The City of Sebastopol is seeking an engaging, inclusive, and talented leader well-versed in current and long-range planning, affordable housing, and development activities, administers housing and zoning codes, and serves as a liaison to the business community, including developing economic development strategies. Under administrative direction, the Community Development Director oversees all functions and activities of the Community Development Department. In addition, the Community Development Director may also oversee the building, inspection, and code enforcement functions of the City. 

This position coordinates Community Development Department activities with other City departments, officials, contractors, consultants, outside agencies, and the public to ensure cohesive and efficient development and planning processes. The Community Development Director reflects a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This position provides highly responsible and complex professional consult to the City Manager to advance the City's planning, housing, economic development, and building and development goals and objectives and may serve as the City Manager or Assistant City Manager in either manager’s absence or as assigned. Performs related duties as assigned.

This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. It involves exercising general direction and supervision over professional, technical, and administrative support staff.

We are seeking a customer service-oriented individual with the competence and experience to address challenges with confidence and professionalism. The Plan Check Assistant performs a range of duties in reviewing and checking building construction plans (residential, commercial, and industrial) for compliance with all applicable State and City codes.

Primary Responsibilities:

• Review construction plans for additions, alterations, repairs, and other projects to ensure compliance with all applicable codes and ordinances
• Respond to inquiries from, and provide information to architects, engineers, contractors, building designers, owners, and the general public regarding project status, plan checking, and other code code-related issues
• Provide assistance at the public service counter (over-the-counter plan checking, code questions, and permit issuance)
• Perform routine engineering analysis and calculations
• Approve over-the-counter plan revisions to issued permits

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.

THE JOB

Reporting to the Director of Digital Service and Open Government, they will oversee the interdepartmental Communications Team and manage engagement operations in coordination with both the City Manager’s Office and other departments.

The Civic Engagement Manager will ensure that projects are completed on time, according to budget, and within the bounds of work contracts. They will direct website content strategy, guiding staff on user experience enhancements that will revolutionize the City's online presence. They will also take the reins on managing the City’s social media strategy, shaping its voice and swiftly responding to media inquiries. Providing critical creative direction for the City’s online presence is the key responsibility of this role – seizing the opportunity to lead crucial engagement strategies that promote equitable access to services and information!

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Community Development and Transportation Department (CDT) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development and Transportation Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.

SUPERVISION: Works under the general supervision of the Deputy Director, Bus Maintenance who establishes goals and objectives and evaluates performance.
