The Position

The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

What You'll Do

The Senior Program Assistant performs a variety of complex clerical and technical functions in support of programs at the assigned facility.  Depending upon assignment, duties may include, but are not limited to, the following:

• Coordinate a variety of tasks associated with the delivery of services under programs at the assigned facility.
• Coordinate facility booking, scheduling and rental processes.
• Assist in providing for the safety, maintenance and security of program participants, staff, equipment and facilities.
• Act as liaison with program and managerial staff, community groups and program participants.
• Directly participate in, and monitor the work of staff assigned to, the program registration process.
• Process transactions in support of department programs which entail: substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.
• Provide information and assistance regarding department programs, policies and procedures to the general public, City personnel, vendors and contractors.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.

Other duties may include determining codes, regulations, and requirements; preparing, reviewing and coordinating the development of engineering plans, specifications, agreements, maps, reports; providing project management for municipal public works projects; reviewing construction bids; administering grant applications; responding to public inquiries; assisting in survey work; administering permits for utility, street use, and franchise; and providing engineering support for other City departments.  

Minimum Qualifications: 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of three (3) years of responsible civil engineering experience performing duties comparable to an Assistant Civil Engineer. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months. 

The ideal Associate Engineer candidate will possess the following:    

• Possession of a Master’s degree is desirable. 

• Advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting.   

• Municipal or related consultant experience highly desirable.  

Senior Civil Engineer: 

The Senior Civil Engineer performs is responsible for managing a wide range of Public Works projects and initiatives, as well as the potential to supervise and oversee professional, journey-level, and technical staff and consultants. The Senior Civil Engineer for will report directly to the Principal Civil Engineer of the Capital Improvement Program (CIP).  The Engineering Team work under the general direction of the City Engineer/Deputy Public Works Director.    

The Senior Civil Engineer for CIP will manage projects in a broad range of disciplines including water, sewer, storm drain, pavement, transportation, and facilities.   The City’s CIP budget for fiscal year 2024-2025totals $142 million and consists of approximately 96 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment.  The Senior Engineer will be entering into a cohesive, collaborative and supportive Engineering Section team.    

The ideal Senior Civil Engineer candidate will possess the following:    

• Possession of a Master’s degree in civil engineering or a closely related field. 

• Possession of Professional Traffic Engineer Registration in the State of California highly desirable.  

• Municipal professional engineering and supervisory experience highly desirable.  

Minimum Requirements 

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field. 

• A minimum of four (4) years of increasingly responsible experience performing program management or project coordination; at least two (2) years of this experience must be equivalent to an Associate Civil Engineer or above.  

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months.
