POSITION:                 SUPERINTENDENT, BUS SAFETY & TRAINING (PS101469)

This position is on-call 24/7 and is located at the Bus Transit, San Rafael Office.

SALARY RANGE:           $117,728.00 - $142,292.80 annually plus excellent benefits

Employee pays 7% of salary/wage toward CalPERS retirement plan

POSITION DESCRIPTION:

The Superintendent of Bus Safety & Training is primarily responsible for the supervision of Transportation Supervisors, and Safety and Training staff. It also has the shared responsibility of managing Bus Operators.

This position will have the responsibility and accountability for investigating collisions, incidents and passenger complaints related to safety and issuing discipline. This will be the staff liaison position with  the Third Party Administrator. This position will also be responsible for the development of the Bus Operator Safety Program activities, enforce safety policies, monitor newly hired bus operators, and observe overall bus operator performance regarding safety incidents, compliance with safety operations, and general operating functions such as farebox, radio and head sign use. Will identify training needs based on operations trends. Will conduct first level hearings related to collisions and safety incidents as well as oversee all retraining for returning operators or those needing refresher training due to performance issues.

MINIMUM JOB REQUIREMENTS:

EDUCATION/EXPERIENCE REQUIREMENTS

• Bachelor’s degree in Public Administration, Business Administration, Transportation or a related field. Additional recent position-related experience may be substituted on a year-for-year basis in lieu of education. Applicants who do not possess a degree must attach a statement supporting additional recent position related experience.
• Minimum of 5 years supervisory experience in transit management is preferred.
• Five-years of full-time experience in safety and training, collision investigation, causation analysis, data analyzation, training programs, and DMV requirements, labor relations, and contract interpretation.

• Familiar with dispatch and street operations in a public transit agency.
• Familiar with Public Transit Agency Safety Plan (PTASP) and Safety Management System (SMS).
• Transportation Safety Institute (TSI) Train the Trainer certification is preferred.

LICENSE(S):

• Must possess and maintain a current, valid California Commercial Class B driver's license with air brakes and passenger endorsements. If not currently a commercial license holder, the successful applicant must obtain at a minimum a California Commercial Class B driver's license with air brakes and passenger endorsements within the 6 month probationary period.
• Must have a satisfactory driving record as defined by: No DUIs and reckless driving infractions within the last 7 years; No more than 2 moving violations within the last 3 years; and Operates District vehicles on a regular basis.

ESSENTIAL RESPONSIBILITIES:

• Responsible for the supervision and management of field supervision staff, and safety and training staff. This position also has a shared responsibility of supervising bus operators.
• Responsible for monitoring and managing the Public Transportation Agency Safety (PTASP) requirements as required by the Federal Transit Administration (FTA).
• Maintains a safety program for passengers and employees.
• Establishes department goals and objectives and ensures that key staff are cross-trained.
• Works closely with the Bus and Maintenance Departments to develop a training curriculum to address fleet safety issues.
• Develops and maintains safety awards and incentives program.
• Responsible for continued modernization of recordkeeping methods and training materials.
• Manages projects and/or provides oversight regarding on-board equipment, operating equipment (coaches), and training.
• Acts as District hearing officer for collision and operations grievance hearings.
• Acts as the District representative at hearings and/or arbitrations.
• Reviews customer service comments for trends and areas of retraining needs.
• Responsible for technical writing of policies, procedures, manuals, and training materials.
• Authors safety bulletins and monthly safety newsletter.
• Co-chairs the joint management/labor safety committee with union designee.
• Develops training and development plans for internal staff.
• Attends quarterly Training Instructor meetings.
• Develops and implements the annual Verification of Transit Training (VTT) curriculum.
• Maintains records in organized fashion and performs quarterly audits to ensure compliance with State and Federal regulations.
• Monitors Bus Operators Hours of Service (HOS) for compliance with State and Federal regulations.
• Develops emergency preparedness policies and procedures and materials and conducts staff training on these materials and prepares annual drill to test practical application of policies and procedures.
• Maintains monthly statistics and reports them on the proper form to proper District personnel for submission to FTA, NTD or other authority.

