The City of Gilroy is currently recruiting a full-time Senior Civil Engineer for our brand new recently implemented Utilities Department. In this exciting opportunity the Senior Civil Engineer is poised to play a significant role in designing, implementing, and optimizing utility systems to ensure reliability, efficiency, and sustainability. The Senior Civil Engineer will help establish utility engineering standards, protocols, and infrastructure as it relates to water and wastewater for the City of Gilroy. The Senior Civil Engineer will work under the direction of the Utilities Director and will manage, review, and perform duties relative to Utility Engineering and construction activities, supervise assigned employees, will direct and perform complex professional-level field and office engineering assignments, and play an important part in making a real-world difference in the community. Valley Water is seeking a highly skilled and motivated individual to fill the Strategic Programs Administrator position within the Office of Integrated Water Management reporting to the Assistant Chief Executive Officer. The Strategic Programs Administrator serves as a strategic right-hand to the Assistant CEO helping to develop and maintain key agency-wide processes and procedures and oversee strategic projects and special initiatives. Overview:
The Associate Electrical Engineer will support the 24 x 7 continuous Water Utility raw, treated, and purified water operations, capital improvement projects, annual maintenance work plan, and asset management plans. They will be responsible for the planning, design, development, implementation, modification, installation, and maintenance of the Water Utility's critical electrical distribution systems in the area of water pumping, conveyance and treatment while ensuring work quality and adherence to professional codes, standards, and Valley Water specifications.
 
Raw water delivery operations depend on the reliable supply of electrical power for ensuring delivery of water-to-water treatment facilities, streams, and our customers. Water treatment and treated water delivery operations depend on the reliable supply of electrical power for ensuring delivery of safe, clean water to our customers in the Silicon Valley.

Key Responsibilities include, but are not limited to:
As a member of the Utility Electrical and Control Systems Engineering team:

• Plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.
• Serve as a technical resource in electrical engineering including formulating projects, assessing program effectiveness, and analyzing a variety of unusual conditions, problems, or questions; oversee quality assurance and quality control activities within field/specialty of engineering.
• Conduct engineering studies, investigations, and analyses, such as conditional assessments, feasibility reports, event incident/root cause analysis reports, and engineering evaluations in support of a planned project/improvement, system deficiencies, non-code compliant conditions, and electrical system and process anomalies.
• Prepare electrical engineering schematics, specifications, drawings, wiring diagrams, power, lighting, and floor plans, conduit and wire schedules, electrical details, and other supporting documentation for commercial and industrial applications; perform economic and financial analysis of projects; provide cost estimates and cost benefit analysis for comparison; review and comment on drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with current standards.
• Identify and report electrical deficiencies and safety issues; investigate and create root cause analysis from electrical system reports; interview operations and maintenance staff and conduct field observations and inspections; develop recommendations to mitigate electrical disturbances, outages, and abnormalities; lead or assist in resolving deficiencies and safety issues.
• May grow into a supervisory role to plan, organize, schedule, assign, review, supervise and evaluate the work of assigned staff.

• Strong academic background, with four (4) years of experience in planning, designing, developing, implementing, modifying, installing, and/or maintaining electrical power system projects. 
• Design, installation and troubleshooting experience in electrical power systems within an industrial plant/facilities environment.
• Bachelor's degree in electrical engineering (ABET accredited college/university). 
• Experience with a diverse set of projects, ranging from researching electrical and hardware components to troubleshooting and repairing existing electrical systems, is a plus.
• Experience in working with potential vendors with adequate information for bids working with potential vendors and evaluating bids preferred.

Ideal Skills and Abilities:

• Strong base of both technical and project skills, including ability to communicate in person and in writing and maintain positive and effective relationships in a team environment.
• Prepare and review electrical engineering designs, drawings, specifications, and other engineering project documentation.

Ideal Knowledge:

• Operations, services, and activities of an industrial electrical system including electronic and electrical systems in water production, treatment, and distribution.

