SUSTAINABILITY INTERN – CITY MANAGER’S DEPARTMENT

$20 - $30 per hour Depending on Qualifications

POSITION IS PART-TIME / NO BENEFITS

This is an ideal position for an undergraduate or preferably a graduate college student in environmental studies or public policy. The intern will assist the City in a providing more effective management and coordination of sustainability activities including alternative transportation and gain valuable experience in public service.

THE POSITION:
The position is part-time with flexible scheduling up to a maximum of 999 hours per fiscal year and no benefits are provided.  The Sustainability Intern receives direction and guidance from the Assistant City Manager in the City Manager’s office.

ESSENTIAL DUTIES AND ASSIGNMENTS:
Responsibilities include the administrative implementation of the Sustainable Foster City Plan including, but not limited to programs and initiatives in the Economic Development Strategic and the Climate Action Plans, respectively.

Work assignments:

• Preparing agendas, public notices and materials for meetings, public notices and materials for meetings, attending meetings with the Assistant City Manager and/or Management Analyst, and preparing minutes.
• Maintaining Sustainable Foster City ideas and proposals and writing reports.
• Researching best practices and what other communities are doing in the area of Environmental Sustainability and Economic Development.
• Gathering data and information regarding City Sustainable efforts, including environmental, economic, and transportation initiatives.
• Completing other related environmental sustainability work.
• Empower people to walk, bike, carpool or take transit rather than drive alone.
• Research commute alternatives for our employees.
• Share your ideas of how we can change the way people make transportation decisions
• Empowering community members to use resources more efficiently in regard to active and alternative transportation; and
• Researching creative solutions for our community that address the housing-transportation nexus

SCHEDULE AND HOURS:
Schedule can be flexible, but will include attendance at night meetings. For a student, it can be part-time during the school year and full-time in the summer or during school vacations. Total hours will be less than 1,000 per fiscal year.

Knowledge, skills and abilities:

Knowledge of: Use and applicability of personal and on-line computer systems and related software applications, including MS Office and web.

Skill in: Efficient operation of computer equipment, including Microsoft Office Suite; excellent customer service skills and the ability to produce well-written documents and reports.

Ability to: Understand and carry out verbal and written instructions; establish and maintain effective working relationships with staff and community leaders. Research and possess knowledge or have experience in sustainable policies or practices.

EDUCATION AND TRAINING GUIDELINES:
College-level education; people skills; communication skills; research and computer skills; and a
knowledge of and interest in environmental sustainability would be highly desirable.  Demonstrated success in achieving sustained mode shift in transportation a plus.

Licenses: Possess valid California Drivers license with a good driving record.

POSITION SUMMARY

Under general direction, formulates and develops recommendations for short and long-range traffic, transportation and parking policies and directs or assists in directing the implementation of all plans, projects and programs which provide for the safe and efficient movement of vehicles, pedestrians, bicyclists and goods. Prepares written and verbal reports to City Council, Planning Commission, Complete Streets Commission and other boards and commissions and external agencies as needed. Reviews traffic studies and mitigation plans related to zoning changes, use permits, and redevelopment to ensure conformance with best management practices. Performs traffic and civil engineering work in the review, development, design, construction of variety of municipal traffic related capital improvement projects. Coordinates grant writing and grant management; performs liaison functions with other local, sub-regional and regional agencies, community committees and groups on behalf of the City and performs other duties as required.

GENERAL ACCOUNTABILITIES

Selects, directs, assigns, and evaluates professional and administrative support staff; trains staff in work procedures and administers discipline as required; directs budget oversight, acquisition of grant funding from outside agencies, schedule and route development, performance monitoring, and evaluation; acts as project manager for comprehensive transportation studies and projects related to school commute safety, bicycle program, and other transportation projects and programs; prepares reports to senior management, City Council, boards and commissions; leads project teams consisting of other staff, consultants, or contractors and citizen participants; manages and designs traffic and transportation-related Capital Improvement Projects; acts as City liaison with County, regional and state agencies involved with transportation planning and funding; directs, coordinates, and prepares reports and studies on transportation projects and issues and makes presentations to various commission and committees; prepares documentation and represents the City as required for applying for, securing, and managing outside transportation grant revenue; acts as liaison to special committees and governmental agencies; makes presentations to community, staff, and City Council; determines scope of work, prepares requests for proposals, evaluates proposals, and participates in the selection of consultants and negotiation of consultant contracts; manages and administers contracts through course of work; coordinates transportation issues with various disciplines within City government related to development and capital project review; performs field investigations, data collection and analyses, traffic counts, engineering evaluations, issues work requests and other analytical functions to respond to citizen requests and complaints; assists in budget preparation and monitoring; acts as staff liaison to the Complete Streets Commission; performs other duties as assigned.