• Acts as District representative for CHP terminal inspection, DMV or other operational regulatory inspections.
• Responsible for onboard video surveillance equipment by conducting video reviews for collision investigation and to aid in resolving customer complaints.
• Analyzes safety trends and develop statistical reports outlining these trends, as well as develops policies, procedures and methods to reduce these trends.
• Maintains training manual for new hire bus operators.
• Acts as Bus Division representative to the Advisory Committee on Accessibility (ACA).
• Works with the Planning department and other officials on bus stop design and safety considerations.
• Manages the District Bus Operator Mentor program.
• Coordinates Bus Roadeo and other events and programs that promote a culture of safety.
• Keeps abreast and makes recommendations in areas related to best practices and new developments in the field of training and adult learning strategies.
• Conducts regular audits of safety and training records, makes recommendations on findings and conducts follow up as necessary.
• Performs all job duties and responsibilities in a safe and professional manner to protect oneself, fellow employees and the public from injury or harm by promoting safety awareness and following safety procedures in an effort to reduce or eliminate accidents.
• Performs other duties as assigned.
• Regular and reliable attendance and performance is required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

• Collision investigation practices and procedures.
• FTA safety regulations, Federal Motor Carrier Safety Administration (FMCSA) statutes, California Code of Regulations (CCR) Title 13, and the California Vehicle Code (CVC) and any other law, regulation or rule related to the operation of public passenger carrying vehicles.
• Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Access).
• Transportation scheduling software (preferably Hastus), video security systems, and various computer programs and technology that are regularly used in the management of transit operations.

Ability to:

• Demonstrate effective interpersonal skills.
• Demonstrate effective written and oral communication skills.
• Perform collision analysis and develop specific corrective and preventive procedures.
• Prepare clear, complete and concise operational and statistical reports, correspondence, operating bulletins and memos.
• Effectively operate a personal computer using MS Word, Excel, Access, PowerPoint software and learn other software programs as required.
• Demonstrate proficiency in the use of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Access).

PHYSICAL REQUIREMENTS:

24-hour on-call position which requires ability to work beyond standard office hours to attend evening and weekend meetings, meet with employees working swing and graveyard shifts and respond to emergencies. Designated District Emergency Services Worker. Will be required to work as an Operations member of the District’s Emergency Operations Center (EOC) or in the field as necessary during natural or man-made disasters. Ability to communicate in person and over the telephone. Ability to read printed materials and a computer screen. Routine use of computer, telephone and other office equipment. Ability to travel to District facilities.

BUS OPERATOR, FULL-TIME (PS101326)

POSITION SUMMARY:

Under general supervision, operates a variety of transit vehicles to transport passengers along specific, assigned routes according to the District's requirements. Provide service in a safe, courteous and reliable manner. Responsible for written reports and other information as required. Upon completion of the Golden Gate Transit Training Program, the employee operates regularly scheduled assignments. All runs will originate in either Santa Rosa, Novato or San Rafael.

SALARY RANGE:   $24.48 per hour - During training

Golden Gate Bridge, Highway & Transportation District’s Bus Operator Training Program runs approximately twelve (12) weeks, Monday through Friday, 6:30 a.m. to 3:30 p.m., which includes a 60-minute unpaid lunch period. There will also be three (3) nights of night driving scheduled from 2:00 p.m. to 11:00 p.m.

Upon successful completion of training: $25.92 per hour, plus benefits - for the first six (6) months of service

$27.36 per hour, plus benefits - for the second six (6) months of service

$28.80 per hour, plus benefits - thereafter

County of San Mateo Health System is excited to be able to offer a unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner (Supervising NP) as part of the County of San Mateo Obstetrics and Gynecology team. This is a full-time, benefited position.
 
