LIBRARIAN III, ADULT SERVICES-CENTRAL SANTA ROSA LIBRARY

40 HOURS PER WEEK – FULL TIME

We are seeking a customer service driven library professional with excellent communication skills for our Central Santa Rosa Library.  The ideal candidate will have strong outreach, technical, and training skills and be willing to work in a sometimes fast-paced and often vibrant “all ages” environment.

Under general supervision, this full-time, benefited position develops and participates in the full range of routine to complex professional library services for the community, including the development of programs and services; identification of current community needs and the projection of future needs; and performs related work as assigned.

TYPICAL TASKS include, but are not limited to:

• Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures; performs grant-writing activities for assigned specialized area.
• Provides supervision to professional, technical, and paraprofessional staff and volunteers.
• Provides assistance to and advises patrons in the effective use of Library collection, facilities and services; demonstrates the use of library resources, tools, equipment, and electronic reference sources; assists with digital downloads.

• Takes the lead in anticipating changes in community needs and changing technology and information services, and plans how to address needs and implement changes.

• May participate in circulation functions at a public service desk as needed.

MINIMUM QUALIFICATIONS:

Education and Experience: Master of Library and Information Science (MLIS), Master of Library Science (MLS), or Master of Science in Library Science (MSLS) degree from an accredited college or university; four (4) years of experience as a professional librarian. Must have a valid California driver’s license. Spanish bilingual skills are desired.

SALARY RANGE:               Librarian III - $37.60/hour to $46.96/hour

LIBRARIAN III

Under general supervision, provides excellent customer service, performs work of considerable difficulty, managing a highly specialized library assignment or system-wide program/support service, develops and participates in the full range of routine to complex professional, technical and/or direct library services to the community, including development of programs and services for target audiences; individual assignments may include responsibilities for specialized support services of a system-wide nature requiring particular expertise; identifies current community needs and projects future needs; participates in and makes recommendations for improving library services; and performs related work as required.

Receives general supervision from a Division Manager, Central Branch Manager, Branch Manager, or other management staff.  Provides supervision to professional, technical, and paraprofessional staff and volunteers. 

Class Characteristics

This is the advanced journey-level class in the professional Librarian series.  Incumbents fill a highly specialized library assignment that requires substantial specialized skills and experience. Incumbents are expected to function independently and exercise independent judgment, tact, and initiative in their involvement with programs, projects, or technical assignments.  Incumbents lead projects and programs within their area of specialty.  At this level, input regarding change to policy or Library-wide procedure may be given in the form of recommendations to management.  Responsibilities include planning, coordinating, and implementing library services and programs.  Individual assignments within this class may include the management and performance of reference, collection development and management, and/or cataloging.  Incumbents may assist and participate in the evaluation, selection, acquisition, retention, and special handling of various library materials.  Incumbents may serve as “Person-in-Charge” for assigned shifts.  The Librarian III is distinguished from Librarian IV in that the latter is assigned responsibility for policy oversight and ultimate overall authority for an entire and major system-wide function, and serves as a member of the Library Management Team.  It is further distinguished from Branch Manager in that the latter has administrative responsibility for a full library branch facility and operation.

Qualifications

Education and Experience:

Licenses and Certifications:

Must possess and maintain a valid California Class C Driver License.

Physical Demands

Must possess mobility to work in a standard office and library setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone; and the ability to operate a motor vehicle in order to travel to various branches, meeting sites, educational institutions, and community events.  This classification primarily works indoors and requires movement between work areas.  Finger dexterity is needed to access, enter, and retrieve materials and data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information.  May push and pull carts and shelving units weighing up to fifty (50) pounds.  Positions in this classification occasionally shelve books and lift and carry reports, records, and materials that typically weigh less than twenty-five (25) pounds.

Environmental Elements

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

May be required to work flexible schedules including evenings and weekends.

ABOUT THE POSITION:

Named one of America’s best small libraries in 2015, the Mill Valley Library is recruiting for an Adult Services Supervising Librarian. Candidate will report directly to the City Librarian, oversee the Division’s personnel, programming, and services, and help implement large-scale initiatives.

The Adult Services Supervising Librarian will:

• Help the Library and patrons transition through the stages of reopening during and post pandemic.
• Support and expand a reading culture for adults.
• Oversee Reference services including mentoring staff to provide excellent customer service.
• Assist with the planning and implementation of After Hours events and large-scale initiatives.
• Support existing and develop new programs for adults.

