THE POSITION

Under general supervision, a Library Assistant plans, develops, operates, or leads a work unit of the library, such as circulation, cataloging, materials acquisition, youth services, and automated system; operates and maintains computerized library systems; communicates with library patrons; performs clerical and support functions; and performs other duties as assigned.

Examples of duties for this cataloging position include:

• Performs copy cataloging and bibliographic editing using OCLC Connexion and Sierra ILS
• Creates, updates, and maintains MARC bibliographic and item records according to national and local standards
• Applies subject analysis and assigns appropriate call numbers for user access
• Identifies and corrects errors in the Sierra catalog by merging records and updating holdings as needed
• Prepares materials for cataloging and ensuring timely availability of items
• Collaborates with library staff to ensure consistency with cataloging practices
• Participates in developing and maintaining cataloging documentation and procedures
• Monitors cataloging trends and recommends improvements to processes and workflows

What You'll Do

• Support the Police Department by ensuring that critical systems and hardware are working smoothly. Exercise problem solving as needed to ensure minimal impact to operations.  
• Assist in the design, deployment, and maintenance of telecommunication systems, both through routine maintenance and responding to issues as needed.  
• Install network infrastructure, including wireless equipment, hubs, switches, cabling, servers, and peripherals. 
• Administer and maintain virtualization technologies, network load balancing technologies, storage systems and server hardware. 
• Work towards a goal of high availability, reliable disaster recovery, and business continuity as they relate to system administration. 
• Utilize excellent customer service skills with staff, providing direct assistance with problems in a timely manner.  
• Share your knowledge by providing technical instruction, general training, advice, and support to staff regarding the use of equipment, procedures, and software.  
• Have an eye out for continuous improvement by researching, evaluation, and recommending enhancements to existing systems or the implementation of new ones.  

The Essentials:

The educational/experience requirements can be satisfied in one of the following ways: 

- Equivalent to an associate’s degree or have completed 60 semester or 90 quarter units at an accredited college or university in business information systems in computer science or related field, plus five years experience in management information systems. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

- A technology certificate from an accredited college or trade school in information technology, computer applications, web technologies, computer information systems, application development database design, programming, technology project management, or related field and five years of experience in private-sector or public-sector positions in information technology, including systems analysis work and development, system integration, or project management.
 

- Equivalent to a bachelor’s degree from an accredited college or university with a degree in computer science or a related field, and two years of progressively responsible experience comparable to that of an Information Technology Analyst I in the City of Mountain View. Some assignments may require specialized systems experience such as HTML, CSS, Javascript and XML, PHP, and structured query language (SQL).

Highly Desirable:  

• Possession of Advanced Microsoft, VMWare Certified Professional (VSP), CCNP and/or LINUX certifications. 
• Experience in radio communication systems
• Experience in a Public Safety environment supporting applications like CAD/RMS/Mobile data computer systems.

That said, successful candidates can realistically expect a starting offer between $122,367 and $144,000, depending on qualifications. No matter where the starting offer falls, employees will have the opportunity to get annual merit increases for stellar performance.

The City of Berkeley invites you to apply for the position of Applications Programmer Analyst II in the Information Technology Department! In this role, you will act as a technical liaison between IT and various City departments, translating complex business requirements into effective technological solutions. You'll support critical City operations through the design, implementation, and support of enterprise applications, data systems, and spatial technologies that directly impact City staff and the Berkeley community. Projects may include developing reports and data queries, participating in system integrations, and contributing to technology initiatives that improve service delivery, operational efficiency, and transparency. 

Current vacant positions include a generalist role and a GIS-focused role. Both positions are embedded within the City’s Project Management Office (PMO) and function as technical resources on cross-departmental project teams.

The generalist position offers broad exposure to the City’s technology environment, including enterprise and business applications, business intelligence and reporting systems, data warehousing, integrations, and GIS-supported workflows. This position supports departments by:

• Analyzing business processes and translating requirements into technical solutions

The GIS-focused position will leverage expertise in Geographic Information Systems and spatial data management. This position supports City initiatives by:

• Administering, configuring, and supporting GIS platforms such as ArcGIS Pro, ArcGIS Online, and related ESRI technologies
• Creating, maintaining, and publishing spatial data, map services, and web maps
• Performing spatial analysis to support City programs, policy decisions, and operational needs
• Collaborating with departments to gather GIS requirements and translate them into technical solutions
• Developing GIS documentation, standards, and best practices

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is: 
Equivalent to graduation from a four-year college or university with major coursework in computer science, mathematics, business administration, or a closely related field and two (2) years of professional experience in systems design and analysis, systems integration, and/or programming of applications for computer systems. Experience in systems design and analysis, systems integration, and/or programming of applications for computer systems may be substituted for the education requirement on a year-for-year basis.

Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

The actual salary will depend on the qualifications and experience of the individual selected. The City provides an array of benefits.

• Retirement – Competitive retirement system with full reciprocity with CalPERS.

• Health Insurance – The City contributes 100% towards the premium for the lowest cost plan. There are several plan options.

• Dental Insurance – The City contributes 100% of the premium of the
  lowest priced plan for dental coverage.

• Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Executive Leave of 48 hours is granted annually with the ability to earn up to 40 extra hours annually based on performance. Sick Leave is accrued at the rate of 8 hours per month.

• Holidays – The City observes 15 paid holidays annually.

• Deferred Compensation – The City offers an optional 457 Plan.

• Flexible Spending Accounts – The City participates in Dependent Care Assistance and Medical Reimbursement Programs.

• Insurance – The City provides a term life policy equal to two times annual salary. Long-term disability and AD&D plans are optional.

The Position

Reporting directly to the City Manager, the Administrative Services Director provides strategic leadership and operational oversight of the City’s Human Resources and Information Technology Divisions.

The Director plays a critical role in shaping Belmont’s organizational future—championing initiatives that build workforce capability, strengthen digital infrastructure, and advance a culture of collaboration, learning, and innovation.
