WORK HOURS:  The Library is open seven days per week, some evenings until 8:00 p.m. Hours vary and may include evening and weekend shifts.

The Librarian I/II position available is an hourly, non-benefited, assignment which operates out of the Library|Parks & Recreation Center and may also include shifts at the Grand Avenue Branch Library.

Under the direction of the IS Operations & Support Assistant Manager, the Database Administrator architects, tests, implements, maintains, and documents Agency databases. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. The database administrator troubleshoots and provides solutions for database problems.

Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Controls and monitors user access to databases. This is a journey-level position and is given minimal direction in job duties and responsibilities.  

Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. Oversees upgrades and implementations of new databases or related software.   Position can perform all lower level requirements and works independently with very little direction May be called upon to provide reports or present to the Agency’s Information Technology Committee. May direct the work of lower classifications.     

ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires that the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; Ensures work responsibilities are covered when absent; Arrives to meetings and appointments on time; Performs special assignments for the Assistant Manager, Information Services or others as assigned. Responsibilities:
Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

MINIMUM QUALIFICATIONS

Level III:
Education and/or Experience
A bachelor’s degree from an accredited four-year college or university in Computer Science, Management Information Systems, Engineering, or a related field and five or more years of related experience and/or training, or an equivalent combination of education and experience.

Level IV: 
Education and/or Experience

The Property Manager I/II position is in the Finance and Administration Division at San José Mineta International Airport and reports to a Senior Property Manager in one of three groups including Airlines, Concessions, or Commercial Properties. Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements. 
• Serve as the primary reviewer of Building Permits for zoning compliance.  
• Process administrative current planning applications (e.g., sign permits, tree removal permits, land use permits, development plans, etc.).
• Provide staff support as needed to the Planning Division, Planning Commission, Design Review Board, Historic Resource Commission and other Town departments and divisions as assigned.
• Process a variety of development proposals and permit applications, including sign permits, variances, land-use permits, development plans, and major and minor subdivisions; ensure conformance to Town standards.
• Review applications for completeness and conformance to administrative requirements; monitor the progress of applications during the development review process.
• Perform research on a variety of planning issues; prepare and/or revise ordinances.
• Coordinate development review with other divisions of Development Services and outside agencies.
• Resolve disputes between the Town and developers/property owners.
• Respond to citizen complaints, concerns and inquiries.
• Prepare reports on a wide range of planning issues; make presentations to the Planning Commission, Design Review Board and other groups, as appropriate.
• Assist with managing the Town’s affordable housing program; aid in staffing the Town’s Design Review Board.

QUALIFICATIONS

Knowledge of:

• Practical planning methodology, urban development and operations, urban design and basic land economics; current land use and urban design implementation.
• Principles and techniques of project management.
• Development process, economics, practices and procedures.
• California development law, Town planning and zoning codes, California Environmental Quality Act and other applicable federal, state and local legislation.
• Techniques of negotiation.

Ability to:

• Demonstrate community relations skills; speak publicly and explain/interpret Town practices and objectives to the public, private agencies, and organizations as required.
• Prepare reports proposals and written materials of an analytical, budgetary, financial, technical and evaluative nature.
• Establish and maintain effective work relationships.
• Utilize computer equipment and software, including Microsoft Office Suite, and GIS.
• Attend meetings at various sites within and outside of the Town to inspect various work, building, or construction sites.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 25lbs.

EXPERIENCE AND EDUCATION

Experience:

One (1) year of experience in city or regional planning or a related field.  

Education:

A Bachelor’s degree in city planning, public administration, political science, geography, urban and regional studies, or a closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.

THE POSITION:
This extra-help, non-benefited position provides excellent customer service while performing a variety of professional all ages library services, including reference, reader’s advisory, collection development, event planning, outreach, digital literacy training for the public, and performs related work as assigned as replacement for regular staff who are on vacation or ill. TYPICAL TASKS include, but are not limited to:

• Provides general reference and reader’s advisory services
• Explains library policies and procedures to patrons and staff
• Assists, advises and instructs patrons on the use of library materials and equipment, including automated catalogs, the Internet, various software, eBooks and audio book reading and listening devices and digital literacy in general
• Conducts reference searches using a variety of database, online, and other search techniques
• Helps to maintain and select the addition of books, reference materials, CD’s, DVD’s, electronic media, and other library materials

• Leads book discussion groups

• Helps to maintain social media connectivity to the library public.
• Works collaboratively with staff, the community and special interest groups.
• The Librarian II performs all of these tasks but at a more difficult, higher level. May serve as Person-in-Charge when Branch Manager is absent.

MINIMUM QUALIFICATIONS:
 
Education and Experience: Master of Library and Information Science (MLIS), Master of Library Science (MLS), or Master of Science in Library Science (MSLS) degree from an accredited college or university. The Librarian II requires two years of appropriate professional experience working as a professional librarian, preferably in a public library. Must have a valid California driver’s license. Spanish bilingual skills are preferred.
 
 SALARY RANGES:            Librarian I -   $36.09/hour to $37.92/hour
                                             Librarian II - $37.90/hour to $39.82hour
