Laboratory Manager

The City of Sunnyvale is seeking a highly responsible and engaging Laboratory Manager to join our management team in the Environmental Services Department!  The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale's residents and businesses, and also facilitates initiatives to achieve the City's sustainability objectives. The Department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team. The City’s Environmental Laboratory provides water quality analysis to support Drinking Water and Wastewater Management.  The Lab team includes 10 positions and conducts approximately 48,000 analyses annually.

For the Laboratory Manager, the City of Sunnyvale:

• contributes 4% of the 7% employee contribution to CalPERS for classic members;
• contributes 2% of an employee's gross pay to a deferred compensation plan;

Under general direction of a Division Manager, plans, organizes, directs, and administers the laboratory located at the Water Pollution Control Plant; supervises and coordinates the work of laboratory, industrial waste and administrative professionals, technicians and support personnel. This position entails significant regulatory responsibility with regard to compliance with and enforcement of: municipal ordinances, Regional Water Quality Control Board regulations, Bay Area Air Quality Management District and Environmental Protection Agency (EPA) regulations. Performs other duties as assigned.

Minimum Qualifications

The minimum qualifications for education and experience can be met in the following ways: 

A Bachelor's degree from an accredited college or university in chemistry, biochemistry, biology, microbiology, chemical engineering or a closely related field, and four or more years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples in an analytical laboratory or in an industrial pretreatment facility associated with a wastewater or water treatment facility, of which at least two years are at a supervisory level.

A Master's degree in a related field may be substituted for one year of the required experience.

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Manager to provide professional, technical and administrative asset management duties in support of a portfolio of Agency owned assets. The Asset Manager ensures compliance with programmatic and financial regulations, oversees property operations, and works with property management to ensure the physical, financial and social well-being of affordable housing assets.  The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of property maintenance, construction project management, capital planning and systems management, budget preparation and financial modeling to analyze portfolio performance. 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and
• A minimum of four (4) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.
• Low Income Housing Tax Credit (LIHTC) experience is desirable.
• Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position. 

The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

Inspect construction sites to ensure compliance with NPDES Phase II requirements. Issue discharge permits for new and existing businesses regulated under the Pollution Prevention Program. Regular and consistent attendance.  Work weekends and holidays as assigned. 

OTHER JOB FUNCTIONS

Collect samples and perform routine laboratory tests and analyses.  Serve in a stand-by status after regular working hours and respond to emergency call-outs.  Keep detailed records of Pollution Prevention Program activities. Assist with public education and outreach activities to permitted businesses and residential customers. Perform related duties as assigned.

QUALIFICATIONS

Environmental Compliance Inspector I:

Education: High School Diploma or equivalent.  Specialized training or coursework in the water pollution control field is highly desirable.

Experience: One (1) year of experience in working with mechanical equipment and basic water or wastewater chemical and bacteriological processes is desirable.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  A Grade I Environmental Inspection Certificate issued by California Water Environment Association is required within 12 months.

Environmental Compliance Inspector II:

Education: High School Diploma or equivalent, supplemented by specialized training or coursework in the water pollution control field.

Experience: One (1) year of experience in the operation of a Pretreatment program. One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs is desirable.

Licenses and Certificates: Grade I Environmental Inspection Certificate issued by the California Water Environment Association required upon hire. Must obtain a Grade II Environmental Inspection Certificate issued by the California Water Environment Association within 12 months of appointment.

To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. Prepares reports, performs special studies, analyzes results and works with a variety of outside labs.  The purpose of this recruitment is to fill a current vacancy in the Water Pollution Control Facility, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid certificates.

IDEAL CANDIDATE

The Ideal Candidate will have previous experience working in a laboratory or related position.  Candidate will be familiar with the principles and practices necessary in the operation of a Water Pollution Control Facility and have completed previous coursework in chemistry, microbiology, mathematics and other relevant fields.  The Ideal Candidate will be organized, flexible, hardworking, and have the ability to communicate clearly and concisely, both orally and in writing.  Candidate will be detail oriented, have excellent time management skills, have the ability to maintain accurate records, be a cooperative team player, and bring a positive, professional attitude to workplace.

Laboratory Technician I:

This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:

This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

OTHER JOB FUNCTIONS

Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance to laboratory standard operating procedures.  Perform related duties as assigned.

QUALIFICATIONS

Laboratory Technician I:

Education:  High School Diploma or equivalent supplemented by related college level coursework.
Experience:  One (1) year experience in a laboratory or related position is desirable.
License and Certificate:  Required upon hire, possession of a current California Driver’s License.  Possession of a current California Water Environment Association Grade I Laboratory Analyst Certificate within eighteen (18) months of appointment.  Grade I Wastewater Treatment Plant Operator certificate is desirable.

