The Deputy Director supports the management and administration of the Recreation Department and directs a team of four Recreation Supervisors and their respective divisions and facilities. They work with the Director to establish and refine best practices for the creation, implementation, and delivery of recreation programming and services. Additionally, the incumbent will assist with the development and coordination of the City’s Parks and Recreation Commission, as well as its Arts Commission.

ESSENTIAL FUNCTIONS (Including but not limited to):

•  Assists Director in supervision and administrative control over the organization, staffing, and operation of the Recreation Department and the 29,000 square foot Community Center.
• Engages in strategic thinking to develop and implement goals, objectives, priorities and policies.
• Provides staff assistance to the Director; provides interdepartmental support on various projects; develops and recommends modifications to recreation programs, facilities, policies, and procedures as appropriate.
• Conducts and supervises wide variety of special projects including policy analysis and development, program and facility development and customer service enhancement.
• Prepares a variety of regular and special reports and records on operations and activities related to the Arts & Recreation Department; develops professional service contracts, requests for qualification and proposal and completes grant applications and proposals.
• Responds to and resolves citizen inquiries and complaints and controversial issues.
• Represents the Department and the Director on various occasions and serves on a variety of internal and external committees. Acts in the absence of the Director.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

THE POSITION:

The City of San Rafael Parking Services Department is seeking a full-time Parking Attendant II.  Under direct supervision, this position provides general service and information to the public, is responsible for the upkeep, presentation, and general operations of all City parking areas.

The Parking Attendant II will perform a variety of Parking Operations duties and will have the authority to make some operational decisions.  This position will perform basic equipment maintenance based on the presence of fairly clear guidelines from which to make those decisions, and the availability of supervision in non-routine circumstances.   

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Assists the public at all City parking locations, providing general information about the City of San Rafael, and specific information about rates, locations, and various programs.
• Operates all parking equipment and collects parking fees and provides change to customers.
• Direct, instruct and assist customers with all parking equipment and parking needs, including, but not limited to, meters, change machines, multi-space equipment and pay-on-foot stations.
• Maintains records of transactions and parking activities.
• Prepares cash deposits and delivers to designated drop areas.
• Provides forms, receipts, monies and related information to the City.
• Regularly inspects elevators and all parking equipment, fixes and/or reports to supervisors any damaged or malfunctioning equipment as appropriate.
• Regularly inspects, cleans and/or reports vandalism in all parking areas, including on street, facilities, and equipment.
• Cleans and maintains parking areas.  Work includes, but is not limited to, washrooms, elevators, stairwells, booths, parking equipment, signs, parking spaces, driving lanes, and public right of way surrounding parking areas.
• Shall be granted authority to make operational decisions based on guidelines and the availability of supervision for non-routine circumstances.
• Perform minor equipment maintenance and repair based on guidelines and the availability of supervision for non-routine circumstances.
• Shall have and be responsible for equipment keys (when applicable), validation and various ticket functions.
• Performs related duties as assigned.

The responsibilities assigned to the Librarian II will be primarily oriented towards services to children and young adults, including providing direct support to children attending the schools of the Sausalito Marin City School District and their teachers.

The Librarian II manages the effective use of library resources to improve organizational productivity and customer service while providing highly complex and responsible support to the City Librarian in their areas of expertise, as well as performing related work as required.

Under the direction of the Recreation Supervisor, the Recreation Coordinator II – Aquatics Safety manages the City’s Aquatics lifeguards and scheduling, including lap swim, water-walking, lifeguard certification, community CPR/First Aid classes and JR Lifeguard program.  This position also supervises all lifeguards, senior lifeguards and provides key assistance to the Recreation Supervisor on all related matters (works closely with Recreation Coordinator I- Aquatics programs to support division goals and activities).

The Aquatics & Fitness Center is a 7-day a week operation.

Recreation Coordinator II schedule may include Saturdays and Sundays and is subject to change depending on facility and supervisor needs. 

ESSENTIAL DUTIES:

• Recruit, hire, manage, train, schedule, audit, discipline and evaluate staff, contractors, interns, and volunteers.
• Schedule and provide regular in-service training for aquatics staff.
• Schedule and provide regular class and certification offerings necessary to staff for the proper operation of a public pool facility.
• Manage and develop the swim lesson program to balance and meet the needs of the community and the goals of the Department.
• Plan, develop and implement programs and events.
• Evaluate the progress and effectiveness of scheduling and programming utilizing measurable outcomes.
• Coordinate with local police and fire agencies for emergency response protocols.
• Assist in the development of policies, procedures, contracts, and manuals for facility users and staff.
• Work with local organizations, businesses, school personnel, parents, and community members in developing recreational programs and activities.
• Maintain all personal certifications and be available to lifeguard, teach swim lessons, and otherwise supplement line staff when needed.

Public Health Nurse Intern: is a recruiting and training level class established to qualify candidates for duties as a PHN in Yuba County Health & Human Services Department. Under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas while pursuing a Public Health Nurse Certification. Upon satisfactory completion of the PHN Certification, the PHN Intern are eligible for promotion to the level of PHN. Incumbents who do not successfully complete the PHN certification as prescribed herein may be released from employment.

Public Health Nurse: is the entry level in this class series. Initially under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas. As experience is gained, assignments become more complex and are performed under more general supervision.

Involvement in formal litigation and discretionary authority increases as the incumbent progresses through the various levels.

• Researches, interprets and applies laws, court decision, statutes, ordinances and other legal authorities for use in the preparation of legal opinions, briefs, pleadings, notes, and memoranda; prepares legal reports, opinions, briefs and appeals of average difficulty under general supervision.  
• Represents, confers with and advises County officials, employees and district representatives on legal questions pertaining to their respective powers, duties, functions and obligations; may attend meetings of boards and commissions in order to provide legal advice and counsel.

• Researches and prepares formal written ordinances, resolutions, contracts, agreements, leases, conveyances and other legal documents.

• Prepares pleadings and other papers in connection with trials, hearings and other legal proceedings; performs research, investigation and detailed legal preparation for the trial or defense of the County in cases involving condemnation, damage or other civil suits.  
• Makes recommendations to the County Counsel concerning the advisability to prosecute, compromise or dismiss civil litigation.
• Drafts proposed legislation, analyzes pending legislation and recommends County position on legislation.