ABOUT THE LIBRARY:

Known for its beautiful facility and innovative programming, the Library welcomes 240,000 visitors annually, has a $2.4 million budget, 20 FTE staff, and 130 volunteers. 45,000 participants attend 1,200 programs offered each year. The Library has a Recording Booth, Apple Laptop Lab, Technology Center, Robotics Lab, SmartGarden, and History Room.

Position and Duties:

The City Council has a Digital Inclusion and Broadband Strategy that seeks to accelerate the deployment of wired and wireless broadband for all people while making it more inclusive for the digitally underserved (the digital divide). Executing this strategy requires negotiating value exchange relationships with telecom providers, overseeing the creation, adoption, and execution of balanced broadband friendly policies, working collaboratively with the community on the aesthetics and other community concerns associated with broadband deployment, and setting the vision, strategy, and priorities for the Small Cell Team in the Department of Public Works, and the Macro Site Team in the Planning, Building, and Code Enforcement Department that executes the Permit to Inspect processes for the City.

The Broadband Manager reports directly to the Director of Civic Innovation and works closely with the Deputy City Manager responsible for 21st Century Infrastructure.

The Broadband Manager directly influences over $1B in private sector investments into the City of San José over the next seven years. This private sector investment creates thousands of jobs, dramatically increases regional GDP, delivers hundreds of millions of dollars of Smart City capability, and delivers tens of millions of economic opportunities for the digitally underserved.

The Broadband Manager requires a broad set of skills including strategic thinking, negotiation, telecommunications experience, public policy, team leadership, and public collaboration.  They will negotiate value exchange agreements to generate the demand for broadband deployments and ensure City’s departments fulfill that demand by permitting communications facilities including macro site, small cells, and underground fiber optics.  This role requires collaboration with various City departments including, but not limited to the City Manager’s Office of Administration, Policy, and Intergovernmental Relations; City Manager’s Budget Office; Mayor’s Office; Information Technology; Planning, Building and Code Enforcement; Public Works; and Transportation. The Broadband Manager will also work closely with innovative technology companies to evaluate ways to accelerate broadband deployment, including Smart City technology within the new context of COVID-19 public health, and the shelter-in-place dynamics that highlight the value of digital inclusion. Collaboration with public interest groups, community organizations, and other stakeholders will also be required to ensure public adoption of broadband deployment, especially the deployment of small cells on street lights. Finally, the Broadband Manager will work closely with the City’s Library Department and external stakeholders to ensure progress of social justice for the digitally underserved people in San José.

The Broadband Manager responsibilities include the following:

• Negotiate value trading agreements with broadband providers that promote economic development, digital inclusion, and support for Smart Cities.

• Direct the development of balanced broadband friendly policies.

• Direct the City departments involved with broadband deployment.

• Collaborate with external stakeholders on community concerns with broadband deployments.

• Measure compliance with agreement terms and conditions.

• Evaluate new technologies and approaches to accelerate broadband.

• Report progress to City Council and external stakeholders.

• Advise on federal, state, and local regulations including rulings from the Federal Communications Commission (FCC) and the California Public Utilities Commission (CPUC) and recent court decisions.

• Advise on proposed telecommunications resiliency standards for broadband deployments from and emergency operations perspective such as the CPUC Wireless Resiliency Strategy and the City of San José Power Vulnerability Plan.

• Supervise and manage the Small Cell Permitting Project Manager.

• Manage the Digital Inclusion Program in relation to public-private partnership contract requirements and in relation to City and community stakeholders to advance digital inclusion.

Under the general direction of the Youth Services Administrator, this position is responsible for helping to plan and coordinate events for all ages held in library facilities, as well as with the mobile library van. This position assists with the promotion of library events and services, develops and coordinates promotional materials (print and online), communicates with community partners, vendors and stakeholders, and assists with the procurement of supplies to support library events, and will drive the mobile library van as needed.

• Prepare and maintain a variety of data-driven records and reports, including statistics for event attendance and record keeping of performers’ and speakers’ fees

MINIMUM QUALIFICATIONS:

Education and Experience: Equivalent to graduation from an accredited four-year college or university with major coursework in library science, education, business or public administration, finance, human resources, management, or a related field, and two (2) years of administrative or programmatic experience.  Valid driver’s license is required, as this position will be driving the mobile library van as needed.  A 5-year DMV printout must be submitted at the time of hire.