The successful hire will receive direction from the Medical Director of Specialty Care and will exercise supervision over assigned Obstetrics and Gynecology NPs, who are located in three clinics (San Mateo Main Campus, Coastside Clinic, and Fair Oaks Health Center). The supervisory scope includes quality improvement, program development, on-site and remote supervision of nurse practitioners, and continuing partnership with the contracted Obstetrics and Gynecology group. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. Clinical supervision of assigned staff is provided by the medical director, supervising physician, contracted physician and/or manager.
 
The Practitioner will work within all clinical areas that serve our Obstetrics and Gynecology patients. Work may include both clinical and administration support throughout San Mateo Medical Center. San Mateo Medical Center is a fully accredited acute/long term care/teaching hospital whose vision is to help every patient live the healthiest life possible. We are an integrated health care delivery system offering primary care, specialty, ancillary, inpatient, long term care and emergency services connected through a unified leadership structure and integrated IT systems. Examples Of Duties: 
Duties may include, but are not limited to, the following:

• Work with our contracted Obstetrics and Gynecology Physician group in establishing and meeting quality metrics and goals for patient care
• Establishing workflow process and standardizing the clinical practice throughout San Mateo Medical Center (SMMC) system.
• Supervise the Nurse Practitioners that work in the all Obstetrics and Gynecology clinics in SMMC, this includes selection, performance evaluation, and corrective action.
• Establish and maintain effective working relationships with patients, their families, hospital staff, community organizations and others.
• Work with our Quality process (LEAP) to have meaningful, data driven improvements in work flow and quality.
• Work with Core team in each location to standardize and ensure best use of resources to meet patient quality care.
• Work with referring providers to improve referring patterns and communications throughout SMMC.
• Perform related duties as assigned.

QUALIFICATIONS 
Knowledge of: Principles of personnel training, supervision and evaluation, as well as hiring and selection; principles, practices and procedures used in the detection, diagnosis and treatment of common health problems as related to the clinical specialty; laws, statutes, codes, and regulations related to the specialty area which govern health service providers, and Joint Commission and other regulatory requirements; fundamentals of clinical medicine as related to the clinical specialty of the Clinic or Service; drugs commonly used in the area of specialty including the indications of their use, anticipated therapeutic effect, side effects and untoward reactions and contraindications; safety and infection control practices and procedures; normal and abnormal values of laboratory tests and their clinical significance; operations and care of medical equipment and instruments used in the area of specialty; laws and regulations pertinent to the practice of nursing and medicine applicable to assigned specialty; community resources and referral systems; and provisions of the Nurse Practice Act. 

Skill/Ability to: Supervise and coordinate administrative and operational activities related to assigned clinic or program; coordinate activities with other departments or programs within the Medical Center and the County; direct and participate in the analysis of a wide variety of moderate to complex operational problems and make effective operational and/or procedural recommendations; interpret policies, guidelines and procedures; develop recommendations for improvements, as necessary; supervise, evaluate and train assigned personnel; communicate effectively both orally and in writing; assess the health status of patients; provide health care services including the taking of a complete medical history, doing complete physical examination and other related clinical procedures; identify and manage health problems common in the area of specialty; develop and implement treatment plans for patients according to policies and protocol; analyze and interpret health information/data including results of laboratory testing; establish and maintain effective working relationships with patients, professional staff and others; follow safety practices and procedures; and maintain accurate records and preparing reports. 

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of practice within specialty area or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
 
Licensure/Certification:

• Possession of a California license as a Registered Nurse.
• Possession of a California Board of Registered Nursing (BRN) Nurse Practitioner Certification.
• Possession of a California Board of Registered Nursing (BRN) Furnishing Number.
• Possession of a DEA Number.

Behavioral Health and Recovery Services (BHRS) offers a broad spectrum of mental health and substance use services for children, youth, families, adults and older adults in San Mateo County in the prevention, early intervention and treatment of mental illness and/or substance use conditions. Mental health services are also available for emotionally disturbed children, older adults at risk of institutionalization, children in special education or at risk of out-of-home placement, uninsured residents of San Mateo County and people of any age in a major crisis.
 
