during construction.
• Performs inspection and enforcement duties to ensure compliance with applicable design standards, specifications, contracts and legal documents, codes and ordinances.
• Meets with State, Federal, and Local Districts, Agencies, consultants, and engineers to discuss project guidelines, design parameters, policies and procedures.
• Performs work in accordance with local, State, and Federal standards and regulations.
• Designs and prepares plans and specifications and cost estimates for a variety of public works projects, including but not limited to streets, storm drains, bridges, parks, traffic signals, parking lots, water facilities, infrastructure improvements and other public facilities.  Researches project design requirements, performs calculations, prepares estimates of time and materials costs and determines sequencing and detour requirements.
• Serves as Project Engineer, including serving as design team leader, handling contract administration and providing design support for the inspector during construction.
• Review plans and maps submitted by private developers for conformity with laws, ordinances, City imposed requirements and accepted professional standards with the goal of protecting the health, safety, and welfare community.  Performs certain administrative duties associated with private development approvals such as preparing agreements, collecting fees, obtaining dedications, and coordinating with other agencies and City departments.
• Investigates field problems affecting the public, property owners, contractors and maintenance operations; collects the necessary data or assigns the collection of data to technical personnel; develops recommendations and meets with the appropriate parties to discuss and implement recommendations.
• Provides engineering information, including City requirements related to property improvements, to the public and other City departments.  Arranges and participates in conferences with other engineers, developers and the general public on engineering problems.
• Assigns investigation, design and drafting tasks to subordinates, reviews completed work and assists in the developing solutions to difficult problems.
• Develops revised design and construction standards for public facilities.
• Researches publications and industry information sources and attends conferences and continuing education courses to keep abreast of new developments in the field of public works engineering.
• Prepares special engineering studies and reports, including but not limited to construction diaries, progress payments, state and federal paperwork associated with grant funding and permitting staff reports and duties as assigned.
• Participates in engineering inspection and survey activities.
• Prepares written recommendations, correspondence and reports on assigned projects.
• May attend and present information at public meetings.
• Performs related duties as required.

DEFINITION:  The Lateral Police Officer will perform law enforcement and crime prevention in support of the Police Dept.   For the Pre-Service position, promotion to Police Officer is contingent upon successful completion of the basic academy and review by the Chief of Police.  During training, incumbents do not have police powers but are subject to the rules and regulations of the Fontana Police Department and the police academy attended. ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 68 sworn officers, 15 support employees, and 8 part-time temporary non-sworn employees. It, too, is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, three Lieutenants, ten Sergeants, and a Police Records Supervisor. The Department has three Bureaus; Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Traffic/Motors, School Resource Officers, Gang Task Force, Detectives, and Homeless Outreach Street Team.  There are a number of collateral duties available to officers to include SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education and Training (G.R.E.A.T) instructors, Social Media Team, and Bicycle Patrol. The Woodland Police Department prides itself in being a service orientated agency using a Community Oriented Policing model and Intelligence-Led Policing (ILP) strategy. The Woodland Police Department welcomes and practices constant community engagement, outreach, and activism. The City's Police Activities League (PAL) was formed and is led by Woodland Police personnel who place an emphasis on providing accessible and healthy activities for the city's youth.

Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, Payless, and Walgreen’s. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by five private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting and fishing; five golf courses; and many other youth and adult-oriented recreations.

THE POSITION
