The Novato Sanitary District is seeking an organized, collaborative, and fast-learning Administrative Services Technician to support a wide range of essential administrative services functions, such as risk management, human resources, purchasing, record management, and general administration. Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Other Requirements:

• Valid California motor vehicle driver's license and good driving record
• Eligibility to work in the United States under appropriate federal regulations.
• Completion of a medical examination administered by a licensed medical doctor, selected and paid by the District, to determine physical fitness for the job.
• All Novato Sanitary District employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the District requires the affirmation of a loyalty oath to this effect. The San José Fire Department is looking to fill a Senior Geographic Systems Specialist position within the BAS/Fire IT division. This role will manage mapping projects and, when applicable, application development activities to support the mapping function. Under the direction of the Department Information Technology Manager, the key duties and responsibilities of this position include:
 

• Oversee GIS data management efforts, including Fire-specific layers, ensuring the quality and timely input of the data. This involves performing quality control and quality assurance (QC/QA) and assisting with hands-on data management to minimize backlogs.
• Coordinate with various departments and the Enterprise GIS team on Fire data conversion and consolidation efforts, contributing to the Enterprise GIS data repository.
• Provide geodatabase development and programming (SQL Server), with the ability to understand complex database concepts, interfaces, and the implications of different database designs.
• Assist in the development and management of GIS project plans, including defining requirements, setting tasks and resource assignments, and ensuring standards, deadlines, and quality standards are met.
• Ensure City staff using GIS receive necessary training and technical support.

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the Police Department, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon financial analyses, grant and contract administration and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• When assigned to the Police Department, may be required to oversee civilian, alternative response-teams (i.e. homeless outreach, clinical crisis response, or other units as determined by the department) and respond in the field to calls for service related to those teams as determined by the department. Several of these teams involve partnerships with outside organizations/community partners where inter-agency collaboration and coordination is key to continued success.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes, often with City‑wide impact.
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Conduct financial analyses; prepare reports and make recommendations regarding rate structures, bonding, budgeting and other financial matters.
• Prepare contracts, proposals, grant applications and similar documents; prepare reports and monitor grants and contracts for program compliance.
• Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.

• Compile materials and prepare technical and administrative reports, manuals, and publications.