Correctional Health Services provides integrated medical, dental, mental health, and chemical dependency treatment to San Mateo County's incarcerated adults, and medical and dental care to the juvenile hall population. Medical services include health screening, treatment, education, and 24-hour emergency response for juveniles and adults.
 
The San Mateo Medical Center is a public hospital and clinic system fully accredited by the Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and also an acute-care hospital. We serve the healthcare needs of County residents, serving as the healthcare home for underserved and underinsured residents, with an emphasis on education and prevention. Under general supervision, Nurse Practitioners will provide services such as conducting complete physical examinations, developing diagnostic impressions, and managing care of patients working in one or more specialty areas, such as geriatric, pediatric, family health, or OB/GYN practice.

DISTINGUISHING CHARACTERISTICS:

The Nurse Practitioner is fully competent to independently perform a variety of responsible primary health care services and other clinical procedures that require the exercise of a high degree of clinical judgment in the assessment, diagnosis and treatment of patients in a specialized nursing area office support duties. Positions in this series differ from those in the class of Staff Nurse in that Nurse Practitioners provide primary health care services and other clinical procedures that require specialized licensure and the exercise of a high degree of clinical judgment in the assessment, diagnosis and treatment of patients in a specialized nursing area.

Examples Of Duties: 
Duties may include, but are not limited to, the following:

• Assess the health of patients to determine their physical, emotional and social status by taking a complete medical history, doing a physical examination, initiating screening and diagnostic procedures etc; evaluate results of clinical findings and laboratory tests; report any abnormalities to a physician.
• Identify and manage in collaboration with a physician, common illnesses and/or other health problems and refer these problems or illnesses that require immediate medical attention to the appropriate practicing physician; assume on-going responsibility for follow-ups.
• Collaborate with physicians and other health professionals regarding health problems and illnesses following established protocol relative to diagnosis and treatment of patients.
• Counsel parents or other family members regarding health maintenance in the area of specialization.
• Coordinate and facilitate referrals to other health or social agencies.
• Maintain accurate records of assessments, follow-ups and evaluations.
• Supervise the work of subordinate health workers and participate in professional and administrative meetings.
• Perform related duties as assigned.

QUALIFICATIONS 
Knowledge of:

• Principles, practices and procedures used in the detection, diagnosis and treatment of common health problems as related to the clinical specialty.
• Fundamentals of clinical medicine as related to clinical specialty.
• Drugs commonly used in the area of specialty including the indications of their use, anticipated therapeutic effect, side effects and untoward reactions and contraindications.
• Safety and infection control practices and procedures.
• Normal and abnormal values of laboratory tests and their clinical significance.
• Operations and care of medical equipment and instruments used in the area of specialty.
• Laws and regulations pertinent to the practice of nursing and medicine applicable to assigned specialty.
• Community resources and referral systems.
• Provisions of the Nurse Practice Act.

Skill/Ability to:

• Assess the health status of patients.
• Provide health care services including the taking of a complete medical history, doing complete physical examination and other related clinical procedures.
• Identify and manage health problems common in the area of specialty.
• Develop and implement treatment plans for patients according to policies and protocol.
• Analyze and interpret health information/data including results of laboratory testing.
• Communicate effectively, orally and in writing.
• Establish and maintain effective working relationships with patients, professional staff and others.
• Follow safety practices and procedures.
• Maintain accurate records and preparing reports.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

Licensure/Certification:

• Possession of a California license as a Registered Nurse.

Special Training: The Nurse Practitioner requires certification in one of the options:

Option l - Pediatric: Primary health care for patients 17 years of age and under.
Option 2 - Family: Primary health care for patients of all ages.
Option 3 - Geriatric: Primary health care for older patients.
Option 4 - OB/GYN: Primary health care for obstetric and gynecologic patients.
