Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;
• May administer consultant contracts;
• Supervises personnel performing office and/or field work required for preparation of Record of Survey Maps, Parcel Maps, Corner Records, legal descriptions, and construction layout plans for VTA projects;
• Serves as Responsible Charge as described in the Professional Engineers' and Land Surveyors' Act including stamping, signing, and certifying the correctness of documents;
• Interprets legal descriptions of real property;
• Uses AutoCAD, Softdesk, and other computer aided design software in the development of maps and calculations;
• Interacts with various public and private organizations;
• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). Under the direction of a Senior Analyst, the position provides information and assistance to the public and staff on many aspects of rent stabilization and rental housing laws, regulations, and procedures. The position may prepare petitions from the public in preparation for hearings under the City's rent stabilization and related ordinances, answer public inquiries to the Rent Stabilization Program, track and analyze data and outcomes, as well as perform other complex tasks required in the administration of housing programs. This position will assist in outreach and education functions and may assist tenants and landlords in accessing eviction prevention resources, including emergency rental assistance and legal services. The position may collect documents and assess eligibility of tenants and landlords for an eviction diversion program. The incumbent will be expected to make public presentations, interact with tenants, property owners, and their representatives and must be able to communicate effectively, both orally and in writing, with persons from diverse social, cultural and economic backgrounds.

Duties of the positions may include:

• Responding to inquiries from the public regarding Apartment Rent Ordinance, Tenant Protection Ordinance, Mobile homes Ordinance, and related rules, regulations and policies and making referrals to other agencies, as appropriate.
• Processing petitions from landlords and tenants and supporting Hearing Officers and mediators throughout the hearing and mediation process. Assisting parties to the petition in developing all information needed for presentation in hearings without bias toward either party.
• Facilitating the resolution of petitions and complaints where possible through voluntary agreements between the parties that are consistent with the City's housing ordinances and policies.
• Tracking and reporting outcomes of petitions.
• Manage relationships and contracts with contract employees providing mediation and arbitration services for the Rent Stabilization Program.
• Assisting landlords in maintaining compliance with City rental housing ordinances through enrollment in the City's rental programs, maintenance of business licenses, and other city and state permit requirements as appropriate.

We are currently looking for a Clinical Therapist I or II to work on our MHSSA Grant Team within Tri-City's Child & Family Clinic. This position will be a part of a 3 year - federally funded MHSSA Grant Team that is scheduled to end in December 2026. The team is being formed to foster stronger school-community mental health partnerships that can leverage resources to help students succeed.  The Clinical Therapist I/II position will report to a Clinical Supervisor and will work on a multidisciplinary team consisting of other Clinical Therapists and Behavioral Health Specialists in partnership with the school and families.

These positions are responsible for a variety of ongoing responsibilities including, but not limited to:

• Work directly with or work with staff who work directly with at high-risk youth, foster youth, youth who identify as LGBTQ+, and youth who have been suspended or expelled from school and their families to provide culturally inclusive and relevant mental health services such as early intervention, suicide prevention, drop-out prevention, evidence based mental health practices and the development and coordination of service plans to address ongoing needs;

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Foster relationships and partnerships with the local school districts, County Office of Education; local charter schools, the youth and their families;

• Ensure that documentation is updated in Electronic Health Record (EHR) regularly.

DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.
• Process a variety of development proposals and permit applications, including sign permits, variances, land-use permits, development plans, and major and minor subdivisions; ensure conformance to Town standards.
• Review applications for completeness and conformance to administrative requirements; monitor the progress of applications during the development review process.
• Perform research on a variety of planning issues; prepare and/or revise ordinances.
• Coordinate development review with other divisions of Development Services and outside agencies.
• Resolve disputes between the Town and developers/property owners.
• Respond to citizen complaints, concerns and inquiries.
• Prepare reports on a wide range of planning issues; make presentations to the Planning Commission, Design Review Board and other groups, as appropriate.
• Assist with managing the Town’s affordable housing program; aid in staffing the Town’s Design Review Board.

QUALIFICATIONS

Knowledge of:

• Practical planning methodology, urban development and operations, urban design and basic land economics; current land use and urban design implementation.
• Principles and techniques of project management.
• Development process, economics, practices and procedures.
• California development law, Town planning and zoning codes, California Environmental Quality Act and other applicable federal, state and local legislation.
• Techniques of negotiation.

Ability to:

• Demonstrate community relations skills; speak publicly and explain/interpret Town practices and objectives to the public, private agencies, and organizations as required.
• Prepare reports proposals and written materials of an analytical, budgetary, financial, technical and evaluative nature.
• Establish and maintain effective work relationships.
• Utilize computer equipment and software, including Microsoft Office Suite, and GIS.
• Attend meetings at various sites within and outside of the Town to inspect various work, building, or construction sites.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 25lbs.

EXPERIENCE AND EDUCATION

Experience:

One (1) year of experience in city or regional planning or a related field.  

Education:

A Bachelor’s degree in city planning, public administration, political science, geography, urban and regional studies, or a closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
