POSITION
Provides staff assistance to a City Administrative official; performs responsible professional and technical administrative and analytical duties. Duties involve budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, special projects, etc., depending on the job assignment, all or some of the following duties and qualifications may be invoked at the discretion of the Department Director. The purpose of this recruitment is to fill an upcoming vacancy in the Community Development Department and in the Police Department, as well as establish an eligibility list for future vacancies.
IDEAL CANDIDATE
Candidate must be able to learn the complex duties of the Department, including budget preparation, creating and monitoring revenue projections, and reviewing expenditure reports, as this position is responsible for overseeing the department budget for all program areas. The Ideal Candidate for this position must be a “team player” with excellent interpersonal and time management skills along with a well-established approach to customer service with both the public and staff. The Ideal Candidate must demonstrate the ability to understand complex issues, demonstrate excellent supervisorial skills as well as make proper independent decisions related to budgeting, department administration, contract management, and complex administrative processes and projects. Effective written and verbal communication skills are essential. Ability to understand and speak a second language is highly desirable.
Management Analyst I - This is the entry level class in the Management Analyst series. Positions at this level are distinguished from the II level by the performance of less than the full range and complexity of duties as assigned to the journey level class within the series. Incumbents at this level typically have limited related work experience and are unfamiliar with the functions, operations and procedures of assigned department or office. This class, therefore, is typically used as a training class within the series.
Management Analyst II - This is the full journey level class of the Management Analyst series. Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction. Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.
QUALIFICATIONS
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain these abilities would be:
Education
Management Analyst I and II:
Equivalent to a Bachelor’s degree from an accredited college with major coursework in public administration, business administration, or a closely related field
Experience
Management Analyst I:
One (1) year of administrative, budgetary or other management analysis or similar experience
Management Analyst II:
Two (2) years of experience comparable to that of a City of Woodland Management Analyst
Knowledge of a second language is highly desirable.

4% increase effective January 2025 and another 4% increase effective January 2026.

CalPERS Retirement system (2% @ 60 Formula for Classic CalPERS members and 2% @ 62 Formula for new CalPERS members). The City does not participate in social security
Deferred Compensation:
Choice of deferred compensation plans (Traditional and Roth). City will match up to 3% of employee’s base salary
Medical:
CalPERS Medical Insurance Plans, including HMOs & PPOs. City gives an allowance toward the cost of insurance. Maximum Family Allowance for 2024/2025: $2,195.79 per month
Dental/Vision:
City paid Delta Dental and VSP Vision Insurance
STD/LTD:
City paid wage protection for short- and long-term disabilities
Life Insurance:
City provides $50,000 life insurance policy

To plan, organize and manage all activities and programs for a specified division of library operations or services, to include the supervision, coordination, promotion and evaluation of division program. The purpose of this recruitment is to fill an upcoming vacancy in the Woodland Public Library, as well as establish an eligibility list for future vacancies.
IDEAL CANDIDATE
The Woodland Public Library is seeking a team-orientated, enthusiastic, and forward-thinking Library Program Manager to provide oversight, development, and implementation of programs and services primarily related to adult services with general library support. Successful candidates will be flexible, energetic, dedicated to customer service, positive, and excited to work in the community of Woodland. The position works in collaboration with the Library Director and divisional Library Program Managers to help the Library provide free and equitable access to information, and informative and dynamic programming. The Ideal Candidate enjoys working with and developing relationships with the public, schools, and other City organizations. The ability to speak and understand Spanish is highly desirable.
Library Program Manager I: This is the entry level class in the professional library series. Assignments are generally limited in scope and within the design and procedural framework established by the Library Services Director. However, as experience is acquired, the employee performs with increasing independence.
Library Program Manager II: This is the journey level class in the professional library series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Librarian Program Manager I, or when filled from the outside, require prior professional library work experience. Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. Work in this class is distinguished from that of a Library Program Manager I by greater complexity of the assignments received and by greater independence with which an incumbent is expected to operate.

Education
Library Program Manager I and II
Possession of a Master of Library Sciences Degree from an accredited college or university.
Experience
Library Program Manager I
One (1) year experience supervising staff and/or developing/managing programs.
Library Program Manager II
A minimum of four (4) years' responsible experience in a professional librarian capacity, including one (1) year in a supervisory capacity and one (1) year of managing programs.
