The Position

The Housing Authority of the County of San Mateo seeks a collaborative, innovative problem solver, experienced with housing authority operations for the position of Executive Director to provide exceptional leadership at a high-performing agency.

 

With general direction from the Department of Housing Director and Housing Authority Board of Commissioners, the Executive Director organizes, coordinates, and directs through management staff all Housing Authority functions and activities; provides policy guidance and strategic direction regarding housing issues; fosters cooperative working relationships with the Board, HACSM staff, the public and other agencies; and performs related work as assigned. This position has overall responsibility for department administration, policy development, financial, operational and planning functions, and other activities of the Housing Authority. The incumbent is responsible for accomplishing all HACSM goals and objectives in an effective, efficient, and equitable manner.

 

Example of Duties

• Plan, organize, coordinate, and direct through subordinate staff, the work of the Housing Authority.
• Establish organizational priorities; schedule and monitor the quality and timeliness of the work performed.
• Work closely with and advise the DOH Director, the Board of Commissioners, Housing Authority staff, the public and other agencies to implement a variety of efficient and effective housing programs
• Ensure compliance with local-, state-, and federally mandated standards.
• Provide ongoing vision for how HACSM and its programs integrate with the County of San Mateo.
• Direct the preparation of agenda items for the Board of Commissioners.
• Interpret, analyze and defend HACSM policies, procedures and programs.
• Coordinate the preparation and presentation of a wide variety of reports to the Board, the public and other agencies.
• Direct the development and implementation of management systems, procedures and the application of standards for program evaluation on an Authority-wide basis.
• Direct the creation and administration of the comprehensive annual budget for Housing Authority operations.
• Maintain current knowledge of federal, state and local laws and ordinances affecting the Housing Authority.
• Promote racial and social equity within HACSM, its teams and processes, and through the agency’s public-facing programs.
• Provide supervision to the Housing Authority management team and advise the team on federal, state, County and Board policy.
• Foster a positive work environment valuing teamwork, equity, and high-quality work products.
• Represent the Housing Authority before the Board, and in other meetings involving local, regional, state, and federal stakeholders.
• Perform related duties as assigned.

 

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Three+ years of managerial experience in a social or community service program, preferably in a housing authority program.

THE POSITION: The San Mateo Public Library has an opening for 2 per diem Librarian I positions with regular schedules (schedules listed below). This recruitment will also be used to fill on call per diem Librarian openings. On call per diem librarians in this role do not have a regular schedule but pick up shifts on an as-needed basis to fill coverage gaps on the Library’s service desks at the Main Library (adult and children’s desks) and branches.

The library is looking for someone who embodies the City of San Mateo’s shared values of respect, creativity, inclusivity, transparency, and integrity to perform a wide variety of library work.

Responsibilities include serving at the Library’s information desks at the Main Library and branches; researching and responding to difficult or technical reference questions; advising and assisting Library patrons; demonstrating the use of on-line library catalogs, databases and other user aids; performing bibliographic searches using online and/or print resources; and performing other tasks as assigned such as assisting with programming and collection management.

SALARY:             $36.90 per hour (Step 1). This position is considered part time and offers limited benefits after working a specified number of hours.

HOURS:              Below are the schedules for the Per Diem Librarian I position. These schedules may be changed in the future to meet the operational needs of the Library. A Sunday shift (1:00-5:00 pm) is required each two-month period.

THE DEPARTMENT

What You’ll Do

Under the general direction of the City Clerk, the Deputy City Clerk uses independent judgement to plan, organize, direct, and perform a variety of complex administrative, technical, and supervisory duties in support of the City Clerk Department’s day-to-day operations, primarily legislative operations and contract and process management. The Deputy City Clerk serves as the second in command within the City Clerk’s Department and provides backup to the City Clerk.  The Deputy City Clerk will provide a high level of administrative and technical support to the City Clerk and other departments and perform all duties of the City Clerk in his/her absence. Duties may include, but are not limited to, the following:

• Assists the City Clerk in performing the day to day functions of the City Clerk's office; and in the absence of the City Clerk, act as City Clerk, performing such duties as serving as the Clerk of the City Council, maintaining meeting protocols, parliamentary procedures and proper conduct, writing agenda reports, taking minutes, certifying ordinances, resolutions, agreements and other official documents, administer oaths of office and supervise staff.
• Reviews changes in law, regulations and guidelines for their effect on City Council and Advisory Body activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance. Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Assists in the preparation of the annual budget for the Department; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors expenditures after budget adoption.
• Implements and manages the agenda production process including maintaining a deep knowledge of the agenda management software and process; training staff in the use of the software and process; and assists in deploying consistent agenda practices across the organization; coordinating with other departments on agenda content; enforcing work product standards and holding departments and higher classifications responsible for meeting standards and deadlines; and producing the agenda and agenda packet per state law and city requirements.
• Manages the publication of legal and public notices, for all Council bodies, in accordance with City, State and Federal law, and filing, indexing, certifying, processing for recordation, and safeguarding of all City Council proceedings.
• Maintains compliance with applicable Federal, State, local laws, relating to areas of responsibility, including but not limited to, California Elections Coe, the Brown Act, Political Reform Act, Conflict of Interest Code, and the Public Records Act.
• Oversees maintenance and development of City-wide records management initiatives.
• Assists the City Clerk in the administration and conduct of municipal elections and special events. Serves as Filing Officer for campaign and conflict of interest finance reporting.
• Serves as liaison to the County Registrar of Voters.
• Attends City Council meetings with the City Clerk to assist with operating the audio / visual / agenda / voting system and take minutes as required.  Responsible for after Council action including producing and maintaining official City records and documents in good order such as resolutions, ordinances, contracts, deeds, correspondence, inter-agency notifications and minutes.
• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.

General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

 

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

 
EXAMPLES OF DUTIES: 

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

PREFERRED QUALIFICATIONS:

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

The Librarian I/II position available is an hourly, non-benefited, assignment which operates out of the Library|Parks & Recreation Center and may also include shifts at the Grand Avenue Branch Library.

The Information Technology Manager is a key management position at the City. This individual will lead and promote the technological growth, innovation, and cybersecurity of the entire organization. The Information Technology Manager is responsible for managing the operations of the City’s information technology activities, while delivering excellent customer service and administering comprehensive information technology initiatives to accomplish City goals and technological needs. The Information Technology Manager leads a staff of 8, currently comprised of a Network Administrator, Systems Administrator, Enterprise Applications Administrator, Junior Network and Systems Administrator, GIS Analyst II, Enterprise Applications Support Specialist II, and 2 Information Technology Specialist IIs.
