The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Assigned duties and responsibilities of this position are performed primarily in an office environment, requiring the ability to read and understand complex written documents including laws, rules, and regulations; to use computers and computer software, and telephones; and to develop effective working relationships with individuals from a variety of ethnic and socio-economic backgrounds.

 

Essential Functions

All Assignments:

• Leads the work of a Division charged with the responsibility to develop and implement programs to support families and individuals of all ages.
• Assesses program needs and existing/projected capabilities and develops resources to meet their needs.
• Establishes policies, priorities and standards of practice for service team programs, including training, project monitoring, evaluation and cost effectiveness.
• Develops procedures for collaborative/service integration projects.
• Conducts/participates in multi-agency case consultations and staff orientation and training.
• Supervises multi disciplinary staff such as Clinical Supervisor, Counselor, and Administrative Assistant.
• Provides technical assistance to increase capacity of the community to problem solve, and assists in organizing services to meet the community's needs.
• Develops and integrates new programs into agency administrative structure and service delivery system.
• Interprets policies and procedures for staff.
• Ensures compliance with laws, regulations and professional standards.
• Prepares or directs the preparation of a variety of narrative and statistical reports.
• Evaluates and recommends staffing levels.
• Plans, organizes, assigns, reviews, and evaluates the work of assigned staff.
• Prepares and submits funding proposals.
• Writes grants, planning documents and program effectiveness reports, and ensures that the grant requirements are understood and met by appropriate staff.
• Prepares and justifies budget requests, and ensures Division operates within budget.
• Analyzes and interprets proposed and enacted legislation and regulations.
• Recommends and implements new/revised policies, programs and procedures.
• Represents the program/department to the community, other agencies and service providers, the City Council and other appropriate legislative bodies.
• Develops and implements a service marketing program.
• Participates in service team program planning and policy formulations.
• Assists in establishment of goals and evaluating Division services.
• Provides staff support for relevant Advisory Boards, Commissions, or Committees.
• Works in close collaboration with other management staff to ensure that clinical issues are performed within a team orientation.
• Works collaboratively with non-profit organizations in the Community including County and State level regional bodies and taskforces.

Aging & Family Services Assignment:

• Plans, organizes, and manages social work and counseling services.
• Designs and directs implementation of programs such as Pathways to Positive Aging to meet program and community needs.
• Serves as an advocate on behalf of families of all kinds such as families with dependent older adults and grandparents raising grandchildren.
• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

The Property Manager I/II position is in the Finance and Administration Division at San José Mineta International Airport and reports to a Senior Property Manager in one of three groups including Airlines, Concessions, or Commercial Properties. This position has overall responsibility for day-to-day property management of Airport tenants, including airlines, concessionaires, airline support companies, rental cars, Fixed Base Operators and non-aeronautical commercial properties. The Property Manager will perform a wide variety of related work as required. A disclosure of outside investments, real property interests, income and business positions is required.

Responsibilities include but are not limited to:

- Negotiates the terms and conditions of leases, permits, and other agreements with tenants and lessees of such properties as terminal facilities and service outlets relating to auto rental, lands, and buildings.
- Implements retail merchandising programs for all terminal space at the Airport, including market research activities, product surveys, feasibility studies, and market testing
-Develops and implements marketing and promotional material for concession tenants
-Develops, implements, and manages a tenant customer service program
-Collaborate with internal teams to plan and optimize the use of space
-Coordinate office relocations and space modifications as needed.
-Prepare regular reports on property performance, occupancy rates, and financial metrics.

-Ensure properties comply with local, state, and federal regulations and address compliance issues.
- Maintain accurate records of leases, contracts, and related documentation.
- Conducts research and analysis to ensure the maximum economic utilization of Airport lands and properties.
- Develops and maintains a tenant-relations policy to ensure a favorable working relationship between the Airport administration and its tenants and lessees, including a mechanism for the disposition of tenant complaints.
- Prepares Request for Proposal (RFP) and lease documents; administers RFP and bid procedures in accordance with management policies and applicable law.
- Participates in directing, planning, and coordinating all tenant alterations and modernization projects relating to Airport property.
-Periodically inspects all leased and rented Airport property to ensure compliance with the terms and conditions of the agreement.
- Answers inquiries from the public and interested parties regarding the leasing and rental of Airport properties; disseminates information as required.

The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Property Manager I salary range is $84,084.00 - $102,276.72 annually.
The Property Manager II salary range is $102,276.72 - $124,400.64 annually.

The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

CC-

• Appointed by the City Council.

• Receives general direction from the City Manager on an as need basis.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents.  The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

Desirable Qualifications

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.
