The County of Yuba is currently recruiting for the position of Social Worker Supervisor III in the Child and Adult Protective Services division of the Health and Human Services Department. Under general supervision this position plans, assigns, supervises, trains, reviews and evaluates the work of Social Workers assigned to adult and child protective services; oversees and performs social services case work of a complex and difficult nature in providing a variety of social services to County residents; performs case work of varying scope and complexity and may provide program leadership and consultative services; responsible for program planning and implementation as well as performance of the most complex work and the full range of work supervised on a relief or overflow basis and performs other duties as assigned. This position is the specialized supervisory professional level in the social worker series and reports directly to a Health and Human Services Program Manager.

Examples of Duties:

• Plan, organize, assign, supervise, review and evaluate the work of various levels of professional social work staff in the area of adult and child protective services.
• Provide direction and coaching, through regular feedback sessions; create individual development plans with employees, discuss job performance problems to identify causes and issues, and work on resolving problems; and offer advice and assistance as needed.
• Recommend and administer discipline and implement discipline procedures as needed/directed.
• Recommend selection of staff; provide or coordinate staff training and provide for their professional development.
• Interpret regulations and rules to staff; provide for consistency of staff interpretation and application of such rules and regulations.
• Provide technical assistance to staff regarding difficult case problems.
• Prepare and modifies procedures related to assigned activities; inform staff of such changes.
• Perform the full range of professional work, often in difficult or complex circumstances.
• Interview and counsel a diverse population referred for services; handle the most complex and sensitive child welfare services cases.

This position performs a variety of para-professional, case management duties, and performs related duties as assigned in the adult and youth and family Mental Health Units, along with providing crisis services. The HHSA Case Manager II is distinguished from the HHSA Case Manager I by the performance of the full range of duties as assigned and is responsible for the provision of case management including complex cases. Both levels of this position are responsible for providing direct case management services to clients  The position is located in the Behavioral Health Division at the Glenn County Health and Human Services Agency and is scheduled for forty (40) hours per week.

• Coordinates services with individuals, coordinates activities with other departments, medical providers, social workers, schools and/or other outreach agencies as appropriate to ensure that the needs of the clients are met.

What You’ll Do

The Librarian I/II performs a variety of professional librarian duties in the activities of the library including reference, cataloging, interlibrary loans, collection development, programming and outreach for children's or adult services; and other related work as required. The current vacancy may be filled at either level based on experience. Depending upon class level and assignment, duties may include, but are not limited to, the following:
 

• Advise and assist library patrons; demonstrate the use of on-line library catalogs, databases and other user aids; refer patrons to other appropriate agencies if appropriate.

The Community Services Manager for Human Services is responsible for managing the Fair Oaks Community Center (FOCC) and administering a number of financial assistance programs for local residents, as well as basic emergency and safety net services such as food, transportation, shelter referrals, housing assistance, and client advocacy. FOCC serves as one of eight core agencies in San Mateo County who work in close collaboration with the County Human Services Agency to provide vulnerable individuals and families in Redwood City and North Fair Oaks with much needed support to stabilize their living situations through a robust Information and Referral program. FOCC also serves as a designated entry point for the Coordinated Entry System for people experiencing homelessness in San Mateo County to access shelter and other resources.

The Community Services Manager for Human Services also oversees more traditional community center functions, providing room rentals for private events as well as free meeting space for nonprofits and community-based organizations. The Community Services Manager supports and interacts with a significant number of partner agencies who deliver services through FOCC. The facility includes both an Older Adult Activity Center run independently by Peninsula Family Services and a Child Care and Early Development Program. Other services delivered on site by partners include immigration and citizenship services, ESL classes, tenants’ rights clinics, mobile shower and laundry services, a mobile health van, and more. The Community Services Manager negotiates, prepares, manages, and monitors contracts and agreements with service providers and community agencies, ensuring effective program delivery and inter-agency coordination.

POSITION DESCRIPTION 
 

The City of San Bruno Community Services Departments is hiring for a Library Page position at the San Bruno Public Library. The Library Page position is an entry-level, part-time role with limited benefits. This is an excellent opportunity for individuals interested in playing a key role in the library's daily operations. Candidates must have a flexible schedule and be available to work 14-19 hours per week, including weekdays, evenings, and Saturdays, to meet the library's scheduling needs.

Under the general supervision of library staff, Library Pages perform routine tasks to maintain the organization of the library collections, including the shelving, sorting, and filing of books, magazines, audiovisual materials, and other library materials. Pages also clean and mend library materials, help set-up for various Library programs, assist in the opening and closing of the Library building for public access, and perform other clerical tasks as needed.

This role is physically active and requires regular movement and exertion. The ideal candidate will be comfortable performing physical tasks for extended periods and working in a fast-paced environment. THE POSITION

We have an exciting opportunity for a full-time Chief Building Official to join our team in Millbrae, San Mateo County.  

