Definition
Under general supervision, performs professional human resources work involving a wide variety of human resources functions.

Distinguishing Characteristics
This is the journey level in the Human Resources Analyst series. This level is characterized by assignments that are complex and sensitive in nature and require a high level of competence and understanding of a functional area(s). Incumbents in this class carry out work assignments with independence. This position may be required to provide lead functional or technical direction of paraprofessional or clerical employees.

An incumbent has responsibility for independent action, planning the work, using experienced judgment, solving problems, and the results of the work. Assigned duties require the exercise of judgment or choice among possible actions, sometimes without clear precedents, yet with concern for the consequences of the action. This classification differs from the next lower level of Associate Human Resources Analyst in that incumbents receive less supervision and are expected to perform more responsible assignments with a great deal of independence. This class differs from the higher level Senior Human Resources Analyst class in that the latter has full responsibility for one or more program areas and supervises and/or trains other professional-level employees.

Minimum Qualifications

Employment Standards
Sufficient education and increasingly responsible experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree; and two (2) years of increasingly responsible experience performing human resources management and analysis and/or training for a public or private sector organization.

Attainment of experience in a large public agency is preferred.

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. The salary range for Staff Specialist is approximately $76,330.80 - $92,820.00 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.

Staff Specialists perform paraprofessional administrative work of considerable complexity in various areas of public administration. THE POSITION:
This extra-help, non-benefited position provides excellent customer service while performing a variety of professional all ages library services, including reference, reader’s advisory, collection development, event planning, outreach, digital literacy training for the public, and performs related work as assigned as replacement for regular staff who are on vacation or ill. The City of San Rafael is recruiting for a Building Inspector to work in our Community Development Department.  Under the direction of the Chief Building Official, the Building Inspector I/II inspects buildings, reviews plans and specifications in the enforcement of laws regulating the construction of buildings in the City of San Rafael, issues building permits and collects fees. 

Building Inspector I:  This class performs the more routine tasks and duties including inspections of residential construction and less complex commercial and industrial properties.  This class is typically used as an entry-level class.  Employees in this class may have limited or no directly related work experience.

Building Inspector II:  This class performs the full range of duties as assigned including all types, sizes and complexities of commercial, industrial and residential construction, including accessibility compliance.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

• Two (2) years of responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience.

Building Inspector II:

• Graduation from an accredited high school or equivalent based on courses taken from an accredited education institution.  Additional qualifying experience may be substituted for the required education on a year-for-year basis, AND
• Five (5) years of progressively responsible experience in a variety of building construction work or as a licensed general contractor.  A college degree in a construction-related subject or building inspection program may substitute for one year of the experience, AND
• At least two (2) years must be in an inspection capacity equivalent to a Building Inspector I for a government agency.

CERTIFICATES/LICENSES/REGISTRATIONS (SPECIAL REQUIREMENT):

• Ability to obtain a California driver’s license and maintain a satisfactory driving record; AND ONE of the following:

Building Inspector I:

• Must hold or obtain within one-year of hire an International Code Council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification and must maintain certification through the entire term of employment in this job classification. 

Building Inspector II:

• At time of hire/promotion into this classification, must hold an International Code council (ICC) B1 Residential Building Inspector or B2 Commercial Building Inspector certification.  Within one (1) year of hire/promotion into this classification, must obtain one or more of the following ICC certifications:
  • P1 Residential Plumbing Inspector
  • M1 Residential Mechanical Inspector