MINIMUM POSITION REQUIREMENTS

Knowledge of:

Principles and practices of civil engineering and transportation planning; relevant federal, state, local laws and regulations; functions of state, federal and local transportation agencies; data management, including database and spreadsheet applications and specialized transportation computer applications. Skills and Ability to: Implementing, interpreting and explaining complex policies, procedures and ordinances; conduct analytical studies, compile technical and statistical information; prepare clear and concise correspondence and reports; perform with considerable independence; communicate effectively, orally and in writing; Make effective, informative presentations utilizing appropriate audio/visual tools and resources; prepare professional reports and contract document; make sound decisions in a manner consistent with the essential job functions; perform signal and stop warrants.

Experience and Education:

Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five years of progressively responsible professional planning and civil engineering or administrative experience primarily in transportation planning and civil design activities, including at least two years in a project lead/manager capacity.

Education:

Bachelor's Degree in Civil Engineering, Transportation Planning, Public Administration, Urban Planning or other closely related subject from an accredited university.

Required Licenses or Certificates:

A license as a California Civil Engineer or Traffic Engineer is highly desired. Possession of, or ability to obtain, a valid California Driver's License.

PHYSICAL REQUIREMENTS/GENERAL WORKING CONDITIONS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development and construction sites, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas and walking on uneven terrain and climbing to reach certain access points may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

COMPENSATION & BENEFITS

The salary range for this position ranges from $136,394.17 up to $165,787.96 annually. Placement within the range will be DOE. This position is at will and the full terms and conditions of this position will be subject to an employment contract. The benefits package offered by the City includes:

• Retirement: CalPERS retirement plan for Classic members is 2% @ 60 with employee paying a contribution of 7%. PEPRA employees participate on a 2.0% @ 62 plan, with employee paying 6.75% of the retirement contribution. Benefits based on highest three years of compensation. The City does not participate in Social Security.

• Health Plans: Choice of HMO or PPO plans through CalPERS Health with most family plans covered at 100%. Employees who waive coverage may receive stipend of $350 per month.

• Dental/Vision: City also offers a dental and vision reimbursement plan

• Vacation Leave: Management new hires may combine previous years of experience from other public agencies to receive increased accrual rate

• Flexible Spending Plan: Dependent care and health care reimbursement plan available

• Deferred Compensation: Voluntary participation in either Nationwide or ICMA-RC

• Holidays: 10 annual holidays, plus one floating holiday

• Sick Leave: Allowance of 12 days annually

• Management Leave: Allowance of 40 hours each fiscal year

• Cell Phone Allowance: $35 per month

• The City follows a Defined 9/80 schedule with offices closed every other Friday.

North Coast County Water District is seeking a Water Quality Laboratory Technician Full Time

The Water Quality Technician collects and analyzes water samples from the District’s distribution system for regulatory and operational process control purposes. This position supports water production by obtaining required water quality data and work to identify and rectify any water quality issues. Incumbents are responsible for investigating, diagnosing and tracking concerns relating to water quality and represent the District in a professional manner to ensure customer trust and satisfaction

About You

The individual selected to fill this important position will collect water samples from various locations throughout the District, perform a wide variety of field tests and lab analysis of water samples, and assure the quality of District drinking water and compliance with quality standards. This position will also maintain chain of custody of samples; prepare various reports and documents with regard to testing results and laboratory activities. The ideal candidate will be experienced with a wide variety of sampling and testing procedures. Also important is attention to detail, proficiency with personal computers and related software applications, and a customer service focus.

Are you interested in working for an innovative public agency that is doing something NOW for the environment?  Do you possess the technical skills and experience to help support the continued growth of a leading community choice aggregation (CCA) program?  If so, please apply for this amazing opportunity to the part of the solution as a Regulatory Analyst or Senior Regulatory Analyst at Peninsula Clean Energy Authority (PCE).  Depending on the qualification of the selected individual, this position could be filled at the Senior Analyst level or Analyst level. 