Reporting to the Community Development Director, you will help lead Millbrae’s growth by directing fieldwork, ensuring compliance with building regulations, facilitating major construction projects, and upholding high safety standards.

In addition to administrative duties, this customer-service-oriented position includes providing education and guidance to residents and contractors, performing hands-on plan checks and building inspections, and overseeing a support team of contracted permit technicians, plan checkers, and inspectors.

Definition: This division head classification is responsible for managing the City’s building inspection activities, enforcing the state building codes and regulations, plan check services and advising builders and homeowners on construction design and standards.

Essential Duties: Depending upon assignment, the duties of the Building Official include:

• Managing and directing the division staff. Through inspections, ensures that all structures comply with applicable state and local laws, codes and ordinances.  Ensuring prompt review of plans for proposed building construction or alterations, and the timely inspection of structures.
• Reviewing and recommending revisions of the City codes to comply with federal, state and local requirements.
• Developing policies and procedures designed to improve plan checking and the code enforcement program. Streamlining permit issuance procedures, when applicable, and developing updated forms as needed.
• Effectively monitoring division workloads to ensure adequate and timely plan checks and building inspections.
• Providing technical assistance and advice to architects, engineers, contractors and homeowners on matters pertaining to building plans, zoning regulations, construction methods, materials, procedures and building and related codes.
• Maintaining a competent and motivated work force by training, developing, disciplining and evaluating the performance of subordinates. Objectively and constructively evaluating the performance of subordinates, promptly apprizing subordinates of how well they are performing and/or in what specific areas they should seek improvement.
• Ensuring financial soundness of the division by developing, justifying and effectively managing the division budget.
• Generating monthly reports for the City Manager regarding building activity and workload, and other reports as necessary.  Maintaining work records related to the development of such reports.
• Responding to and resolving complaints from the public in a tactful and courteous manner.  Investigating problems to determine responsibility and methods for resolution as appropriate.
• Interpreting and making decisions on technical problems related to building, plumbing, electrical, mechanical codes and related federal, state and local laws and ordinances.
• Ensuring that checks and analysis of new construction and building alteration plans for residential, commercial, industrial buildings are done in a timely manner to ensure compliance with codes and policies. Ensuring plan checks accurately identify corrections, corrections notices are prepared and forwarded to applicant, maintaining plan check log for up to date information and current status of the plan check. Approving plans and issuing permits when appropriate.
• Maintaining and developing the electronic permitting and inspection system.
• Maintaining and developing the City street file system.

Special Requirements: Physical agility adequate to inspect construction sites.  Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices and operate telephones.  Must have the ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

Minimum Qualifications:

Knowledge of: Building, plumbing, electrical, and mechanical codes and ordinances enforced by the City; principals, practices and techniques of combination inspection, building materials, accepted safety standards; State laws regulating building construction and zoning; precautionary safety and fire prevention methods in occupancy of buildings; building construction and materials, particularly structural construction materials and specialized terminology used in connection therewith; general knowledge of accepted methods of training; and knowledge of the construction industry and of modern supervisory principals and practices.

Ability and skills: To direct the work of others; provide technical supervision and training to division staff; read and

quality control building plans, diagrams, specification and building codes; enforce laws, codes and regulations with tact;

maintain records and prepare clear and concise reports and correspondence; supervise plan checking; analyze facts and exercise good independent judgement; read, interpret and perform analysis of plans for various structures; formulate and apply uniform policies and standards for the building inspection program; deal tactfully and effectively with contractors and the public; learn, retain, interpret and use technical knowledge related to federal, state and local laws related to building codes. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster cooperative teamwork within the division, within various departments and other agencies that are associated with building construction.

Education and Training Guidelines: Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be four (4) years of progressively responsible experience in combination inspections, including two (2) years at a supervisory level. An Associate of Arts or Science Degree in Building Inspection Technology or a bachelor’s degree in civil engineering or a related field is desirable.

Experience: Four (4) years of progressively responsible full-time experience as a Building Inspector with a Municipal Building Department with at least two (2) years in a supervisory position.

Supervision Exercised and Received: The Building Official supervises the Building Inspector/Plan Checker and the Permit Technician.  The Building Official reports to the Community Development Director. 

License: Must possess and maintain a valid California Operator’s License issued by the State Department of Motor Vehicles and a satisfactory driving record.

Certification: Must possess and maintain certifications by the International Conference of Building Officials (ICBO): Plans Examiner and Combination Inspector. Must possess, or obtain within one year of employment, certification by the International Code Council (ICC) as a Building Official. A Certified Access Specialist (CASp) certification is highly desirable. Registration as an architect, civil, or structural engineer is highly desirable.
