LITERACY ASSOCIATE – CENTRAL SANTA ROSA LIBRARY

40 HOURS PER WEEK – FULL TIME

 
We are seeking a customer service driven professional with excellent communication skills to join our team as an Adult Literacy Associate. This is an exciting opportunity to work with a group of dedicated professionals who are helping to change the literacy landscape in Sonoma County. This position is part of the Adult Literacy department located in the downtown Central Santa Rosa Library. Spanish/English bilingual skills are highly preferred.

Under direction of the Adult Services Administrator and the Supervising Literacy Program Coordinator, this position coordinates and administers tutor services for the Adult Literacy Services Program (ALS), recruits and provides orientations, training and in-service workshops to tutors for various adult literacy programs, and provides on-going coaching and support for tutors.
 
TYPICAL TASKS include, but are not limited to:

• Organizes, conducts and evaluates orientations, trainings and in-service workshops for tutors of adult learners; organizes conversation classes and determines the schedule and use of the student computer. 
• Recruits, selects, supervises, supports and encourages tutors; plans and implements methods to both recruit and retain tutors.
• Provides tutors with all instructional resources and materials needed to work with the student and provides ongoing support to the tutor for the duration of their service.
• Plans and organizes events in support of the Sonoma County Library adult literacy programs; participates in public meetings.
• Plans and implements outreach methods for the recruitment of volunteer tutors such as providing information on our program to newspapers, radio stations (PSA), and sending mailers to service and business groups; follows-up on recruitment efforts.
• Maintains the literacy library with relevant materials for the ALS programs.

 
MINIMUM QUALIFICATIONS:
 
Education: Equivalent to graduation from an accredited four-year college or university with major coursework in education, public administration or related fields. Experience: A combination of education and experience that creates an understanding of adult illiteracy. Generally, this would be achieved by two (2) years of administrative or programmatic experience including one year of library or literacy experience.  Experience working with adults in an educational setting. Spanish bilingual skills preferred.
 
SALARY RANGE:               $35.20/hour to $43.96/hour

DEFINITION

Perform a wide range of administrative and office support activities for the Recreation, Arts and Community Services Department, its Director and/or managers and supervisors to facilitate the efficient operation of the organization.  The incumbent should be organized, detail oriented, accurate and adept with various computer software.  Perform routine correspondence, field public inquiries, maintain departmental files consistent with the Town’s records retention policy; schedule appointments and meetings, procure supplies, assist with data entry and provide support related to the review, production, and distribution of staff reports.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Perform general clerical duties related to assigned functional area, including formatting, copying, collating, compiling, binding and distributing simple and complex reports
• Type, format and edit letters, memoranda, staff reports, marketing materials, and public notifications and other documents.
• Compile and maintain complex, extensive paper, and electronic records and files; act as a resource for other employees on the material in files and records maintained or processed

QUALIFICATIONS

Knowledge of:           

• Intermediate knowledge of Adobe Acrobat and MS Office including Outlook, Word, Excel, PowerPoint, and Access

• Strong command of English language; spelling, grammar, and punctuation

Experience:

Four years (4) of experience performing duties comparable to those of an Office Assistant, including one year of standard bookkeeping duties.

Education:     

The equivalent of the successful completion of twelfth grade; college degree preferred.

DEFINITION

Develop, organize, and implement delivery of recreation and social services to the citizens of Danville in accordance with program objectives set forth by the Recreation, Arts and Community Services Department. Perform professional duties in Community Centers, Village Theatre and Art Gallery, and/or Teen Centers, as assigned.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from a Program Supervisor.  Exercises supervision over Program Assistants and other program personnel, as assigned.

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Plan, implement and evaluate programs, events and services.
• Assist in recruiting, training, supervising and evaluating part-time personnel and volunteers.
• Conduct and attend a variety of training seminars, staff meetings, and community meetings.
• Recruit and orient contractual instructors and develop and monitor contractual service agreements.
• Prepare memos, correspondence, reports and public information in a variety of forms.
• Represent the Recreation, Arts and Community Services Department and Town to citizens, advisory bodies and community organizations and serve in a liaison role, as assigned.