• Knowledge of electrical standards (NFPA, NEC, NETA), electrical software tools (SKM, SPM/PME, SKF tester)
• Principles and practices of project scheduling, management, and budgeting.

Ideal Training and Education:
Graduation from an accredited four-year college or university with major coursework in electrical engineering.
OR
Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional electrical engineering experience.

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire. 

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher in order to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Maintenance Worker I

Education:  High School diploma or equivalent.

Experience:  One (1) year of work experience in construction or related field.

License or Certificate:  Possession of a valid California Driver's License required upon hire.  Class B permit and DMV Medical Certification are required within three months of hire.  A valid Class B California driver's license, Completion of Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR Certifications required prior to permanent appointment.

BENEFITS

DEFINITION

DISTINGUISHING CHARACTERISTICS

This is the entry-level class for Water System Operator and Street Maintenance & Sewer Collection System Operator positions in both the Water and Street, Sewer & Downtown Divisions.  Employees hired in either of these positions may reasonably expect promotion to the Water System Operator or Street Maintenance & Sewer Collection System Operator classes upon completion of one year's satisfactory service, completion of probation, and for the Streets, Storm Drains and Sewer Divisions, obtaining a class B driver’s license, passing a CWEA Grade 1 test, and for the Water Division, passing a DHS Grade D-1 test.

Street, Sewer & Downtown Division

Essential Duties:

Works with the following crews: Sign and Paint Crew; Paving Crew; Pothole Crew; Service Repair Crew; Pump Station Maintenance and Repair Crew; Sweeper Pile Crew; Sewer Rodder Crew and Hydro Jet Crew. Assists in laying pipe and sewer lines; sweeps and cleans roadsides, gutters, curbs, culverts, catch basins and other drainage structures; removes debris and undergrowth; assists in setting forms and mixing and pouring concrete; assists in raking, smoothing and tamping repaired patches; assists in the maintenance of mechanical equipment; assists in the layout of traffic patterns on streets and in the operation of painting equipment; cleans mechanical equipment and basic tools used on the job. Assists in maneuvering and driving hydro-jet truck and other equipment associated with this operation. Assists in preventative maintenance and unblocking of sewers using mechanical and hydro-jetting.

Other Duties: Serves as flag person when working in traffic and works in confined spaces.

Water Division

Essential Duties:

Assists in laying pipe and water lines; assists in making taps and connections to mains; assists in the maintenance of mechanical equipment; cleans mechanical equipment and maintains basic tools used on the job.

ESSENTIAL FUNCTIONS: (The following are minimal qualifications necessary for entry into the classification.)     

Knowledge of:

SJPL is recruiting a Volunteer Coordinator to administer the library's volunteer programs, organize volunteer activities, and provide support and resources to staff who work directly with volunteers on-site and virtually. The role focuses on drawing upon volunteers' knowledge and motivations to strengthen library events and services. The position will coordinate volunteer assignments and use various tools to develop, evaluate, and promote Library volunteer opportunities.

The Volunteer Coordinator is also responsible for coordinating and leading the library's volunteer recruitment and recognition efforts throughout the year, as well as overseeing the volunteer screening process, including scheduling, and conducting LiveScan background checks.

In addition, the Volunteer Coordinator will serve as a liaison for the San Jose Public Library Foundation , who frequently works with corporate donors to develop group volunteering opportunities at SJPL.

This position will:

• Identify, create, and update training materials and procedural guides for both volunteers and staff.
• Plan, coordinate, and lead volunteer events and community outreach opportunities.
• Develop promotional recruitment and storytelling campaigns to increase the number of volunteers.
• Develop recognition activities for the volunteer program.
• Interview, screen, place, and onboard volunteers.
• Utilize Better Impact, the City's online volunteer management software, to collect and analyze statistics on volunteers, and train and support staff in using these tools.
• Collect and analyze statistics on volunteer programs and trainings
• Assist with developing system-wide volunteer programs.
• Collaborate with partner organizations and stakeholders, such as the San José Public Library Foundation, to facilitate volunteer requests and placements.
