SENIOR TRANSPORTATION ENGINEER

The Organization

The Public Works, Transportation Engineering Division plans and operates a multi-modal transportation system with safe and convenient choices for walking, bicycling, driving and using transit, through local actions, and in coordination with regional and state transportation agencies. Our work is guided by a City adopted Mobility Action Plan, Vision Zero Action Plan and in Coordination with the City's Mobility Commission. 

The City is currently developing its first Active Transportation Plan (ATP), which updates and consolidates its previous Bicycle Master Plan and Pedestrian Master Plan and provides guidance for its active transportation programs for the next five years.

The Position

The Senior Transportation Engineer plays a key role in implementing Fremont's General Plan vision to be "a national model of how an auto-oriented suburb can evolve into a sustainable, strategically urban, modern city." Specific City goals and current projects include implementing the "Vision Zero" traffic safety improvement program, transforming Fremont's transportation corridors into "complete streets" that are safe, comfortable, and convenient for all travel modes and users of "All Ages and Abilities", reducing the number of vehicle miles traveled, expanding available transit services, modernizing the City's traffic signal system, upgrading State Highway corridors, and supporting new innovations in transportation technology.

In 2019, the City completed a Mobility Action Plan and formed a Mobility Commission to assist with plan implementation. Interested applicants are encouraged to read the Mobility Action Plan as well as the Mobility Chapter of Fremont’s General Plan available for viewing on the City’s website www.Fremont.gov. Minimum Qualifications

The successful candidate will typically possess the following:

• Education: Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering.
• Experience: Five years of professional Transportation engineering experience at the fully qualified working level.
• Licenses/Certificates/Special Requirements:
  • Possession of valid registration as a traffic engineer or civil engineer issued by the California State Board of Registration for Professional Engineers is required. Dual registration is highly desirable.
  • This classification requires the ability to travel independently within and outside the City limits. Positions in this classification require possession of a valid Class C California Driver's License by the time of appointment. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

The General Maintenance Worker is essential to maintaining the cleanliness, safety, and overall appearance of our community spaces. This role involves a wide range of responsibilities, including:

• Identi­fies, contacts, selects and prepares documents for contract instructors; provides first-level approval and processes contract invoices.

Qualifications

Knowledge of principles and techniques pertaining to the specialized program activities and program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret documents in area of expertise, technical proce­dures, or government regulations. Ability to write reports, correspondence and proce­dure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions. Summary:
Under general supervision, performs a variety of custodial tasks and provides oversight of rental groups, in accordance with District policies and procedures.

Essential Duties and Responsibilities:

• Assist patrons and prospective participants on the phone and in-person
• Assist permit groups with set-up and breakdown of tables, chairs, and other equipment
• Promptly open and unlock facilities or close and secure facilities as scheduled
• Complete facility condition forms following permit group use and incident reports as needed
• Notify management concerning need for major repairs or additions
• Turn athletic field lights off and on for sports groups
• Sell and scan admission tickets special events and/or theater performances

Other Duties and Responsibilities:

• Sweep floors, vacuum carpets, and dust or polish furniture, fixtures, and equipment
• Wash windows, clean restrooms, replenish supplies, and sanitize high touch areas often
• Empty waste receptacles and remove any trash or debris found throughout facility
• May assist with conducting recreation classes
• Perform other related duties as assigned

Minimum Qualifications:

Minimum age of 18 years old with a High School Diploma (or GED). At least 250 hours of experience in customer service or a related field preferred.

• Develop, conduct, and participate in various athletic, craft, social, cultural, and instructional activities
• Prepare facilities for programming, special events, or rental group usage
• Greet visitors, direct participants to the appropriate location, and respond to general inquiries
• Ensure safety of environment and equipment for staff, volunteers, participants, and visitors
• May open or close and secure facilities in compliance with District policies and procedures
• Issue and collect recreation equipment and supplies used by instructors, participants, or visitors
• Supervise special events, field trips, and other group activities

Other Duties and Responsibilities:

• Coordinate and participate in promotional activities and community events
• Modify and adapt activities specific to specialized programs or populations, as appropriate
• May assist with transportation in specialized programs
• Perform other related duties as assigned

Education and Experience:
Minimum age of 18 years old with a High School Diploma (or GED). At least 500 hours of experience in recreation with 15 units completed in recreation or a related field preferred, or an equivalent combination of education and experience. 

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance. For Therapeutics unit^: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

Additional Knowledge, Skills, and Abilities:
Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar. Ability to add, subtract, multiply, and divide in whole numbers, fractions, and decimals. Ability to apply common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers, and participants and/or parents/guardians.

Fingerprint-Based Background Check:
All recreation employees are required to obtain fingerprint-based background clearance prior to their first day of employment.

Supervisory Responsibilities:
The employee may provide guidance or direction to other part-time employees and to volunteers.

While performing the duties of this job, the employee works in a community center or office environment subject to frequent public contact and interruption and to intermittent exposure to individuals acting in a disagreeable fashion. The Department

The Community Services Department strives to improve the health, wellness and quality of life for Fremont residents by offering a wide variety of exceptional educational and recreational programs and services, historic and cultural resources, facilities, unique attractions, special events, park use and urban forestry.

The Position

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

Examples of Duties

• Assists the Department Director in administration of departmental programs and services.
• Develops and implements strategic vision for the Community Services Department.
• Plans, organizes and manages a comprehensive recreational program and related activities, including special events, special interest classes, park and playground programs, summer day camps, adult sports and events and programs for all segments of the community.
• Formulates and oversees plans for the conduct of recreation programs to maximize the use of recreational areas, facilities and equipment.
• Supervises assigned divisions through subordinate supervisors, and trains and evaluates assigned staff.

The City of Berkeley invites you to apply for the position of Supervising Transportation Engineer in the Transportation Division of the Public Works Department! In this role, you will serve as the City's technical expert in the traffic engineering field. You'll oversee administrative, technical, planning, and design work while ensuring contract compliance with specifications and engineering standards.

Current projects and opportunities in the Transportation Division include the MLK Jr Way Vision Zero Quick Build, Southside Complete Streets Project, and other projects associated with the City's safety, accessibility, and sustainability goals.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

Other requirements include:

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.
• Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