Specific to Youth/Teen Services:

Program Coordinator will be responsible for implementing a variety of recreational, social and educational programs and services for youth, ages preschool through high school.  Work closely with the Town's Police Services Department, School District, community and human services agencies.  Motivate and facilitate various youth groups.

 

Specific to Sports & Fitness and Facility Management

Responsible for the development and implementation of sports programming, including aquatics, and organizing a variety of recreational sports leagues for youth and adults.  Work closely with the school district.  Supervises seasonal Aquatics program to include staff training and in-services. Requires a basic understanding of sports terminology, concepts, and rules. Responsible for sports & fitness fee classes offered in the Danville Activity Guide.  Support facility management through facility rentals.

 

QUALIFICATIONS

A Bachelor's degree in recreation administration, public administration, or closely related field.

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. First Aid and CPR certification is required but may be obtained during probationary period.

The City is seeking a Division Manager to manage all services and activities in the Benefits Division of the Human Resources Department. The Benefits Manager will report to the Director of Human Resources and will be responsible for administering the City of San José's extensive benefits program, which includes insurance programs and other health, financial and professional benefits. THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. Definition
Under general supervision, performs professional human resources work involving a wide variety of human resources functions.

Distinguishing Characteristics
This is the journey level in the Human Resources Analyst series. This level is characterized by assignments that are complex and sensitive in nature and require a high level of competence and understanding of a functional area(s). Incumbents in this class carry out work assignments with independence. This position may be required to provide lead functional or technical direction of paraprofessional or clerical employees.

An incumbent has responsibility for independent action, planning the work, using experienced judgment, solving problems, and the results of the work. Assigned duties require the exercise of judgment or choice among possible actions, sometimes without clear precedents, yet with concern for the consequences of the action. Minimum Qualifications

Employment Standards

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

Recreation Supervisor (Aquatics and Fitness)

&

Recreation Supervisor (Programs, Classes, and Events)

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals. 

The successful candidate for the Aquatics and Fitness opening will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of aquatics and fitness programs at the facility. We are seeking candidates with substantial experience in Aquatics and Fitness, and preference will be given to those holding certifications such as AFO, CPO, LGI, WSI, or other relevant Aquatics and Fitness Certifications.

The ideal candidate for the Programs, Classes, and Events opening will assume responsibility for professional recreation duties, encompassing the planning, organization, and supervision of contract and in-house recreation programs, classes, and camps, and the permitting of external special events. The supervisor will also have oversight of youth and adult sports leagues, enrichment classes for youth and adults, and other programs within the Recreation division. The position provides technical and functional supervision for the Recreation Services Coordinators assigned to these programs.

Responsibilities of the Recreation Services Supervisor include, but are not limited to:

•    Managing and supervising assigned operations to achieve goals within available resources; planning and organizing workloads and staff assignments; trains, motivates and evaluates assigned staff and volunteers; reviews progress and directs and implements changes as needed.

•    Providing leadership and direction in the development of short and long range plans; gathering, interpreting, and preparing data for studies, reports and recommendations; coordinating department activities with other departments and agencies as needed.

•    Providing professional advice to supervisors; making presentations to supervisors, boards, commissions, civic groups and the general public.

•    Communicating official plans, policies and procedures to staff and the general public.

•    Assuring that assigned areas of responsibility are performed within budget; performing cost control activities; monitoring revenues and expenditures in assigned area to assure sound fiscal control; preparing annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

•    Determining work procedures, preparing work schedules, and expediting workflow; studying and standardizing procedures to improve efficiency and effectiveness of operations.

•    Issuing written and oral instructions; assigning duties and examining work for exactness, neatness, and conformance to policies and procedures.

•    Responding to public inquiries about recreation programs made by telephone, correspondence, or during public meetings.

•    Preparing for publication a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding recreation programs.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.
