THE POSITION:

The City of San Rafael is recruiting for a Child Care Director.  Under the direction of the Recreation Supervisor, this position will perform responsible work in administering and managing a state-funded preschool program.  The incumbent in this position will independently oversee the program and staff at Pickleweed Preschool located in East San Rafael. 

This position performs the following essential job duties: 

• Assist with the establishment of the program budget
• Hire, train, and supervise staff
• Supervise timely completion of annual ECERS
• Supervise completion of DRDP assessments twice annually
• Supervise timely completion of parent surveys
• Supervise timely completion of two parent conferences annually
• Supervise timely ongoing child portfolios
• Supervise and implement systems for creating and maintaining regular written child observations
• Complete annual June 1st report to Department of Education
• Schedule staff and ensure appropriate staffing levels are maintained
• Facilitate parent nights for families four times per year
• Liaison with parents and school districts
• Function as classroom instructor
• Approve Child Care Instructor II curriculum and plans
• Organize regular staff meetings
• Oversees referrals of children for assessment and special services
• Complete annual written evaluations of all staff
• Perform other duties as required.

To be eligible for this position you must have knowledge/skill of:

• Early Childhood Development
• Curriculum models such as CLASS and Pyramid training
• Classroom management techniques
• Appropriate disciplinary techniques.
• Oral and written communications skills
• Group leadership and teaching skills

• Ability to organize and manage child files for licensing.
• Ability to report any unusual incident involving parents and staff to administration and licensing
• Ability to work within established budget and order supplies for program.
• Ability to schedule and approve staff vacations, sick leave and other personal leaves.
• Ability to maintain effective working relationships with co-workers, staff, parents, and community representatives.
• Ability to work independently in carrying out a comprehensive program.
• Willingness to support and carry out the goals and objectives of the Child Care program.

Education and/or Experience:

• AA Degree or 60 units, with 24 ECE units plus 6 administrative units and 2 adult supervision units and one (1) year working in a preschool program, AND/OR
• Site Supervisor Permit

Special Requirements:

• Must be willing to work the hours required for the assigned Center.
• Possession of California Driver’s License preferred.

The Deputy Director supports the management and administration of the Recreation Department and directs a team of four Recreation Supervisors and their respective divisions and facilities. They work with the Director to establish and refine best practices for the creation, implementation, and delivery of recreation programming and services. PARKING ENFORCEMENT OFFICER/COMMUNITY SERVICES OFFICER

The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

EXAMPLES OF DUTIES (illustrative only):

• Manages and implements a delivery system of social services to youth, families and individuals in crises and the unhoused including but not limited to: at-risk youth, dependent children, homelessness support, sustenance and nutrition support, victims of child/adult abuse, domestic violence, and those experiencing mental health and substance abuse.
• Develops, integrates and oversees new social services programs into division/department administrative structure.
• Writes effective and persuasive grant proposals to secure funding to support City projects, programs and activities.
• Prepares performance reports for federal, state and local funding, and program performance and other reports as required by the City.
• Ensures timely and accurate use and reporting of grant funds consistent with purpose(s) outlined by the funding source, and communication of proposed variances to use of funds as necessary.
• Manages, trains, motivates and evaluates a team of multi-disciplinary staff. Provides overall technical and management direction/coordination to personnel in assigned area of responsibility.
• Works collaboratively with public, private and non-profit organizations, community members and other stakeholders including County and State level regional bodies and taskforces to build partnerships and coalitions to increase the effectiveness and efficiency of programs and service delivery methods.
• Conducts presentations of programs and services provided to public, groups and other agencies.
• Serves as a departmental liaison with community social and mental health agencies, local law enforcement and criminal justice agencies, the faith community, community organizations and non-profit organizations, the school district, and others to adequately assess and represent community needs.
• Participates in department, city and community meetings as necessary.
• Conducts assessments to identify appropriate resources and provide referral services (secondary duty).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.
• Must possess a valid California driver's license and have a satisfactory driving record. 
• Must be able to meet physical, psychological and background standards. 
• Must be willing to work evening, night, weekend and holiday shifts. 
• Must be able to obtain required POST certification and maintain firearms qualification.

EXAM PROCESS

The exam process will include, but is not limited to:

If you are unable to attend the City of Berkeley exam dates, you may register and take your exams with The Academy. The Academy charges a non-refundable materials fee of $10 for the written exam, $25 for the practice PAT, and $100 for the official PAT. After taking the exams and receiving passing scores, please attach your scores to your application.

POST will not authorize you to take the exam within 30 calendar days of having taken your last POST written exam. Please refer to the POST website for additional information.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. The examination process and dates are subject to change. The City may, without notice, change or eliminate any assessment component as needs dictate. Applicants passing all examination phases will have their names placed on an employment eligible list that hiring departments will use to conduct final selection interviews.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources.  The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community.

The Position

As a member of the HSD assigned to the AFS, the Senior Program Coordinator will organize, coordinate, and implement community wellness programs for older adults. The Community Programs include health promotion activities such as health screenings, wellness classes, and educational activities. The position works within a team that includes volunteers, health promoters, nurses, social workers and mental health workers. The City of Sausalito is seeking a dynamic and innovative team player for the position of Librarian II at the Sausalito Public Library. Under general direction from the City Librarian, the Librarian II will support all programs and/or functional areas in the City Library, including identifying current and projecting future community needs and providing leadership to initiatives to improve library services.

The responsibilities assigned to the Librarian II will be primarily oriented towards services to children and young adults, including providing direct support to children attending the schools of the Sausalito Marin City School District and their teachers.

The incumbent will also perform a variety of professional librarian duties, such as reference services, collection development and management, and cataloging. The Librarian II manages the effective use of library resources to improve organizational productivity and customer service while providing highly complex and responsible support to the City Librarian in their areas of expertise, as well as performing related work as required.

Equivalent to graduation from college or university with a Master's degree in Library Science and three (3) years of experience as a professional librarian. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Other requirements include the ability to travel to various locations within and outside the City of Berkeley to meet the program's needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required. Must be able to work evenings and weekends.

In addition to the qualifications above, the ideal candidate will have lead or supervisory experience.