SALARY RANGE:                 Administrative Specialist/Non-Confidential – $31.62/hour to $39.48/hour

ADMINISTRATIVE SPECIALIST

Under general supervision, provides excellent customer service, performs a variety of paraprofessional administrative and specialized program support duties of considerable complexity requiring thorough knowledge of the assigned program or department, its procedures, and operational details; provides administrative support to management, departmental staff, and professional library staff; performs research on a wide variety of special and ongoing projects; composes and prepares correspondence, reports, and presentations using considerable judgment in content and style; plans, organizes, and coordinates program activities; provides assistance for a wide variety of assignments related to the administration of grants, personnel, accounts/budgets, contracts, research projects, and department programs; and performs other duties as required.

Receives general supervision from assigned supervisory or management staff.  May provide training and work direction to support staff, contractors, and/or volunteers. 

Class Characteristics

This is a journey-level class, responsible for performing complex administrative and program support duties, including assisting in department-related projects and programs.  Employees at this level are required to be fully trained in all procedures related to the assigned area(s) of responsibility, working with a high degree of independent judgment, tact, and initiative.  Incumbents are typically responsible for the coordination of a program or activity, under the oversight of a member of management, who establishes the policy and working procedures of the function.  Employees in this classification may coordinate and lead the work of support staff, contractors, and volunteers.  This class is distinguished from the Accounting Coordinator in that the latter performs a variety of technical, accounting, and administrative duties in support of Library financial functions such as processing accounts receivable and accounts payable.

Qualifications

Education and Experience:

Equivalent to graduation from an accredited four-year college or university with major coursework in library science, education, business or public administration, finance, human resources, management, or a related field, and two (2) years of administrative or programmatic experience.

Physical Demands

Distinguishing Characteristics

This is a journey-level position that requires a broad spectrum of experience in the diagnosis and repair of automotive vehicles and equipment. Incumbents in this class perform the full range of vehicle and equipment service and repair work from oil and lubricant changes, engine overhauls, tune-ups, smog checks, to the repair of mobile construction equipment and small gasoline powered equipment. Incumbents are expected to train workers, apply safety regulations to work assignments, and prepare and maintain written documents using a computer.

Examples of Duties

Typical duties may include but are not limited to the following:

• Performs major overhauls on engines, transmissions, transfer cases and differentials for all types of District vehicles and equipment;

• Keeps current of new technology and practices and maintain certifications as required;

The City of San José is looking for a highly motivated individual to administer a uniform Citywide Open Government and Records Management Program. This position is part of the City Manager's Office, in consultation and collaboration with the City Clerk's Office, City Attorney's Office, and the Information Technology Department, to ensure a consistent and effective program applicable to all City departments, Council appointees, elected officials, and their staff.

Responsibilities of the Open Government Manager include:

- Create and maintain policies and procedures related to the City's Open Government and Records Management programs.

- Make recommendations and revise Open Government and Records Management policies and practices as needed based on professional best practices, legal and legislative issues, and technology tools and trends.

- In conjunction with the City Attorney's Office and the Information Technology Department, develop, and revise as needed, procedures for e-discovery and other electronic records issues.

The City of San Rafael is seeking a full-time Shop and Equipment Supervisor in the Public Works Department.  Under general supervision, this position supervises preventive maintenance, outfitting, and skilled repair of City fleet and police vehicles and light to heavy-duty trucks and equipment. 

The Shop and Equipment Supervisor is a first full supervisory level in charge of personnel and activities associated with maintaining the City’s fleet of automotive, light, and heavy trucks and equipment.  This position is a working supervisor, participating in the work of the unit as needed.  The position is guided by established policies and procedures, principles of the trade, and supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

• Supervises the repair and maintenance of City vehicles and equipment and equipping of new police vehicles and construction equipment.
• Discusses malfunctions or outfitting requirements with users.
• Plans, sets priorities, and assigns work to equipment shop personnel in accordance with overall City priorities and maintenance schedules.
• Provides instruction and direction to less experienced personnel on complex repairs.
• Ensures safe working practices and conditions in the equipment shop.
