DEFINITION

Provide analytical, coordination and operational support within the Development Services Department; primarily responsible for transportation planning functions. Provides secondary support to economic development and special events programs. 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Transportation Manager.  May exercise supervision over technical and/or support staff as assigned. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Implement and administer the Neighborhood Traffic Management Program.
• Assist in the implementation of other programs and projects within the functional areas of the team (e.g., Street Smarts, Traffix, SWAT, etc.).
• Serve as project manager on assigned transportation programs and related projects, which includes background research, environmental review, preparation of public notices and staff reports, coordination of meetings and hearings, and oversight of implementation.
• Represent Danville on assigned regional transportation forums, including committees and subcommittees of the Contra Costa Transportation Authority and Tri-valley Transportation Council.
• Attend regional transportation meetings and ensure the Town’s positions are represented; advocate when directed and appropriate; participate on various local interagency and interdepartmental boards and committees; facilitate committee meetings as assigned.
• Perform funding/grant development and administration, including conducting research, identifying regional, state, and federal funding sources, writing proposals, preparing grant applications, and programming and administering awarded grant funds.
• Provide support to other departments, boards and commissions, and the general public.
• Conduct special research projects, including gathering, compiling and analyzing information; provide alternatives and make recommendations on courses of action; give presentations on findings.
• Assist in the development and maintenance of program budgets, monitor expenditures and revenues to ensure availability of funds, initiate invoices, and facilitate collection of funds.
• Administer Danville’s public electric vehicle charging program.

QUALIFICATIONS

Knowledge of:

• Modern principles and practices of transportation and urban planning.
• Project management skills; experience with development of transportation program development and coordinating the planning and design of transportation projects.
• Federal, state, and local transportation grant applications and administration.
• Methods and techniques of effective report preparation and presentation.
• Techniques for effectively representing the Town with the public, community groups, business community, and other professional and regulatory agencies.

Ability to:

• Interpret and explain transportation programs; identify and respond to issues and concerns of the general public, Town Council, and other boards and commissions.
• Provide exceptional customer service and maintain effective relationships with co-workers, management, elected officials, and the general public.
• Read and understand technical drawings and specifications and conduct an analysis of transportation and planning related documents.

EXPERIENCE AND EDUCATION

Experience:

Two (2) years of full-time or four (4) years of part-time related professional experience, with a background in transportation, planning, traffic engineering, or public administration.  Public sector experience desirable. 

Education:

Bachelor’s degree in urban planning, civil engineering, architecture, public administration, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.

The City of Berkeley is seeking a temporary (not to exceed 6 months) Manager of Aging Services! In this role, you will oversee four major Aging Services program areas, including senior centers, nutrition, transportation, and case management, as well as supervision of the division’s management team. Duties include planning, analyzing, and evaluating programs/services division-wide.

The Manager will also oversee Division budgets ($6.1 million), oversee management of Division facilities, and ensure the development and implementation performance goals and objectives using the newly developed results-based accountability framework. This position has the opportunity to coordinate and facilitate strategic planning initiatives, including the City’s Age-Friendly Action Plan, and partner with internal Departments/programs and community organizations to provide services to the older adult community, and further strengthen community resilience.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills and abilities for this position is:

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, public health, social work, business or public administration or a related field, and five (5) years of increasingly responsible professional experience involving program planning and administration, preferably in programs for aging populations or closely related social services or public health program, of which at least two (2) years included supervisory responsibility.

A Master's Degree in any of the above disciplines is desirable.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must attend evening and weekend meetings as required.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. The Building Official will manage all building division functions (building permit issuance, plan check, and building inspections). The position reports to the Community Development Director. The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).

Community Outreach: Summer Youth Volunteers Project Plan 

The Community Outreach team is seeking a summer intern for a 10–12-week assignment.  The goal of the internship is to gain valuable experience managing high school aged volunteers that will support a variety of summer camps and programs throughout the district.  

Key duties 

• Be primary point of contact for Summer Youth Volunteers. 

• Assist with volunteer orientation and ongoing training sessions throughout the summer. 

• Oversee volunteer schedule. 

• Track volunteer hours logging. 

• Create program completion documents. 

• Assist with planning end of summer recognition event. 

Key deliverables will be: 

• Maintain volunteer hour tracking and create end of summer recap report. 

• Complete summer training and check-in reports. 

• Create and distribute volunteer completion certification with hours totals for all summer volunteers. 

• Report any concerns from staff and volunteers or development opportunities for volunteers through regular check-ins. 

What learning will occur for the intern?

Timing 

June-August 9th.  Interns may start and end later but need to be present for the core Sessions slated for the entire month of June, July and through August 9th.  

Work hours will be Monday – Friday, 25-30 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.