Laboratory Technician II:

Education:  High School Diploma or equivalent is required.  Completion of one (1) year of related college level coursework is preferred.
Experience:  Two (2) years of general laboratory experience is preferred.
License and Certificate:  Required upon hire, possession of all certifications required for the Laboratory Technician I and possession of a current California Water Environment Association Grade II Laboratory Analyst certificate within eighteen (18) months.  Grade II Wastewater Treatment Plant Operator certificate is desirable.

• Plans, manages, and oversees all functions, operations, and activities of the security unit, including contract security services, physical security systems and technologies, un-housed abatement, shooter awareness program, threat and vulnerability assessments and communication protocols.
• Develops programs, strategies, and solutions for security to ensure effective planning for accomplishment of organizational objectives, safety and security for employees, the community and Valley Water’s infrastructure and assets, including water supply and distribution systems, and compliance with all applicable policies, regulations, rules, and laws.
• Develops, implements and manages strategic vulnerability and threat assessments and mitigation plans to protect water supplies, distributions systems and all District facilities from including acts of terrorism; performs vulnerability studies and analysis of disaster and security response capabilities, including Federal Energy Regulatory Commission (FERC), Risk Assessment Methodology for Water Utilities (RAM-W) and Dam Assessment Matrix for Security and Vulnerability Risk (DAMSVR) assessments; assesses and determines appropriate level of security needs. 
• Leads efforts to explore new tools and technologies to improve existing physical security and add security assets to new facilities and property.
• Works collaboratively and engages with appropriate social service and law enforcement agencies to address un-housed abatement in Valley Water creeks and other properties; fulfills security requests to support field work.
• Administers contracts for security and security related services; reviews and evaluates compliance of contractor services with Valley Water’s contract standards and provisions; recommends improvements as required in procedures, techniques, and training.
• Provides staff leadership, oversight, guidance, and daily management of assigned unit; develops and implements goals, objectives, policies, and priorities for assigned programs; manages budgets and forecasts resource needs.
• Plans, directs, coordinates, and reviews the work of assigned staff; provides staff and performance reviews and implements discipline measures and manages the Security Office on-call program.
• Oversees, makes recommendations for, and approves the acquisition of security system hardware and software purchases. 
• Develops and delivers effective communication and training programs and activities, such as the Active Shooter Awareness program, to promote security and emergency awareness and preparedness for Valley Water staff, contractors, and the community.  
• Establishes ongoing relationships with local, state and federal law enforcement agencies, including the Northern California Regional Intelligence Center (NCRIC); monitors notifications of intelligence, information and alerts from the Office of Homeland Security, Federal Bureau of Investigation, Environmental Protection Agency, Department of Energy, Department of Transportation, U.S. Bureau of Reclamation and the Awareness National Security Intelligence Reports, as well as the Association of Metropolitan Water Agencies and American Water Works Association.

 Ideal Experience:

• Experience in law enforcement, homeland security, military police or security program management (a minimum of five years).
• A minimum of two years of experience supervising staff.
• Background partnering with law enforcement, community stakeholders and the general public to address challenges related to un-housed encampments.
• Experience in developing and implementing risk mitigation strategies to protect people from security threats, protect water infrastructure from terrorism, vandalism, sabotage, and other security threats.
• Experience performing threat and vulnerability assessments, identifying gaps, recommending solutions, and driving organizational change.
• Experience selecting, motivating, supervising, and evaluating a team as well as overseeing additional external resources and partners.
• Strong background in crisis management and emergency response planning, including the development of contingency plans and protocols for responding to security incidents and emergencies.

• Coordinate various security activities in a cooperative relationship within Valley Water and with governmental agencies and the community.
• Provide effective leadership as part of a security team to provide service and support to Valley Water’s workforce on security concerns.

• Security concepts and procedures; security survey methods, trends, and emerging technologies of security operations.
• Intelligence processing, situational analysis and standard investigative methods and techniques and vulnerability and risk assessment methodologies and applications.
• Planning, development, implementation, evaluation, and coordination of assigned security operations.
• Modern security procedures, systems, communication protocols and technologies applicable to industrial facilities.
• Workplace violence prevention, including active shooter and terrorist threat mitigation.
• Computer software applications, such as MS Word, Excel, Outlook, PowerPoint and other specialized software and databases.
• Knowledge of design standards and guidelines for securing water facilities and assets against unauthorized access, sabotage, vandalism, and theft.

Ideal Training and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in criminal justice, public administration or other field related to the assigned functional area.

 

Required License or Certificate