The Regulatory Analyst works under the general direction of the CEO, the Director of Regulatory and Legislative Affairs, and the PCE's General Counsel and has responsibility for a wide range of Peninsula Clean Energy's regulatory matters. The Regulatory Analyst evaluates proposed regulatory policies at the California Public Utilities Commission (CPUC) and other state agencies to assess the impact on PCE, develops PCE positions on issues, and develops analyses, written reports, and presentation materials to support PCE's position. The Regulatory Analyst represents PCE regarding regulatory issues at the California Community Choice Association (CalCCA), the trade association representing community choice energy programs. This position performs related work and other analytic tasks for PCE as required.

The Regulatory Analyst works independently to perform assignments under the general direction described above. The incumbent participates as a PCE representative before various regulatory agencies, including the CPUC, in matters affecting community choice aggregators (CCAs) and other electric utilities, including ratemaking and rulemaking proceedings. The Regulatory Analyst is tasked with reviewing and drafting comments and briefs, providing technical and/or analytic input on regulatory matters, preparing data requests, testimony, and hearing exhibits, participating in administrative hearings, and researching and preparing legislative policy responses at the State and local levels.

This position may have future supervisory responsibilities and may have oversight responsibility for external contractors depending on the project.

The salary for this position is commensurate with experience.

PENINSULA CLEAN ENERGY
Peninsula Clean Energy is the new community choice energy program for San Mateo County.  PCE is the electricity provider for all electricity accounts in the 20 communities in San Mateo County (Atherton, Belmont, Brisbane, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Half Moon Bay, Hillsborough, Menlo Park, Millbrae, Pacifica, Portola Valley, Redwood City, San Bruno, San Carlos, San Mateo, South San Francisco, and Woodside) as well as the unincorporated county.  The city councils of each city were all unanimous in their support of joining PCE.  

PCE's customer base includes almost 300,000 accounts, serving a population of 765,000, with a total electrical load of almost 4 million megawatt-hours.  Residential customers make up about 270,000 of the accounts, and 37% of the electrical load, with commercial/industrial making up about 30,000 accounts and 63% of the electrical load.  PCE became the fifth operating CCE when it launched in October 2016. 

Examples of Duties: 

• Develop high-level policy and responses for key regulatory issues affecting PCE, including strategy and prioritization of regulatory action for management consideration
• Represent PCE in regulatory proceedings through preparation of comments, data requests, written responses, position papers, analytical models, testimony, and exhibits
• Track, review, analyze, and summarize filings prepared by utilities and other entities that could impact PCE and its customers
• Track, analyze, and interpret regulatory proposals and other policy issues with an eye toward impact on and response from PCE
• Under direction of management, work closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, California Energy Commission, California Legislature, and any other legal or regulatory body as required
• Under direction of management, represent PCE in work with other CCAs and at CalCCA

QUALIFICATIONS 
Education and Experience:

• A combination of education and experience equivalent to a bachelor's degree in Public Relations, Public Policy, Political Science, Public Administration, Communications, or a related field, and a minimum of four (4) years of progressively responsible experience in regulatory affairs at an electric utility, energy-related company, non-profit, regulatory agency, or public policy organization with emphasis on electric procurement issues, renewable energy, energy efficiency, energy policy generally, or closely related field.
• Master's in above fields is a plus and will be considered as one (1) year of experience towards the minimum.

Knowledge of:

• California electric utility regulatory issues and regulatory relations covering topics such as the integrated resource planning, electric vehicle policy, energy storage policy, low-income/disadvantaged communities programs and policies, utility rate design, net energy metering, and demand response programs and policies
• CPUC regulatory practice, protocol, and procedures
• California legislative history regarding CCAs
• Communications portals and web-based resources for regulatory activity
• Microsoft Office Suite including Excel, Word, Adobe Acrobat, and PowerPoint

Ability to:

• Manage multiple priorities and quickly adapt to changing priorities in a fast-paced dynamic environment
• Take responsibility and work independently, as well as coordinate team efforts within PCE and the greater CCE community
• Write skillfully, especially related to regulatory filings, briefings, and related regulatory correspondence
• Communicate effectively verbally about complex topics in easy to understand presentations before the Board, staff and other audiences

Working Conditions

• The physical demands described here are representative of those required for the position. Position requires sitting, walking, standing, bending, and twisting in the performance of daily activities. The position requires hand manipulation and repetitive hand movement and fine coordination in using a computer keyboard. The position requires near and far vision in reading reports and use of a computer. Acute hearing is required in supporting meetings and providing phone and in-person customer service. The position occasionally requires lifting and/or moving objects up to 20 pounds.
